AGENDA ACTION TAKEN
1. CALL TO ORDER: Chair Clark called the meeting to order at 6:04 p.m.
2. PLEDGE OF ALLEGIANCE: Commissioner Sigala led the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: None.
4. SCHEDULED COMMUNICATION: Sjany Larson -Cash introduced Senior Administrative Analyst, Brandon
Harper, and his role in preparing the FY 2026/2027 Proposed Budget Summary. She then provided an overview
of the Garden Grove hazmat incident that occurred the previous weekend, outlining its impact on Anaheim
residents and detailing the Community Services Department's role in establishing and managing a care and
reception shelter for affected community members at Savanna High School.
5. APPROVAL OF THE MINUTES: Chair Clark presented the April 22, 2026 Minutes for changes or corrections.
Commissioner Sigala made a motion to accept the Minutes, seconded by Commissioner Couture. The motion
was not passed with three votes in favor and two abstentions; the April 22, 2026 Minutes will be agendized for
approval at the June 24, 2026 meeting.
6. REPORTS:
a) Park Ranger Report — April: Anaheim Sporn presented the report and noted that the positive activity
highlight for April was baseball players observed in City parks. She reported that patrols were fewer than in
previous months due to reduced staffing and unfilled shifts, while an increase in patrons and public contacts
was attributed to the start of the spring sports season and local school breaks. She also noted an increase in
"Syringe/Other" observations, adding that Rangers continue to partner with APD to report sightings and will
receive ongoing training for these incidents. Lastly, she provided an update on a -bike observations, which
remain popular among youth; Rangers continue to remain vigilant in advising patrons of park rules.
Questions were answered regarding protocol for patrons who find drug paraphernalia and E-bike education
efforts.
a) Parks Activity Report — March/April: JJ Jimenez presented the report, highlighting ongoing efforts to repair
and maintain play area equipment in multiple sectors as park use has increased in the spring season. He
also noted recent enhancements at La Entrada Field, where City employees hold a weekly soccer practice.

He further reported on beautification efforts at Olive Hills Dog Park, the success of the TreePower program's
Spring Promotion, and the Facility Scheduling section's coordination of several Easter events in March.
Commissioner Clark thanked staff for the improvements of the Little People's Park turf. Commissioner Sigala
thanked staff for the completion of the Chaparral Park basketball court resurfacing project.
Questions were answered regarding recent theft at Juarez Park.
b) Parks Capital Project Progress Report: JJ Jimenez presented the report, beginning with an update on the
Boysen Skate Park project, noting that bids were received and a contract will be awarded on June 9. He then
informed the Commission of the resurfacing project recently completed at Circle Park, as well as several
beautification projects completed by non-profit volunteer partners. He reported that the River Park project
continues to move forward, with bid acceptance beginning May 28, and reminded the Commission that the
project is fully grant -funded, though staff are hopeful it will remain within the allocated budget.
Questions were answered regarding River Park completion timeline and funding, rubberized surfacing in play
areas, and the Brookhurst Splash pad completion date.
7. NEW BUSINESS:
a) FY 2026/2027 Proposed Budget Summary: Sjany Larson -Cash presented an overview of the core services
of the Community Service Department, and the proposed budget for FY 2026/2027.
Questions were answered regarding Fiscal Year dates, allocations for objects 8104 and 7815, older adult
programming, the effect of recently increased Park -in -Lieu fees on the FY26/27 budget, and public
information in relation to legal fees.
Chair Clark made a motion to support the FY 2026/2027 Proposed Budget, seconded by Commissioner
Couture. The motion was approved with five votes in favor.
8. INFORMATIONAL ITEMS: Anaheim Sporn provided the 2026 Summer Activity Guide to the Commission and
highlighted the annual 4th of July event at Peralta Canyon Park.
Commissioner Couture highlighted the Anaheim Historical Society's banquet at Mama Cozza's on June 25.
Chair Clark commented on the success and positive feedback from residents of the West Anaheim
Organization's event at Maxwell Park on April 25.
Commissioner Cook highlighted the award of the Mitchell Cook scholarship on May 26.
