A RESOLUTION OF THE CITY COUNCIL OF TIIE CITY
OF ANAHEIM URGING THE GOVERNOR TO APPOINT A
COMMISSION TO STUDY REVISIONS TO JUVENILE
COURT LAW.
WHEREAS, the Juvenile Court Law, as expressed in
the Welfare and Institutions Code, was last revised over
fifteen years ago with enactment of AB 332, 1961 Statutes,
Chapter 1616; and
WHEREAS, numerous sections of the Code have since
been amended; and
WHEREAS, numerous important changes in Court
philosophy, policies, and procedures have since taken place;
and
WHEREAS, the 1967 Gault decision by the United
States Supreme Court has essentially replaced the Parens
Patriae concept that formerly prevailed in juvenile proceedings
with a due process adversary approach; and
WHEREAS, the Code, as presently written, contains
many sections which are in discord with the due process
philosophy; and
WHEREAS, it is essential that the juvenile justice
system be provided with an adequate and updated Juvenile Court
Law, in order that Courts, child welfare, and law enforcement
agencies can provide uniform justice in processing and
adjudicating juvenile matters in accordance with the law; and
WHEREAS, a study commission is needed to review all
of the past changes, evaluate the present ideological climate,
and analyze future trends; and
WHEREAS, the Los Angeles County Grand Jury has
recommended that the Los Angeles Board of Supervisors request
the Governor of the State of California to appoint a commission
of experts to study and make recommendations for revisions to
the Juvenile Court Law; and
WHEREAS, the Orange County Criminal Justice Council
has voted to support the above recommendation and has further
requested that this City Council make known its support of the
above -cited recommendations.

NOW, THEREFORE, BE IT RESOLVED that the City
Council of the City of Anaheim hereby supports the above
recommendations of the Los Angeles Grand Jury.
BE IT FURTHER RESOLVED that the City Council does
hereby request the Governor of the State of California to
appoint a commission of experts to study and to make
recommendations for revisions to the Juvenile Court Law.
BE IT FURTHER RESOLVED that the commission be
charged to report to the Legislature with such recommendations
no later than January 1, 1980.
BE IT FURTHER RESOLVED that copies of this
Resolution be forwarded by the City Clerk to the California
Council on Criminal Justice, Orange County elected representa-
tives to the State Legislature and the League of California
Cities.
THE FOREGOING RESOLUTION is approved and adopted by
the City Council of the City of Anaheim this 6th day of
December 1 977.
