CITY 07 AT_AEEI:i DECLARING ITS SUPPORT
FOR SENATE CONSTITUTIONAL ANEN=NT
HO. 2 AND ESTABLISHING ITS STRONG
OPPOSITION TO INVOLUN'TARY INTERSCHOOL
DISTRICT BUSING OF SCHOOL CHILDHELf.
WHEREAS, the taxoayars of the State of California hava
mandated, through the passage of Proposition 1, a reduction ln
Government spandins7; and
WHEREAS, compulsory busins on an intardistrict basis
of school children would cost in excess of 7wo Hundred lillior
Dollars (200,000,000.00) ner year; and
'WHEREAS, the United States Supreme Court has ruld
U hat th United States Constitution does not require compulsory
busin7 of school children; and
1THFL:AS, such compulsory busina: results in increased
unnecessary travel exposing the children to increased traffic
hazards, death, and injury; and
TZHERHAS, Senate Constitutional Amendreent Jo. 2 has
been introduced and would nrohibit any state coda in. the State
of California from imnosins upon tha people of this State any
busjns obli7ation except that required by the Eoual Protaction
Clause of the 7ourtenth Amand=nt to the United States
Constitution; and
7 ZHER7AS, this ATLendmart shall not prohibit a school
district from voluntarily continuing or commencin a school
interatior plan.

the City of Anaheim that it cos hereby support Senate
Constitutional Amendment No. 2.
BE IT FURTHER RESOLVED that the City Council of tha
City of Anahelm strongly onnoses the involuntary interschool
district busing of school children.
