CALL TO ORDER Vice Chair Tina Riley called the ATID Advisory Board meeting to order at 2:00 p.m. on Thursday, April 16, 2026. II. ROLL CALL Vice Chair Tina Riley called roll. Board Members present: Tom Morton, Brittney Malenofski, Tina Riley, Ruby Barrameda, and Mike Waterman. Board Members absent: Rhanda Richardson and Debbie Moreno. A quorum was present with five members in attendance and two members absent. III. PUBLIC COMMENT Vice Chair Tina Riley opened the public comment period. No speakers present. There being no speakers present, Vice Chair Tina Riley closed the public comment period. IV. APPROVAL OF MINUTES FOR FEBRUARY 26. 2026 Vice Chair Tina Riley asked for a motion to approve the minutes for the February 26, 2026 meeting. Board Member Tom Morton offered a motion to approve the minutes for the February 26, 2026 meeting, seconded by Board Member Waterman AND MOTION CARRIED (Vote: 5-0; All In Favor) that the ATID Advisory Board does hereby approve the minutes of the February 26, 2026 meeting. V. DISCUSSION ON CITY COUNCIL'S CONSIDERATION AND ACTION ON THE FY 2024-2025 ATID ANNUAL REPORTS Vice Chair Tina Riley opened discussion on the City Council's consideration and action on the FY 2024-2025 ATID Annual Reports. Patrick Mann, City Administration, reported that the City Council approved both reports and that the Council's appreciation for Visit Anaheim's annual report was noted, consistent with the discussion at the prior ATID Advisory Board meeting. No action was taken. VI. BOARD COMMENTS Patrick Mann, City Administration, reported that Board Chair Rhanda Richardson will be resigning from the ATID Advisory Board. Mr. Mann stated that staff will coordinate with the City Clerk's Office and Visit Anaheim to follow the procedure outlined in the ATID Advisory Board bylaws and the Boards and Commissions Handbook for filling the hotel representative vacancy. Per the bylaws, the replacement hotel representative will be recommended by Visit Anaheim and approved by the City Council before assuming office as an advisory board member. Board Member Ruby Barrameda requested an update on the housing component of the ATID. Board Member Mike Waterman provided an update on the housing component. Mr. Waterman reported that, consistent with the agreement, Visit Anaheim's head of government affairs, Pepe Avila, and his team invited members of the hotel community to volunteer to serve on the housing assistance program committee. Visit Anaheim received approximately fifteen requests, which staff narrowed to three. All three appointees have accepted: Paul Sanford, Wincome Hospitality; Bill O'Connell, O'Connell Hotels & Resorts; and Greg Eisenman [Tropicana & Camelot Inn]. The committee has met once and has begun developing its program offerings. Suggested offerings include a housing assistance program, a first-time homebuyer program, and a form of emergency assistance. The committee will conduct research and outreach to the hotel community to determine the appropriate offerings, the application process, the approval process, and qualification criteria, including whether a lottery system will be used. Mr. Waterman anticipated the committee will return with a recommendation within approximately 60 to 90 days. In response to a question from Board Member Barrameda regarding committee composition, Mr. Waterman clarified that the committee will consist of five total members: the three hotel representatives recommended by Visit Anaheim, one Disney representative, and one City representative, anticipated to be from the City's housing programs staff.
