1975-243RESOLUTION NO. 75R- 243 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDING RATES, RULES AND REGULA- TIONS FOR THE SALE AND DISTRIBUTION OF ELEC- TRIC ENERGY AS ADOPTED BY RESOLUTION NO. 71R -478 AND AMENDED BY RESOLUTIONS NOS. 73R -25, 73R -373, 73R -531 and. 74R -75. WHEREAS, the City of Anaheim does distribute electric energy to certain customers who live in Anaheim; and WHEREAS, Rule No. 2 of the Electric Rates, Rules and Regulations provides regulations related to description of service; and WHEREAS, it has been determined by the Utilities De- partment that a revision of said Rule No. 2 would alleviate ad- ministrative and application problems involving customers being supplied 120/240 volt, four -wire service and would also clarify the minimum transformer rating for 120/208 volt and 277/480 volt services; and WHEREAS, the proposed amendments to said Rule No. 2 will improve customer relations in providing electrical service; and WHEREAS, all electric energy distributed by the City of Anaheim is purchased from the Southern California Edison Company; and WHEREAS, it has been and continues to be the policy of the City Council of the City of Anaheim that Anaheim's retail rates be less than comparable retail rates charged by Southern California Edison Company in neighboring communities; and WHEREAS, the City Council has determined that the rate schedules for the City of Anaheim should be at least five percent (5 below Southern California Edison Company's rate area number 3.5 retail rate schedules except for the lowest cost energy blocl of rate schedules GS -1B, GS -2, and PA; and WHEREAS, the reason for the above exception is to avoid selling electric energy at a lower price to the City's customers than the City pays for that energy including losses to Southern California Edison Company at the wholesale price. APPLICABILITY SCHEDULE FCA FUEL COST ADJUSTMENT Page No. 2.0.2 Applicable to all areas served by the Utility and to all kwhr billed under all rate schedules as defined under the special conditions of the rate schedules. PURPOSE To provide for the adjustment of the Utility's electric rate schedule energy charges whenever a fuel cost adjust- ment has been applied to or is pending application to the City's wholesale rate. The billing demand in any month shall be the average kilo- watt input indicated or recorded by instruments to be supplied, owned and maintained by the City and at the City's expense upon the consumer's premises adjacent to the watt hour meter, in the 15 minute interval in which the consump- tion of electric energy is greater than in any other 15 minute interval in the month, but not less than either (1) 50% of the contracted for or connected load, or (2) 50% of the highest billing demand in the preceding eleven months, whichever is the greater. Where the demand is intermittent or subjected to violent fluctuations, the maximum demand may be based on a lesser interval. F. A maximum demand meter will be installed when, in the opinion of the Utilities Department, the customer's load and use characteristics indicate that the maximum demand may exceed 20 KW or when the customer's use exceeds 3,000 KWH per month. Where the City installs the standard transformer capacity requested by a customer to serve separately an X -ray instal- lation, the customer charge will be increased by $0.95 per kva of transformer capacity requested. G. No adjustment will be made for any temporary reduction in load. Any customer who resumes service within twelve months must pay all charges that would have been billed had servide been continuous. E. Fuel Cost Adjustment: The rates above are subject to adjustment as provided for in Schedule FCA. Service may be supplied at 277/480 volts four wire wye- connected where the City maintains 120/208 volt or 240 volt secondary polyphase mains, provided: (1) written application is made for such service by the customer; (2) the customer's load is of such size as to require an individual transformer installation of not less than 150 KVA of transformer capacity, based on load diversity as determined by the City's Electrical Di(rision; and (3) the customer provides space acceptable to the City on his premises to accommodate the installation of the City'.s facilities. c. Service may be supplied at 120/2.40 volts four wire delta connected where the City does not main- tain four -wire secondary polyphase mains, provided: (1) "the installation includes at least one three phase motor rated 3 HP or more or a minimum of 7 -1/2 HP (30) connected; (2) the unbalance between phases is less than 100 kw; (3) the customer provides space acceptable to the City on his Premises to accommodate the installation of the City's facilities; and (4) maximum main switch capacity is 400 amps. d. The maximum demand allowances for combined single phase and three -phase are as set forth in B -3 above. e. The minimum demand load for a three -phase pad- mounted transformer is 45 KVA for 120 /208 volt service and. 150 KVA for 277/208 volt service. 5. At .the option of the City, the above voltage and phase specifications may be modi.fied because of service conditions at the location involved. C. If the starting current for a single motor exceeds the value stated in the following tables, reduced voltage starting or other suitable means must be employed, at the customer's expense, to limit the current to the value specified, except where specific exemptions are provided in Sections D.2,3 and 4.
