A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM SUPPORTING THE SAFER OFF- SYSTEM
ROADS PROGRAM AND REQUESTING CONGRESS TO
APPROPRIATE THE REMAINING FUNDS AUTHORIZED
FOR THE 1978 FISCAL YEAR AND APPROPRIATE THE
FULL AUTHORIZATION FOR THE 1979 FISCAL YEAR.
WHEREAS, Congress in 1976 established the Safer
Off- System Roads (SOS) program and made $200 million per
year available to local agencies in fiscal years 1976/77
and 1977/78 for projects on local roads which are not on
any Federal -aid highway system with special emphasis to
be given to projects which improve safety; and
WHEREAS, Congress appropriated the full $200
million authorization for fiscal year 1976/77 but appropri-
ated only $105 million of the $200 million authorized for
fiscal year 1977/78; and
WHEREAS, we have been informed that all SOS funds
available nationally have been exhausted; and
WHEREAS, Congress has not appropriated SOS funds
for fiscal year 1978/79 despite the fact they continued the
program through September 1982 under the 1978 Federal -aid
Highway Act of a $200 million per year authorized funding
level; and
WHEREAS, the SOS program has been one of the more
successful Federal -aid programs with a minimum of red tape
measured by the fact that in over two years all the funds
appropriated by Congress have already been obligated; and
WHEREAS, there is a continuing need for safety
improvements and the SOS program is one of the few Federal
programs which provides local governments with Federal
financial assistance for streets and roads not on any Federal
aid system:
NOW, THEREFORE, BE IT RESOLVED, by the City Council
of the City of Anaheim that Congress be requested to appro-
priate the remaining funds authorized for the 1977/1978 fiscal
year and appropriate the full authorization for the 1978/1979
fiscal year; and
BE IT FURTHER RESOLVED, that the City Clerk be
directed to forward copies of this action to the President
of the United States, the Senate and House of Representatives

Appropriations Committees, United States Senators Cranston
and Hayakawa, all members of the House of Representatives of
Orange County and the Secretary of Transportation.
THE FOREGOING RESOLUTION is approved and adopted by
the City Council of the City of Anaheim this 19th day of June,
1979.
