A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROVING AND AUTHORIZING THE CITY
MANAGER TO EXECUTE APPLICATIONS ON BEHALF OF
THE CITY PURSUANT TO THE LOCAL PUBLIC WORKS
EMPLOYMENT ACT OF 1976 FOR SUBMITTAL TO THE
OFFICE OF ECONOMIC DEVELOPMENT ADMINISTRATION.
WHEREAS, Title I of the Public Works Employment
Act of 1976, entitled the Local Public Works Capital
Development and Investment Act of 1976, authorizes grants
to local governments for local public works projects; and
WHEREAS, the Economic Development Administration
is responsible for the administration and implementation
of the program authorized by the Local Public Works Capital
Development and Investment Act, and has set up rules and
procedures governing application by local agencies under
the program; and
WHEREAS, the Economic Development Administration
objectives for implementing the program authorized by the
Act include the funding of projects that advance local
plans and provide long-term benefits such as needed
community facilities; and
WHEREAS, the Economic Development Administration
objectives for implementing the program authorized by the
Act include the funding of projects which maximize employ-
ment opportunities for unemployed residents of the project
area; and
WHEREAS, the Economic Development Administration
application procedure requires assurances that (1) on-site
labor can begin within 90 days of project approval;
(2) that plans, specifications and estimates are complete
enough to insure meeting the 90 -day requirement; (3) that
no person has been discriminated against or will be denied
the benefit of the project on the grounds of sex, national
origin, color or race; (4) that the application has been
submitted to the appropriate A-95 clearinghouse; (5) that
projects should advance long-range plans and relate to
existing local and regional development plans; and (6) that
that required environmental information will be submitted;
and
WHEREAS, the City of Anaheim projects that are
consistent with the requirements of the Economic Development
Administration for funding under the Local Public Works
Capital Development and Investment Act of 1976 include
(1) Civic Center Phase I; (2) Civic Center Phase II;
(3) Civic Center Phase I and II and Parking and Plaza;
(4) Gaymont Drive Storm Drain; (5) Barrier Free Anaheim;
(6) Alley Reconstruction Projects; (7) Lincoln Avenue
Landscaping; (8) Modjeska Park Community Building; and
(9) Lincoln Avenue Community Services Center; and

WHEREAS, the City Council finds that it would
be in the best interests of the City to file applications
with the Economic Development Administration for funding
of the above-mentioned projects under the Local Public
Works Capital Development and Investment Act of 1976.
NOW, THEREFORE, BE IT RESOLVED that the City
Council of the City of Anaheim does hereby approve the
filing of applications with the Economic Development
Administration for funding of the above-mentioned projects
under the Local Public Works Capital Development and
Investment Act of 1976.
BE IT FURTHER RESOLVED that the City Council
certifies that the City understands the application
assurances hereinabove stated and certifies that it will
comply with the Economic Development Administration's
regulations, policies, guidelines and requirements as they
relate to said applications for funding under the Local
Public Works Capital Development and Investment Act of
1976.
BE IT FURTHER RESOLVED that the City Manager of
the City of Anaheim be, and he is hereby authorized to
execute and submit all documents including but not
limited to applications to the Economic Development
Administration for funding of the aforementioned projects
under the Local Public [forks Capital Development and
Investment Act of 1976.
THE FOREGOING RESOLUTION is approved and signed
