A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM SETTING FORTH LOCAL CONDITIONS
JUSTIFYING AMENDMENTS TO THE NATIONAL ELEC-
TRICAL CODE, 1975 EDITION.
WHEREAS, Health and Safety Code Section 17958.5 provides
for a city to make changes or modifications in the National Elec-
trical Code, 1975 Edition, as are reasonably necessary because of
local conditions; and
WHEREAS, Health and Safety Code Section 17958.7 requires
the City Council to make express findings of the necessity for
modifications in the National Electrical Code before adopting such
changes; and
WHEREAS, the Chief Electrical Inspector of the City of
Anaheim has recommended that the National Electrical Code, 1975
Edition, be adopted by the City with certain modifications and
amendments which are required by local conditions.
NOW, THEREFORE, BE IT RESOLVED that the modifications
to the National Electrical Code recommended by the Chief Electri-
cal Inspector are hereby expressly found to be necessary on account
of local conditions as follows:
Section 15.16.030 of the Anaheim Municipal Code.
This amendment requires aluminum conductors, where
expressly permitted, to be not less than *8 AWG in
size. This amendment is necessary due to product
studies for the locality which show such minimum
size is reasonably necessary because of local clima-
tic and environmental conditions to avoid a hazard
or danger to the safety of persons or property.
Section 15.16.035 of the Anaheim Municipal Code.
This amendment requires undergrounding of electrical
connectors to accessory, buildings, uses and other
specified locations. This amendment also requires
raceways be installed to approved accessible loca-
tions where space circuit protective devices, or
space for such devices, are provided on the buss
in any flush or semiflush mounted panel. This
amendment is necessary because of local soil, wind
and other climatic conditions.
Section 15.16.040 of the Anaheim Municipal Code.
This amendment requires installation of receptacle
outlets not less than No. 12 AWG in size at speci-
fied locations for dwelling uses and is necessary
because of local residential density and local
consumer patterns for the high use of residential
electrical appliances.

Section 15.16.045 of the Anaheim Municipal Code.
This amendment requires at least one wall switch
controlled lighting outlet be installed in all
garages and carports and is necessary because of
local prevalence of carports and nonattached
garages.
Section 15.16.050 of the Anaheim Municipal Code.
This amendment requires all feeder and subfeeder
conductors be installed in an approved raceway
and is necessary because of local building and
environmental conditions resulting in the use of
subpanels requiring installation of subfeeders
and high consumption of electricity making use
of raceways reasonably necessary to avoid a haz-
ard or danger to the safety of persons or property.
Section 15.16.055 of the Anaheim Municipal Code.
This amendment prohibits installation of conven-
ience receptacle or appliance receptacle on a
general lighting branch circuit and is necessary
because of local patterns of consumption of elec-
tricity and environmental conditions which make
this amendment reasonably necessary to avoid a
hazard or danger to the safety of persons or prop-
erty.
Section 15.16.060 of the Anaheim Municipal Code.
This amendment requires service entrance conductors
extending along the exterior or entering buildings
to be enclosed in rigid metal conduit to the first
over current device, or for circuits not exceeding
600 volts to be in wireways, auxiliary gutters or
as busways. This amendment is necessary because
of local environmental and climatic conditions
which cause rapid deterioration of other materials.
Section 15.16.070 of the Anaheim Municipal
Code. This amendment requires a single fusible
switch or automatic circuit breaker to disconnect
all ungrounded conductors supplying each sepa-
rately metered occupancy. This amendment is ne-
cessary because of local environmental and power
consumption patterns which require a single main
switch to avoid a hazard or danger to the safety
of persons or property.
Section 15.16.080 of the Anaheim Municipal Code.
This amendment specifies alternative material,
size and location for grounding electrodes where
other approved electrodes are not available and
eliminates the use of plate, pipe and rod electrodes
as alternatives. This amendment is necessary be-
cause of local soil and climatic conditions.
Section 15.16.090 of the Anaheim Municipal Code.
This amendment provides that in all circuits,
the continuity of conductors shall not be depend
ent upon device connections. This amendment is
necessary because of local environment and pat-
terns of electricity use and consumption which
require such devices to prevent circuit overload-
ing and thereby avoid a hazard or danger to the
safety of persons or property.
Deletion of Section 300 -15(b) of the National Elec-
trical Code. This amendment deletes use of boxless
devices with nonmetallic- sheathed cable and is ne-
cessary because of local climatic and high wind
conditions.
Deletion of Article 334 of the National Electrical
Code. This amendment deletes article relating to
use of metal -clad cable and is necessary because
of local environmental and climatic conditions.
Section 15.16.100 of the Anaheim Municipal Code.
This amendment limits the use of nonmettalic-
sheathed cable to single family and multiple
family dwellings and provides that type NM cable
shall not be installed where exposed to corrosive
fumes or vapors nor embedded in masonry or concrete
and covered with plaster or similar finish. This
amendment also provides type NMC cable shall be
protected from damage by nails by a corrosion
resistant steel coated cover at least 1/16 inch
in thickness and 3/4 inch wide in the chase or
under the final finish surface when embedded in
plaster or run in shallow chase in masonry walls.
This amendment is necessary because of local
climatic and environmental conditions.
Deletion of Section 336 -11 of the National
Electrical Code. This amendment eliminates use
of exposed cable wiring without boxes and is
necessary because of local climatic and envi-
ronmental conditions.
Section 15.16.110 of the Anaheim Municipal Code.
This amendment prohibits the use of electrical
metal tubing underground, in concrete or where
exposed directly to the weather or excessive
moisture. This amendment is necessary because
of the corrosive nature of the local soil and
climate.
Section 15.16.120 of the Anaheim Municipal Code.
This amendment prohibits use of flexible metal
conduit underground where exposed to water,
where embedded in concrete, adobe, plaster or
similar finish, or where exposed to physical
damage. This amendment is necessary because
of corrosive nature of local soil and climate.
Section 15.16.130 of the Anaheim Municipal Code.
This amendment requires all lighting outlets to
be operated by a wall or door switch and is
necessary because of local studies and experi-
ence which indicates such switches are reason-
ably necessary to avoid a hazard or danger to
the safety of persons or property caused by
breakage or loosening of insulated coupling of
pull chain fixtures.
Section 15.16.140 of the Anaheim Municipal Code.
This amendment provides for separate branch cir-
cuits of minimum No. 12 AWG wire for fixed appli-
ances and is necessary because of local consumer
patterns of high rate of use of large fixed
appliances and loads on electrical circuits and
such wiring is therefore necessary to avoid re-
wiring or hazard or danger to the safety of
persons or property.
BE IT FURTHER RESOLVED that a copy of this Resolution,
together with the Ordinance adopting the National Electrical Code,
1975 Edition, as amended, be filed with the State Department of
Housing and Community Development.
THE FOREGOING RESOLUTION is approved and signed by me
