RESOLUTION NO. 76R- 628
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROVING THE TERMS AND CONDITIONS
OF A JOINT FUNDING AGREE14ENT WITH THE ORANGE
COUNTY FLOOD CONTROL DISTRICT AND THE ORA14GE
COUNTY HARBORS, BEACHES AND PARES DISTRICT,
ORANGE COUNTY WATER DISTRICT AND THE COUNTY
OF ORANGE IN CONNECTION WITH A STUDY OF BURRIS
SAND PIT AND FIVE COVE PROJECT AREA AND AUTH-
ORIZING THE MA.Y0R AND CITY CLERK TO EXECUTE
SAID AGREEMENT ON BEHALF OF THE CI'T'Y OF ANAHEIM.
WHEREAS, the Burris Sand Pit and Five Coves area project
is an area of mutual interest to the City of Anaheim (City), the
Orange County Flood Control District (OCFCD), the Orange County
Harbors, Beaches and Parks District (HBPD), the Orange County Water
District (OCWD), and the County of Orange (County), and a joint
planning and feasibility study effort is desirable and of mutual
benefit; and
WHEREAS, City, OCFCD, HBPD, OCWD and County did enter
into an agreement, dated August 22, 1972, for the development and
operation of the area known as Five Coves; and
WHEREAS, said August 22, 1972, agreement is no longer
implementable; and
WHEREAS, HBPD has developed and operates several regional
parks and beaches and desires to participate in the planning of the
Burris Sand Pit and Five Coves area project as a portion of its Old
Santa Ana Regional Park project area; and
WHEREAS, OCWD owns the Five Coves and Burris Sand Pit
properties and is authorized by its principal act to cooperate with
other public agencies for the recreational use of its lands, faci-
lities and works, provided that such use does not interfere with
OCWD"s replenishment and managing of ground water supplies avail-
able to the lands within its boundaries, and OCWD has determined
that the recreational use of said land will not be inconsistent
with said activities; and
WHEREAS, City owns certain real property within the pro-
ject area and may allow use of its land by others and has also had
considerable experience in the design of recreational facilities;
and
WHEREAS, City, OCFCD, HBPD, OCWD and County are desirous
to cooperate and participate in the development of the Burris Sand
Pit and Five Coves area project for use as a recreational site con-
taining trails, paths, picnic area, lake(s), and other related rec-
reational facilities; and
WHEREAS, an agreement has been prepared, the terms and
conditions of which are satisfactory to the City Council of the
City of Anaheim.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Anaheim that the terms of that certain joint funding agree-
ment with the Orange County Flood Control District, the Orange
County Harbors, Beaches and Parks District, the Orange County Water
District, and the County of Orange in connection with the study of
Burris Sand Pit and Five Cove project area as to the feasibility of
development into a recreational facility be, and the same are hereby,
approved.
BE IT FURTHER RESOLVED that the Mayor and City Clerk
are authorized to execute said agreement in behalf of the City of
Anaheim.
THE FOREGOING RESOLUTION is approved and signed by me
this 12th day of October 1976.
