1976-377RESOLUTION NO. 76R- 377 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDING RATES, RULES AND REGULATIONS FOR THE SALE AND DISTRIBUTION OF ELECTRIC ENERGY AS ADOPTED BY RESOLUTION NO. 71R-478 AND AMENDED BY RESOLUTIONS NOS. 73R-25., 738-343, 73R-531, 74R-75, 74R-630, 758-243, 75R-344, 75R-345 AND 76R-41. WHEREAS, the City of Anaheim does distribute electric energy to certain customers in Anaheim; and WHEREAS, the City Council has established electric rate schedules for various customer classes in the City of Anaheim; and WHEREAS, the electric rate schedule applicable to agricultural and general water or sewage pumping -- Power - Agricultural (PA) -- is an annual schedule designed for an f'agricultural year" starting in May of each year; and WHEREAS, the City Council has determined that the PA rate schedule should be changed from an annual to a monthly schedule to alleviate certain administrative and billing problems and to make the rate schedule more understandable to customers; and WHEREAS, the PA rate schedule, when changed from an annual to a monthly schedule, will continue to be at least five percent below Southern California Edison Company's Rate Area Number 3.5 comparable retail rate schedule in conformance with existing Council policy; and WHEREAS, the lowest cost energy block of rate schedules GS -1B, GS -2 and PA has been less than five percent (51) below Southern California Edison Company's comparable energy blocks to avoid selling electric energy at a lower price to the City's customers than the City pays for that energy at the wholesale rate including system losses; and WHEREAS, the City can now set the lowest cost energy block of rate schedules GS -1B, GS -2 and PA five percent (5%) below Southern California Edison Company's comparable energy blocks without selling electric energy at a lower price than the City pays for that energy; and WHEREAS, the City has for many years provided repair service for certain residential and commercial electric equipment at no labor cost to the owner of that equipment; and 1,11HEREAS, the City Council has determined that a labor charge should be made for the repair of such electric equipment. However, in no case shall the billing demand be less than 200 KW. Billing demand shall be determined to the nearest KW. Whenever the measured maximum demand has exceeded 400 KW for three consecutive months and thereafter until.it has fa * lle�n below 300 KW for 12 consecutive months,*a 30 minute interval be used. Whenever, upon test, any equipment is found to be delivering more than 125% of its capacity as indicated by its nameplate rating, the City may disregard the nameplate rating and base its charges upon the actual output as calculated from the test. C. Where the use of energy is seasonal or intermittent, no adjustment will be made for any temporary reduction of connected load. Any customer resuming service on such connected load within 12 months after it was disconnected, will be required to pay all charges which would have been billed if the temporary s reduction of connected load had not been made. D. Fuel Cost Adjustment: The rates above are subject to adjustment as provided for in Schedule FCA. The applicable fuel cost adjustment billing factor set forth therein will be applied to all kwhr billed ander this schedule. SCOPE OF APPLIANCE REPAIR 1. The Utility will repair certain electric appliances. Repairs fi will be restricted to the following appliances: 3 a. Residential electric primary space heaters. Not applicable to portableequipment, b. Residential electric ranges and ovens. c. Residential and commercial electric water heaters. Applicable only to electric water heaters used to provide water for domestic use. a d. Commercial electric cooking_ equipment. Applicable only to equipment with a rating of 3000 or more watts. B. AFTER-HOURS OR WEEKEND APPLIANCE REPAIRS a 1. A customer may request that appliance repairs be performed by the Utility after hours or on weekends. If such over- time work is approved and performed by the Utility, the appropriate labor charge from paragraph B.l above shall be adjusted according to the overtime provisions of the City of Anaheim Personnel Rules and the Memorandum of Understanding between the City of Anaheim and Local Union No., 47, I.B.E.W. and any other applicable overtime rules as may exist in the City of Anaheim. The customer shall pay the adjusted labor charge for after-hours or weekend appliance repairs. 2. The parts charge for after-hours or weekend repairs shall be the charge as defined in paragraph B.1 above if the parts are in stock or available from the Utility's regular supplier. If the parts are obtained by the Utility from a non. -regular supplier, the parts charge shall be list pride plus a 1- per cent.handling charge. A regular supplier is defined as a vendor who has agreed to stock and supply certain parts to the Utility at a fixed price. D. CUSTOMER AUTHORIZATION TO REPAIR APPLIANCE 1. The Utility shall not repair an appliance during regular or after-hours or weekends until the customer has signed a'work authorization farm. E. SEPARATE REPAIRCALLS FOR A SERVICE REQUEST 1. When more than one repair call is required to complete a j service request on an individual appliance, each repair call may be charged as a separate service call. F. RENDERING AND PAYMENT OF BILL FOR APPLIANCE REPAIR a 1. Bills for appliance repairs will be rendered by the Utility upon completion of the repair. Bills rendered will be considered past due if not paid within 15 days after date of presentation.
