A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROVING THE TERMS AND CONDITIONS
OF AN AGREEMENT WITH R. W. BECK AND ASSOCIATES
FOR ENGINEERING SERVICES, AND AUTHORIZING AND
DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE
SAID AGREEMENT ON BEHALF OF THE CITY OF ANAHEIM.
WHEREAS, the City of Anaheim presently purchases
wholesale power from the Southern California Edison Company
under rates, terms and conditions adopted by said Company
and approved by the Federal Power Commission; and
WHEREAS, the said Company has filed with the
Federal Power Commission an application for a substantial
increase in its rates and charges for the sale of electrical
energy at wholesale to the City of Anaheim; and
WHEREAS, the said Company has filed with the
Federal Power Commission certain rates and charges for
Service Schedules as required under that certain 1972
Settlement Agreement and is currently developing a compre-
hensive Integration Agreement for consideration by the City
of Anaheim; and
WHEREAS, the City of Anaheim has taken steps to
procure from the U. S. Bureau of Reclamation, its share of
the so- called "Navajo Project Layoff Power and
WHEREAS, the City of Anaheim has taken steps
through the Federal Power Commission to reform the existing
California Power Pool to permit full voting membership by
interested California municipal systems; and
WHEREAS, the City of Anaheim may find it necessary
to review the adequacy and form of the City's existing retail
rate schedules; and
WHEREAS, the City of Anaheim has determined that it
is in its best interests to oppose the application by the
Southern California Edison Company to increase its rates
charged to the City and to develop a power supply program
under the terms of the said Settlement Agreement; and
WHEREAS, the City will require the services of
expert legal, engineering, analytical and other professional
consultants to assist in its opposition to the said Company's
proposed rate increase and in the review of the Integration
Agreement and related Service Schedules; and
WHEREAS, R. W. Beck and Associates represent
that they are qualified to provide expert professional
services in the field of rates and rate analyses which will
be required by the City of Anaheim; and
WHEREAS, the City of Anaheim is of the opinion that
it would be in the best interests of the City to hire R. W.
Beck and Associates to provide technical services and
assistance to the City; and
WHEREAS, an agreement has been prepared whereby
R. W. Beck and Associates will provide such services; and
WHEREAS, the terms and conditions of said agreement
are acceptable to the City Council of the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED that the terms and
conditions of said agreement are hereby approved and accepted.
BE IT FURTHER RESOLVED that the Mayor and City Clerk
be, and they are hereby, authorized and directed to execute
said agreement on behalf of the City of Anaheim.
