A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM IN SUPPORT OF THE ROUTE
57 EXTENSION USING THE SANTA ANA RIVER
FLOOD CONTROL CHANNEL.
WHEREAS, Interstate 5 and State Routes 57 and 55, which
together comprise the major north-south corridor within Orange
County, are congested during increasingly long peak periods which
lead to increased air pollution, increased use of fossil fuels and
a diminution of the general welfare and economic productivity of
Orange County residents who must travel on these gridlocked
freeways; and
WHEREAS, The Perot Group Consortium "Perot" has been
qualified by Caltrans to do so, and will propose as one of the
four permitted development projects in California to design,
finance and construct the long planned and hoped for extension of
State Route 57 from the Amtrak station and Anaheim Stadium near
the juncture of State Routes 22, 57 and I-5 to 1-405, with
connections to State Route 73, the San Joaquin Hills
Transportation Corridor and the newly expanded John Wayne Airport
and IBC Monorail; and
WHEREAS, this extension will be constructed as an
elevated 4-lane car only expressway with reservation of
right-of-way for future transit, centered in the middle of the
existing 300 to 600 foot wide right-of-way of the Santa Ana River
Flood Control Channel, with preservation and enhancement of the
environmental and recreational benefits of its riding, hiking and
bicycle trails and linear park features on both sides; and
WHEREAS, the project is consistent with the mobility
goals, objectives and specific actions identified in the 1989
Regional Mobility Plan ("RMP") prepared by the Southern California
Association of Governments; and
WHEREAS, the project would compliment the RMP's
Transportation Demand Management ("TDM") element, which calls for
increased user charges as a method of reducing peak hour
congestion; and
WHEREAS, the project will best serve the community
interests represented by the City by locating the expressway above
the middle of the channel at maximum distances from adjacent
development and by utilizing state of the art sound attenuation
walls which will provide for: (1) the preservation and enhancement
of existing recreational resources adjacent to the project,
including hiking, bicycle and equestrian trails and sports fields;
(2) reduction of noise and visual impacts on adjacent land uses;
and (3) improvement of channel landscaping, with enhanced
aesthetics; and
WHEREAS, the project would relieve congestion on existing
facilities and provide a free flowing alternative facility,
thereby advancing air quality goals by reducing fuel burning
"start-and-stop" traffic on existing routes, and is consistent
with the regional Air Quality Management Plan; and
WHEREAS, the project's use of variable toll pricing would
regulate traffic levels, and therefore minimize peak hour
congestion, while providing financial incentives for increasing
vehicle occupancy; and
WHEREAS, the project would be financed from sources of
revenue other than the traditional federal and state public
funding, which would therefore not affect availability of any
funds programmed for other needed transportation improvements; and
WHEREAS, the project would utilize existing public
right-of-way and not remove any additional property from the tax
rolls and thereby reduce critically needed revenues of local
governments; and
WHEREAS, the project is being closely coordinated with
the U.S. Army Corps of Engineers Santa Ana River Improvement
Project so as not to adversely affect the hydraulics, schedule,
cost, or maintenance of the Corps' project.
NOW, THEREFORE, BE IT RESOVED that the City Council of
the City of Anaheim supports the concept of the described State
Route 57 Extension project, and agrees to work cooperatively in
good faith with all parties involved to ensure the project is
provided in a proper and timely manner.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 24th day of July, 1990.
