A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM AMENDING THE RATES, RULES AND
REGULATIONS FOR THE SALE AND DISTRIBUTION OF
ELECTRIC ENERGY AS ADOPTED BY CITY COUNCIL
RESOLUTION NO. 71R -478 AND AMENDED BY CITY
COUNCIL RESOLUTIONS NOS. 73R -25, 73R -373,
73R -531, 74R -75, 74R -630, 75R -243, 75R -344,
75R -345, 76R -41, 76R -377, 76R -528 AND 76R -817.
WHEREAS, the Southern California Edison Company is
the only seller of firm wholesale electric power in the
geographical area of Anaheim; and
WHEREAS, Edison sells electric power at wholesale
rates which are in excess of Edison's retail rates which
causes a "price squeeze" on Anaheim; and
WHEREAS, the City of Anaheim does distribute electric
energy to certain customers in Anaheim; and
WHEREAS, it is the policy of the City Council that
Anaheim's Electric Utility shall be self- supporting from
charges made by the City for electric energy furnished to
consumers and for services rendered in connection therewith;
and
WHEREAS, it is necessary to increase electric rates
to meet the revenue requirements of the 1977 -78 Electric
Utility budget; and
WHEREAS, the Public Utilities Board has studied a
number of electric rate alternatives to meet the revenue
requirements of the 1977 -78 Electric Utility budget; and
WHEREAS, the Public Utilities Board has recommended
that the electric rates be increased by seven percent (7
except for the "lifeline" portion of residential rates effective
July 1, 1977; and
WHEREAS, the Public Utilities Board will further
study Anaheim's retail electric rates and the financial
requirements of the Electric Utility between July 1, 1977 and
October 1, 1977 and propose additional electric rate changes,
if necessary, for November 1, 1977; and
WHEREAS, the Utilities Director has recommended
that certain changes should be made in Rule No. 9 of the
Electric Rates, Rules and Regulations involving estimated
meter readings, unmetered service and pro rata computations of
electric bills.

A. APPLICABILITY
Applicable to all areas served by the Utility and to all
kwhr billed under all rate schedules as defined under the
special conditions of the rate schedules.
B. PURPOSE
To provide for the adjustment of the Utility's electric
rate schedule energy charges whenever•a fuel cost adjust
ment has been applied to or is pending application to the
City's wholesale rate.
C. APPLICATION OF FUEL COST ADJUSTMENT
The fuel cost adjustment amount per kilowatt hour sold
shall be applied to service rendered on and after the
effective date and continuing thereafter until the next
such fuel cost adjustment amount becomes effective. The
dollar amount to be added to or subtracted from each bill
shall be the product of the total kilowatt hours for which
the bill is rendered multiplied by the fuel cost adjust-
ment amount per kilowatt hour sold.
D. AMOUNT OF FUEL COST ADJUSTMENT
The amount of the fuel cost adjustment shall be shown in
this section.

SPECIAL CONDITIONS
A. Service voltage per rules and regulations.
B. Rate B is applicable when a demand meter is installed in
accordance with Special Condition E.
C. The billing demand in any month shall be the average kilo-
watt input indicated or recorded_ by instruments to be
supplied, owned and maintained by the City and at the City's
expense upon the consumer's premises adjacent to the watt
hour meter, in the 15 minute interval in which the consump-
tion of electric energy is greater than in any other 15
minute interval in the month, but not less than either (1)
50% of the contracted for or connected load, or (2) 50% of
the highest billing demand in the preceding eleven months,
whichever is the greater. However, in no case shall the
billing demand be less than the minimum billing demand.
Billing demand shall be determined to the nearest 1 /10 KW.-
D. Where the demand is intermittent or subjected to violent
fluctuations, the maximum demand may be based on a lesser
interval.
E. A maximum demand meter will be installed when, in the
opinion of the Utilities Department, the customer's load
and use characteristics indicate that the maximum demand
may exceed 20 KW or when the customer's use exceeds 3,000
kwh per month.
Where the City installs the standard transformer capacity
requested by a customer to serve separately an X -ray
installation, the customer charge will be increased by
$1.00 per kva of transformer capacity requested.
G. No adjustment will be made for any temporary reduction
in load. Any customer who resumes service within twelve
months must pay all charges that would have been billed
had service been continuous.
H. Fuel Cost Adjustment:
The rates above are subject to adjustment as provided for
in Schedule FCA. The applicable fuel cost adjustment
billing factor set forth therein will be applied to all
kwhr billed under this schedule.

