A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM AMENDING RATES, RULES AND REGULA-
TIONS FOR THE SALE AND DISTRIBUTION OF ELEC-
TRIC ENERGY AS ADOPTED BY RESOLUTION NO.
71R -478 AND AMENDED BY RESOLUTIONS NOS.
73R -25, 73R -373, 73R -531 and. 74R -75.
WHEREAS, the City of Anaheim does distribute electric
energy to certain customers who live in Anaheim; and
WHEREAS, Rule No. 2 of the Electric Rates, Rules and
Regulations provides regulations related to description of
service; and
WHEREAS, it has been determined by the Utilities De-
partment that a revision of said Rule No. 2 would alleviate ad-
ministrative and application problems involving customers being
supplied 120/240 volt, four -wire service and would also clarify
the minimum transformer rating for 120/208 volt and 277/480 volt
services; and
WHEREAS, the proposed amendments to said Rule No. 2
will improve customer relations in providing electrical service;
and
WHEREAS, all electric energy distributed by the City of
Anaheim is purchased from the Southern California Edison Company;
and
WHEREAS, it has been and continues to be the policy
of the City Council of the City of Anaheim that Anaheim's retail
rates be less than comparable retail rates charged by Southern
California Edison Company in neighboring communities; and
WHEREAS, the City Council has determined that the rate
schedules for the City of Anaheim should be at least five percent
(5 below Southern California Edison Company's rate area number
3.5 retail rate schedules except for the lowest cost energy blocl
of rate schedules GS -1B, GS -2, and PA; and
WHEREAS, the reason for the above exception is to avoid
selling electric energy at a lower price to the City's customers
than the City pays for that energy including losses to Southern
California Edison Company at the wholesale price.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that the rates, rules and regulations adopted
by Resolution No. 71R -478 and amended by Resolutions Nos. 73R -25,
73R -373, 73R -531 and 74R -75 be, and the same are hereby, amended
as follows, to wit:

A. APPLICABILITY

FUEL COST ADJUSTMENT

Applicable to all areas served by the Utility and to all
kwhr billed under all rate schedules as defined under the
special conditions of the rate schedules.
B. PURPOSE
To provide for the adjustment of the Utility's electric
rate schedule energy charges whenever a fuel cost adjust-
ment has been applied to or is pending application to the
City's wholesale rate.
C. APPLICATION OF FUEL COST ADJUSTMENT
The fuel cost adjustment amount per kilowatt hour sold
shall be applied to service rendered on and after the
effective date and continuing thereafter until the next
such fuel cost adjustment amount becomes effective. The
dollar amount to be added to or subtracted from each bill
shall be the product of the total kilowatt hours for which
the bill is rendered multiplied by• the fuel cost adjust-
ment amount per kilowatt hour sold.
D. AMOUNT OF FUEL COST ADJUSTMENT
The amount of the fuel cost adjustment shall be shown in
this section.

B. Rate B is applicable when a demand meter is installed in
accordance with Special Condition F.
C. The billing demand in any month shall be the average kilo-
watt input indicated or recorded by instruments to be
supplied, owned and maintained by the City and at the City's
expense upon the consumer's premises adjacent to the watt
hour meter, in the 15 minute interval in which the consump-
tion of electric energy is greater than in any other 15
minute interval in the month, but not less than either (1)
50% of the contracted for or connected load, or (2) 50% of
the highest billing demand in the preceding eleven months,
whichever is the greater. However, in no case shall the
billing demand be less than the minimum billing demand.
Billing demand shall be determined to the nearest 1 /10 KW.
D. Where the demand is intermittent or subjected to violent
fluctuations, the maximum demand may be based on a lesser
interval.
F. A maximum demand meter will be installed when, in the opinion
of the Utilities Department, the customer's load and use
characteristics indicate that the maximum demand may exceed
20 KW or when the customer's use exceeds 3,000 KWH per month.
Where the City installs the standard transformer capacity
requested by a customer to serve separately an X -ray instal-
lation, the customer charge will be increased by $0.95 per
kva of transformer capacity requested.
G. No adjustment will be made for any temporary reduction in
load. Any customer who resumes service within twelve months
must pay all charges that would have been billed had servide
been continuous.
E. Fuel Cost Adjustment:
The rates above are subject to adjustment as provided for in
Schedule FCA. The applicable fuel cost adjustment billing
factor set forth therein will be applied to all kwhr.billed
under this schedule.

subjected to violent fluctuations, the maximum demand may be
based on a shorter interval.

D. Where a medical X -ray installation is served from transformer
capacity required to serve other load, the rated capacity of the
X -ray installation will be 3 hp. Where the utility installs the
transformer capacity requested by a customer to serve separately

kilovolt ampere of such transformer capacity will be considered
equal to one horsepower.

