1975-294WHEREAS, the City of Anaheim has previously filed
an application for a Community Development Block Grant
pursuant to the Housing and Community Development Act of
1974; and
WHEREAS, said application includes a Housing
Assistance Plan (HAP) which HAP includes Table III entitled
"Annual Goal for Housing Assistance," and Table IV entitled
"General Locations of Lower Income Housing;" and
WHEREAS, it is hereby determined that the original
goals set forth in Tables III and IV of the HAP are low and
should be increased; and
WHEREAS, it is hereby determined that the goals
for assisted housing should be increased; and
WHEREAS, Table III (attached hereto as Exhibit "A
and Table IV (attached hereto as Exhibit "B have been
modified to reflect the desired increases; and
WHEREAS, said change and modifications to the HAP
are hereby determined to be minor; and
WHEREAS, said changes in the HAP are determined to
be, and are, consistent with citizen desires and are
consistent with regional plans.
NOW, THEREFORE, BE IT RESOLVED that the Housing
Assistance Plan be modified by amending Tables III and IV of
said Housing Assistance Plan.
BE IT FURTHER RESOLVED that Tables III and IV of
said Housing Assistance Plan be amended as indicated on
revised Tables III and IV attached hereto as Exhibits "A" and
"B" and incorporated by reference herein.
THE FOREGOING RESOLUTION is approved and sig ed by

(4) Current goals indicate that in the first year the City /private developers
could request 500 new, existing, or rehabilitated units under Section 8. 200
units would probably be new units to be located in the center city area to
assist in replacing deficient units occupied by lower income persons, and 300
units would be existing or rehabs. to assist lower income families displaced
or currently needing housing assistance. A more comprehensive assessment of
Sec. 8 goals will be possible only after Sec. 8 rules, regulations and
allocations are published.
(5) Assumes cost of $3,816 per new unit and $2,544 per existing unit.

1. NEW CONSTRUCTION Census Tract 873 (portion of community "A has a concentration of
low income /minority /elderly persons who are living, in aged /deficient housing. Redevel-
opment Project Alpha (200 acre portion of 873) was adopted to encourage revitalization
of the area by clearance/ rehab /comprehensive planning /redevelopment via tax increment
financing. Anticipating the need to replace deficient housing and provide relocation
resources for the City's redevelopment plan, it is recommended that the city encourage
city /private developers to apply in first year for Sec. 8 (HAP) assistance: 1). with
200 new units either located within census tract 873 (for use primarily as relocation
resource) or in non- impacted areas outside census tract 873 acceptable for new construc-
tion (e.g. census tracts 117.04, 762.02, 864.03, 863.01, 863.02, 868.03, and other
similar areas); and 2)300 units citywide as appropriate to meet the needs of lower
income families displaced or in need of housing assistance.
2. REHABILITATION
865.01, 865,02, 872. 873, 874.01, 874.02, 874.03 (Community "A
Assuming new low income housing and other beneficial construction in Alpha, then
remainder of most blighted portion of central' core can and should be rehabilitated
to stabilize living environment, residential desirability and neighborhood integrity.
Same to lesser extent with peripheral Community "a" (116 866.01, 866.02, 864.01).
Additionally, Community "A" (875.01, 875.02) and to lesser extent peripheral Com-
munity "b" (868.02, 871.02, 871.04) which suffer primarily economic deficiencies;
low income /poverty /unemployment. Area may benefit best from housing assistance
payments. Secondary locations.: ,Community I'CH (868.03, 871,02, 871,04) with possible
Community Development of buffering from adjacent freeway oriented heavy commercial
and industrial uses and Community "D" (1102.02, 1104.02, 869.03, 870.01, 877.01)
with special consideration for heavy concentration of large families and elderly,
possibly community development of facility /center for same.
