A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM ESTABLISHING A GOLF COURSE
ADVISORY COMMISSION FOR THE CITY OF ANAHEIM.
WHEREAS, the City Council is considering the
alternatives of entering into a Management Contract with a
private firm to manage and operate the Anaheim Municipal
Golf Course and the Anaheim Hills Golf Course, or
continuing to operate the Courses with City employees; and
WHEREAS, the City Council desires to receive
imput from the public on the advantages and disadvantages
of such alternatives; and
WHEREAS, the City Council also desires to receive
imput from the public on whether or not the Golf Courses
should be administered by a department other than the Parks,
Recreation and the Arts Department; and
WHEREAS, the City Council believes that such
public imput may be most efficiently obtained by creation of
an Advisory Golf Course Commission.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that an Advisory Golf Course Commission
is hereby created and established as follows:
1. There shall be a Golf Course Commission consisting
of nine members which shall have the power and
duty to:
(a) Make recommendations to the City Council for
the operation and conduct of City Golf
Courses.
(b) Study and develop data, and make recommendations
to the City Council as to whether the City
should enter into a contract for the manage-
ment and operation of City Golf Courses with
a private entity.
(c) Recommend to the City Council whether the
Golf Courses should be administered by the
Parks, Recreation and the Arts Department or
some other department.
(d) Recommend to the City Council the duties and
qualifications of the officers and employees
responsible for managing and operating City
Golf Courses.
(e) Consider the annual budget for the City Golf
Courses during the process of its preparation,
and make recommendations with respect thereto
to the City Council and the City Manager.

(f) Exercise such other functions assigned
specifically by the City Council.
2. The members of the Golf Course Commission shall be
appointed by the City Council from the qualified electors of
the City, none of whom shall hold any paid office or employ
ment in the City Government. They shall be subject to
removal by motion of the City Council adopted by the affirma-
tive votes of a majority of the total membership thereof. The
Commission shall continue, on a temporary basis, until such
time as the City Council determines whether to make the
Commission a permanent Advisory Board to the City Council.
3. All meetings of the Golf Course Commission shall be
open to the public and all persons shall be permitted to
attend such meetings, except that the provisions of this
sentence shall not apply to executive sessions to consider the
appointment, employment, discipline or dismissal of a public
officer or employee, or to hear complaints or charges against
any such officer or employee.
4. In the event the Golf Course Commission needs
secretarial assistance, the City Manager shall designate a
secretary for the Commission who shall keep a record of its
proceedings and transactions. The Golf Course Commission may
prescribe its own rules and regulations, which shall be
consistent with the Charter of the City of Anaheim and shall
be subject to the approval of the City Council. Copies of
such rules shall be kept on file in the office of the City
Clerk where they shall be available for public inspection.
THE FOREGOING RESOLUTION is approved and signed by