B. Billing Demand:
The billing demand in any month shall be the average kilowatt
input indicated or recorded by instruments to be supplied,
owned, and maintained by the City and at the City's expense
upon the consumer's premises adjacent to the watt -hour meter,
in the 15 minute interval in which the consumption of elec-
tric energy is greater than in any other 15 minute interval
in the month, but not less than either (1) 50% of the con-
tracted for or connected load, or (2) 50% of the highest
billing demand in the preceding eleven months, whichever is
the greater. However, in no case shall the billing demand be
less than 200 KW. Billing demand shall be determined to the
nearest KW. Whenever the measured maximum demand has exceeded
400 KW for three consecutive months and thereafter until it
has fallen below 300 KW for 12 consecutive months, a 30 minute
interval will be used. Where the demand is intermittent or
subjected to violent fluctuations, the•maximum demand may -be
based on a shorter interval.

SPECIAL CONDITIONS
A. Standard Equipment Furnished. Mast arm construction will be.
furnished. Enclosed luminaries will be furnished for lamps
of 2500 lumens, or larger. Such standard lighting equipment
will be attached to wood poles.
B. Other Than Standard Equipment. Where the customer requests
the installation of other than the standard equipment and
such requested equipment is acceptable to the City, the City
will install the requested equipment provided the customer
agrees to advance the estimated difference in cost installed
between such equipment and standard equipment. Advances
made for this purpose will not be refunded. Facilities
installed in connection with such agreements become and
remain the sole property of the City.
C. Hours of Service: Approximately 4140 hours per year.
D. Fuel Cost Adjustment: The rates above are subject to
adjustment as provided for in Schedule FCA. The applicable
fuel cost billing factor set forth therein will be applied to
20 kwhr per month per 1000 lumens for incandescent lamps, and

SPECIAL CONDITIONS
A. Area lighting service will be furnished from dusk to dawn,
approximately 4,140 hours per year, by utility -owned
luminaires supplied from the utility's existing 120/240
volt overhead circuits and mounted on existing utility-
owned wood poles as standard equipment. Where the service
requested requires the installation of additional new wood
poles, not more than one new wood pole will be installed
for each luminaire in the installation.
B. Where the customer requests the installation of other than
the standard equipment furnished by the utility and such
requested equipment is acceptable to the utility, the
utility will install the requested equipment provided the
customer agrees to advance the estimated difference in cost
installed between such equipment and standard equipment.
Advances made for this purpose will not be refunded.
Facilities installed in connection with such agreements
become and remain the sole property of the utility.
C. This service will be in accordance with utility's specifica-
tions as to equipment, installation, maintenance and operation.

A. RENDERING OF BILLS
1. Billing Period. Bills for electric service will be rendered
bimonthly, monthly or as otherwise provided in the tariff
schedules.
2. Metered Service.
a. Bills for metered service will be based on meter regis-
trations. Meters will be read as required for the
preparation of regular bills, opening bills and closing
bills.
b. If, because of unusual conditions or_for reasons beyond
its control, the Utility is unable to read the
customer's meter on the scheduled reading date, the
Utility may bill the customer for estimated consumption
during the billing period, and make any necessary
corrections when a reading is obtained. Estimated con-
sumption for this purpose will be calculated considering
the customer's prior usage, the Utility's experience
with other customers of the same class in that area,
and the general characteristics of the customer's
operations. Adjustments for any under estimate or over
estimate of a customer's consumption will be reflected
on the first regularly scheduled bill rendered and
based on an actual reading following the period of in-
accessibility. Access to the meter, sufficient to
permit its being read, shall be provided by the customer
as a pre- requisite to the Utility making any adjustment
of electric consumption billed on an estimated basis.
3. Unmetered Service
A flat rate may be applied upon request (in writing)
where the applicant for service has a fixed connected
load to be operated over a fixed number of hours during
a billing period, and where the following conditions
are met:
1. Provision has been made to prevent any additional
consumption on the service.
2. The point of interconnection of the service is
approved by the Utility.

3. Such service may be supplied under any appropriate
rate schedule at the Utility's operating conven-
ience and all conditions of the rate schedule
shall apply, including fuel cost adjustment.
4. Pro rata Computation.
a. All bills for electric service rendered will be
computed in accordance with the applicable thirty -day
rate schedule, but the size of the energy blocks and
the amount of the customer, service, demand or .minimum-
charge, specified therein, will be prorated on the
basis of the ratio of the number of days' service has
been rendered to the number of days in an average month
of thirty days.
b. When the total period of service is less than 30 days,
no prorations will be made, and the bill shall not be
less than the monthly minimum.
B. READINGS OF SEPARATE METERS NOT COMBINED
For the purpose of billing, each meter upon the customer's
premises will be considered separately, and the readings of two
or more meters will not be combined, except as.follows:
1. Where combinations of meter readings are specifically
provided for in the tariff schedules.
2. Where the Utility's operating convenience requires the
use of more than one meter.
C. PAYMENT OF BILLS
1. All bills are due and payable upon presentation. Payment
shall be made at the City of Anaheim, Division of
Collections.
2. Bills for connection or re- connection of service and payment:
for deposits or to reinstate deposits as required under the
rules of the Utility shall be paid before service will be
connected or re- connected.