A. The rate applies to service rendered at 240 or 480 volts at the
option of the consumer. 746 watts shall be equivalent to 1 HP.
B. The agricultural year upon which this rate is based shall consi
of twelve consecutive months, the start of the first month bein
the first regular meter reading taken during the month of May an
the end of the last month being the last regular meter reading
taken during the month of April of the succeeding year.
C. The service charge is payable in six monthly installments during
the months of May to October inclusive. Consumers, whose normal
use of energy does not occur within the period May through
October, may elect, if satisfactory to the City of Anaheim,
another six months within which to pay the service charge,
provided such period shall not begin later than the month of
October. The energy charge is payable monthly as energy is used.

A. Standard Equipment Furnished. Mast arm construction will be
furnished. Enclosed luminaries will be furnished for lamps
of 2500 lumens, or larger. Such standard lighting equipment
will be attached to wood poles.
B. Other Than Standard Equipment. Where the customer requests
the installation of other than the standard equipment and
such requested equipment is acceptable to the City, the City
will install the requested equipment provided the customer
agrees to advance the estimated difference in cost installed
between such equipment and standard equipment. Advances
made for this purpose will not be refunded. Facilities

remain the sole property of the City.

A. Area lighting service will be furnished from dusk to dawn,
approximately 4,140 hours per year, by utility owned
luminaires supplied from the utility's existing 120/240
volt overhead circuits and mounted on existing utility
owned wood poles as standard equipment. Where the service
requested requires the installation of additional new wood
poles, not more than one new wood pole will be installed
for each luminaire in the installation.
Where the customer requests the installation of other than
the standard equipment furnished by the utility and such
requested equipment is acceptable to the utility, the
utility will install the requested equipment provided the
customer agrees to advance the estimated difference in cost
installed between such equipment and standard equipment.
Advances. made for this purpose will not be refunded.

meter. The connected load on any service
connection shall not be greater than twice

'b. Service may be supplied at 277/480 volts four
wire wye- connected where the City maintains
120/208 volt or 240 volt secondary polyphase
mains, provided: (1) written application is made
for such service by the customer; (2) the
customer's load is of such size as to require an
individual transformer installation of not less
than 150 KVA of transformer capacity, based on
load diversity as determined by the City's
Electrical Di(rision; and (3) the customer provides
space acceptable to the City on his premises to
accommodate the installation of the City'.s
facilities.
c. Service may be supplied at 120/2.40 volts four
wire delta connected where the City does not main-
tain four -wire secondary polyphase mains, provided:
(1) "the installation includes at least one three
phase motor rated 3 HP or more or a minimum of
7 -1/2 HP (30) connected; (2) the unbalance between
phases is less than 100 kw; (3) the customer
provides space acceptable to the City on his
Premises to accommodate the installation of the
City's facilities; and (4) maximum main switch
capacity is 400 amps.
d. The maximum demand allowances for combined single
phase and three -phase are as set forth in B -3 above.
e. The minimum demand load for a three -phase pad-
mounted transformer is 45 KVA for 120 /208 volt
service and. 150 KVA for 277/208 volt service.
5. At .the option of the City, the above voltage and phase
specifications may be modi.fied because of service
conditions at the location involved.
C. MOTOR PROTECTION AND EQUIPMENT
Customer's motor equipment must conform with the following
requirements.

D. ALLOWABLE MOTOR STARTING CURRENTS
1. The starting current drawn from the Utility's lines
shall'be considered the nameplate locked rotor current
or that guaranteed'by the manufacturer.
At its option the Utility may determine the starting
current by test, using a.stop ammeter with not more
than 15% overswing or an oscillograph, disregarding the
value shown for the first 10 cycles subsequent to
.energizing the motor.
If the starting current for a single motor exceeds the
value stated in the following tables, reduced voltage
starting or other suitable means must be employed, at
the customer's expense, to limit the current to the
value specified, except where specific exemptions are
provided in Sections D.2,3 and 4.

BE IT FURTHER RESOLVED that the Rates, Rules and
Regulations adopted by this resolution, except Schedule No. PA
Power Agricultural (Rate 24); Schedule No. LS -1 Lighting Street
and Highway, City -owned System (Rate 26); Schedule No. LS -2
Lighting Street and Highway, Customer -owned Installation (Rate 25);
and Schedule No. LO Lighting Outdoor Area City -owned System
(Rate 27) shall go into effect May 15, 1975.
BE IT FURTHER RESOLVED that Schedule Nos. PA, LS -1, LS -2
and LO, as adopted by this resolution, shall go into effect on all
bills rendered to consumers reflecting consumption for any com-
plete billing period commencing on or after May 15, 1975.
