A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM PROVIDING FOR THE PARTICIPATION OF
THE CITY OF ANAHEIM WITH OTHER LOCAL GOVERN
MENT BODIES IN ORANGE COUNTY FOR THE
ESTABLISHMENT OF THE COAST REGIONAL TRAINING
CENTER AGENCY.
WHEREAS, pursuant to the Intergovernmental
Personnel Act of 1970, a Training Information Exchange-
Orange Network was established in July, 1974; and
WHEREAS, pursuant to said Act, Coast Regional
Training Center was initially funded in February, 1975; and
WHEREAS, County of Orange has been the prime Grant
Sponsor; and
WHEREAS, the Mission of Coast Regional Training
Center is "to contribute to the growth, cost effectiveness,
and leadership of Orange County Public Agencies by providing
manpower planning and development which satisfy employee
needs at all organizational levels and
WHEREAS, IPA Grant "seed money," County of Orange
sponsorship, and Public Agency participation in workshops
(fees charged) designed to meet their training and develop-
ment needs made it possible for Coast Regional Training
Center to meet its commitment to become self supporting by
January 18, 1977; and
WHEREAS, the City of Anaheim recognizes that all
levels of government are experiencing increasing demand for
services at a time when revenue dollars are not increasing
to keep pace; and
WHEREAS, the City of Anaheim recognizes the need
to continually upgrade employee performance at all levels
while simultaneously deriving benefits from training and
development that is delivered on a regional, intergovern-
mental, cooperative basis at greater cost- effectiveness than
would otherwise be available; and
WHEREAS, the City of Anaheim recognizes the need
to continue the training and development efforts of Coast
Regional Training Center; and
WHEREAS, Title I, Division 7, Chapter 5 of the
Government Code of the State of California commencing
with Section 6500 authorizes the joint exercise by agreement
of two or more public agencies of any power common to them.

NOW, THEREFORE, BE IT RESOLVED that the City of
Anaheim agrees to become a member of Coast Regional Training
Center together with whichever other local government agencies
in Orange County elect to join for the purposes described
above.
BE IT FURTHER RESOLVED that the City Manager is
authorized and directed to appoint the City's representative
to the Coast Regional Training Center's Board of Directors
within a reasonable time after the effective date of this
agreement.
BE IT FURTHER RESOLVED that the Mayor and City Clerk
be, and they are hereby, authorized to execute the Joint
Powers Agreement establishing the Coast Regional Training
Center as an agency on behalf of the City of Anaheim.
THE FOREGOING RESOLUTION is approved and signed by
me this 29th day of March 1977.
