A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM SETTING FORTH COMMENTS TO BE
PRESENTED TO THE STATE TRANSPORTATION BOARD
CONCERNING THE DRAFT CALIFORNIA TRANSPORTATION
PLAN -POLICY ELEMENT.
WHEREAS, State law required the preparation of a
California Transportation Plan; and
WHEREAS, the Business and Transportation Agency
and the State Transportation Board (STB) have caused to
be prepared a draft California Transportation Plan -Policy
Element; and
WHEREAS, said plan was distributed in October,
1976, for the purpose of obtaining maximum public
participation and input; and
WHEREAS, the final date for receipt of public
input is November 23, 1976; and
WHEREAS, said plan, if implemented, will signifi-
cantly impact existing life styles, governmental institutions
and taxation structures.
NOW, THEREFORE, BE IT RESOLVED that the following
comments reflect the opinion of the City of Anaheim
regarding the draft California Transportation Plan -Policy
Element and that these comments be presented to the State
Transportation Board.
1. The time provided for constructive review and
input on the draft plan is grossly inadequate
for issues of this consequence and should be
extended.
2. Far reaching changes in present transportation
charges are proposed, however, the plan does
not analyze the impacts of these changes upon
state, regional and local areas, business,
industry, agriculture and the citizenry of the
state.
3. The Calan proposes that transportation decisions
be made upon the basis of "Full Social Accounting"
(direct and indirect costs including pollution
damages to health and property). It clearly
emphasizes accounting for all of the adverse
impacts associated with transportation
facilities but does not recognize the many
benefits to society of the transportation system.
Full social accounting is not applied to other
social programs and does not appear practical or
appropriate for transportation.
4. Transportation policies are proposed which would
dictate or establish land use policies and life
styles. Land use policies should be established
by authorized legislative bodies and transportation
policies developed to support the land use policies.

5. Energy conservation strategies (including
pricing constraints) should be established
on a national level rather than at the state
level as suggested by the draft plan.
6. The proposed policies for determining the
decision making roles of local, regional and
state government lack specificity and will
lead to confusion, uncertainty and the
unnecessary dominance of the state in the
decision making process.
7. The policies proposed in the draft plan should
not be used to guide decision making by the
State Transportation Board, the Secretary of
the Business and Transportation or the Director
of Caltrans unless and until they have been
approved by the legislature of the State of
California.
8. AB 69 (legislation mandating the preparation of
the California Transportation Plan) states that
the plan is to be formulated through a "bottoms
up" planning approach to assure local input in
the process. It is noted that this process has
not been followed in the preparation of the
draft plan.
