A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM ADOPTING EMPLOYMENT BENEFITS FOR GRANT
FUNDED WORK EXPERIENCE PROGRAM EMPLOYEES
WHEREAS, the need exists to establish employment benefits for
grant funded work experience employees that are different from employ-
ment benefits provided other employees in the classified service due to
the unique temporary work experience relationship that exists, and
WHEREAS, the establishment of these employment benefits will
facilitate the goal of creating jobs and employment opportunities funded
by such programs, and
WHEREAS, the City Council of the City of Anaheim does find that
the adopting of such employment benefits is in the best interests of the
City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Anaheim that the following employment benefits be, and hereby are,
adopted and established for grant funded work experience program employees:
Section 1.0 HOLIDAYS Employees assigned to City of Anaheim
work units shall observe the holiday schedule in accordance
with the provisions of PERSONNEL RULE 15 HOLIDAYS. Employees
assigned to other public agencies or qualified private non-
profit agencies shall observe the holiday schedule of that
agency. An employees pay shall not be adjusted solely because
of holiday variance from one assignment to another.
Section 2.0 VACATION Employees shall accrue vacation with
pay in accordance with the provisions of PERSONNEL RULE 16
VACATION. All vacations shall be scheduled and taken in
accordance with the best interests of the City of Anaheim and
the work unit, public agency or qualified private non- profit
agency to which the employee is assigned.
Section 3.0 SICK LEAVE Employees shall accrue sick leave
with pay in accordance with the provisions of PERSONNEL RULE
17 SICK LEAVE. Employees assigned to City of Anaheim work
units shall be granted such leave in accordance with the
provisions of PERSONNEL RULE 17 SICK LEAVE. Employees assigned
to other public agencies or qualified private non profit agencies
shall be granted such leave in accordance with present provisions
observed by that agency.
Section 4.0 WORKER'S COMPENSATION INSURANCE Employees shall
be provided all benefits prescribed by state law. The provisions
of PERSONNEL RULE 18 INDUSTRIAL ACCIDENT LEAVE shall not apply
to grant funded work experience employees
Section 5.0 RETIREMENT Employees shall receive retirement
benefits in accordance with the provisions of the contract
between the City of Anaheim and the Public Employees' Retirement
System.
Section 6.0 HOSPITALIZATION AND MAJOR MEDICAL INSURANCE Employees
shall receive health insurance benefits in accordance with the
provisions of PERSONNEL RULE 23 PERQUISITES.
Section 7.0 DENTAL INSURANCE Employees shall receive dental
insurance benefits in accordance with the provisions of
existing plans available to employees in the classified
service.
Section 8.0 DISABILITY INSURANCE The provisions of group
short term and long term disability insurance plans shall not
apply to grant funded work experience employees.
Section 9.0 LIFE INSURANCE Employees shall receive group
life insurance coverage with a policy value based upon a
maximum employer premium cost of $1.59 per month.
Section 10.0 MISCELLANEOUS PAID LEAVE Employees assigned
to City of Anaheim work units shall observe the paid leave
policies of the City in accordance with the provisions of
PERSONNEL RULE 19 BEREAVEMENT LEAVE, PERSONNEL RULE 20
MILITARY LEAVE, and PERSONNEL RULE 21 JURY DUTY. Employees
assigned to other public agencies or qualified private non-
profit agencies shall observe the paid leave policies of
that agency. An employee's pay shall not be adjusted solely
because of paid leave variance from one assignment to another.
BE IT FURTHER RESOLVED that the effective date of this resolution
shall be January 13, 1975.
