Re: Agenda Item 22: Lot B development proposed as part of OC Vibe development
Dear Greg Garcia:
The California High-Speed Rail Authority (“Authority”) is currently in the process of
preparing a Final Environmental Impact Report (EIR)/Environmental Impact Statement
(EIS) for the Los Angeles to Anaheim project section, following circulation of the Draft
EIR/EIS at the end of 2025 and our efforts to address feedback from the public and
various local, State and Federal agencies on that document. The Authority has
collaborated with the City of Anaheim throughout development of the Draft EIR/EIS as it
pertains to potential effects on the community, infrastructure, and existing and future
development, and in particular regarding changes near the ARTIC station resulting from
construction and operation of high-speed rail (HSR) facilities.
Background
The Authority acknowledges the City of Anaheim’s planned development in the Platinum
Triangle and has coordinated regularly with the city on planned HSR facilities in this area.
The Authority and the City of Anaheim executed a Memorandum of Understanding (MOU)
in December 2020 specifically regarding the HSR station design at Anaheim Regional
Transportation Intermodal Center (ARTIC). The 2020 MOU formalized the commitment
by the Authority and City of Anaheim to work together to accommodate HSR passengers
within the existing ARTIC facilities and parking supply and acknowledges that
modifications to existing facilities and infrastructure may be needed in and around ARTIC,
including parking facilities, vehicular circulation and access, passenger circulation and
access, and any other necessary changes. The 2020 MOU also formalized the Authority’s
commitment to collaborate with other parties, in addition to the City of Anaheim, as it
relates to planned development within the Platinum Triangle.
A central area of cooperation under this MOU pertains to the City of Anaheim-approved
OCVIBE, a 100-acre master planned campus that would surround the Honda Center and
consist of shopping, dining, sports, entertainment, open space, apartments, offices, and
parking. The Authority acknowledges OCVIBE’s status as a planned project that has been
approved and vested by the City of Anaheim, and that it is already under construction,
with major components slated to be completed in 2027 and full buildout completed after
2030.
Amongst other changes, the proposed HSR station facilities are expected to conflict with
OCVIBE at Parcel 5A/Lot B of the OCVIBE Master Site Plan (Assessor’s Parcel Number

386-521-17), where an OCVIBE office building was planned. An HSR passenger terminal
and a power substation are proposed in this same location. The Authority anticipates
construction activities associated with the project section to commence in 2031 or later,
at which point the majority of OCVIBE would already be completed. Consistent with the
2020 MOU, the Authority is committed to ongoing coordination with the City of Anaheim
and Anaheim Real Estate Partners, because the Authority’s goal is to integrate the HSR
station facilities into the ARTIC and OCVIBE area in a mutually beneficial way so that the
HSR station enhances the existing and future development.
The Authority’s coordination with the City of Anaheim and Anaheim Real Estate
Partners on the ARTIC HSR station platform and passenger terminal design is an
example of the Authority’s commitment to coordinating with other parties associated
with planned development within the Platinum Triangle. The Authority has shared the
proposed plans with the City and Anaheim Real Estate Partners and met several times
to discuss potential conflicts in the designs, and through the Authority’s continued
coordination with OCVIBE, Parcel 5A/Lot B is anticipated to be developed through a
shared vision that supports the institutional office building and ARTIC HSR facilities,
with shared access to both uses.
Conflicting Use Proposed by Agenda Item 22
On August 24, 2026, the Authority was made aware of the resolutions listed under Item
22 on the City Council agenda related to OCVIBE Mixed-Use Project scheduled for
discussion on August 25, 2026. It is our understanding that these resolutions include
clarifications and provisions related to Parcel 5A/Lot B in the OCVIBE site plans that
could adversely affect proposed HSR plans for this area.
If the proposed resolutions allow for new land uses development options on Parcel
5A/Lot B that are not reflected in the current OCVIBE planning documents and
associated environmental clearance (i.e., not an office building), or as discussed in the
past coordination meetings with the Authority regarding this development and the
proposed HSR station improvements/platforms, the Authority cannot guarantee that
new land use proposals on Parcel 5A/Lot B will allow for the shared use of the ARTIC
station platforms for both future HSR and passenger rail services
The Authority encourages the City Council to review the commitments the City of
Anaheim has agreed to under the current 2020 MOU with the Authority and to consider
the long-term implications for connection of High-Speed Rail to ARTIC and other transit
serving the area. To that end, we ask that the City Council refrain from approving Item
22 and instead seek a mutually beneficial way to proceed and support the long-term
success of both projects.
The Authority remains ready and willing to discuss proposed OCVIBE plans with you and
work together to the mutual benefit of all parties and looks forward to continuing to engage
on this important project together.
