A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM URGING THE BOARD OF ENGINEERS OF
RIVERS AND HARBORS, THE CORPS OF ENGINEERS,
THE OFFICE OF MANAGEMENT AND BUDGET AND THE
CONGRESS OF THE UNITED STATES TO STRONGLY
ENDORSE AND EXPEDITE THE AUTHORIZATION OF
THE "ALL -RIVER PLAN."
WHEREAS, the Santa Ana River and the flood threat it
poses to the residents of the County of Orange have long been of
concern to the elected bodies within the County of Orange; and
WHEREAS, Congress was petitioned in 1962 by the Boards
of Supervisors of the Counties of Orange, Riverside and San Ber-
nardino to determine the true status of the flood threat to those
Counties from the Santa Ana River; and
WHEREAS, the Corps of Engineers was authorized by
Congress in 1964 to determine the depth of the problem and recom-
mend a solution; and
WHEREAS, eleven years were consumed in making this study
and settling upon a solution; and
WHEREAS, a large part of that time was consumed in set-
tling upon an alternative acceptable to all parties; and
WHEREAS, the "All -River Plan" recommended by the District
Engineer of the Corps of Engineers does meet and is the only alter-
native acceptable to all parties; and
WHEREAS, anv attempt to implement any other of the alter-
natives studied can and will result only in additional costs and
delays; and
WHEREAS, more than one million people in the County of
Orange are faced with the possibility of flood costs exceeding
three billion dollars and an unknown number of lives lost.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Anaheim that the Board of Engineers of Rivers acid Harbors,_
the Corps of Engineers, the Office of fi'anagement and Budget and the
Congress of the United States are urged to strongly endorse and ex-
pedite the authorization of the "All -River Plan" recomaien.d.ed by the
Corps of Engineers and to take all necessary steps toward the rapid
construction of the protective measures designed therein.
THE FOREGOING RESOLUTION is approved and signed by me
this 13th day of July, 1976.
