A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM ESTABLISHING THE POLICY AND FEES
FOR CITY -WIDE PARK AND RECREATION PROGRAMS
AND SERVICES IN THE CITY AND RESCINDING
RESOLUTION NO. 79R -2.
WHEREAS, the City does desire to establish a policy
for the charging of fees for recreation programs and park
services; and
WHEREAS, it is the policy of the City to establish
such fee charges by resolution.
NOW, THEREFORE, BE IT RESOLVED by the City Council
that it does hereby establish the following policies and fees
for City -wide park and recreation programs and services:
Section 1 PURPOSE
It is the purpose of this policy to establish and
clarify the practice of charging fees for certain recreation
programs and services provided by the Anaheim Parks, Recreation
and the Arts Department.
Section 2 PHILOSOPHY
It is the general philosophy of the City to offer
basic recreation programs and services to the general populace
of the City at no charge. It is necessary, however, in an
effort to enrich, promote and offer a well balanced program,
for reasonable fees to be established and charged for programs
and services of special interest to individuals and groups.
Section 3 AUTHORITY
Fees may be established for the following reasons:
a. Activities requiring the use of a specialized
instructor.
b. Activities requiring special equipment and /or
supplies.
c. Special events requiring transportation, admissions
or other direct costs.
d. To reimburse the Department for staff costs for a
non sponsored activity.
e. For rental of facilities or equipment.
f. To supplement overhead, maintenance and admin-
istrative costs.

g. To generate revenue to support activities.
Section 4 GUIDELINES
The following guidelines are established to provide
consistent and reasonable fees.
a. City -owned park and recreation facilities should
be made available for general recreational use of
the people of Anaheim with minimum charges for use.
b. All local youth organizations be exempt from fees
for their activities.
c. Exclusive and /or permanent use of buildings and/
or groups is prohibited.
d. Charges should be assessed for the use of facilities
by groups where certain or unusual maintenance and
operation costs above the normal maintenance of
these facilities are incurred.
e. Commercial and non resident uses will be assessed
fees higher than resident uses.
f. Fees and charges will be reviewed annually in
December and a report with the adjustments will be
submitted to the City Council.
Section 5 CATEGORIES
Fees are categorized and are so defined:
a. Facility cost for use of indoor or outdoor
facilities that require supervision and /or prepara-
tion or technical assistance. Usually based on a
per hour basis. Rates vary on type of user and
length of use.
b. Programs /Class
1. Self supporting classes where fee is charged
with 85% of the monies collected paid to
instructor through a contract agreement. The
remaining 15% retained by the Department to
support supplies and program administration.
2. Partial Support Programs, services and
classes where fee partially supports the cost
of the program with the remainder of the cost
being borne by the City.
c. Equipment Rental Cost to use specialized equipment
and /or staff to operate specialized equipment.

d. Excursions Recreational trips where fee is based
on cost of admission to activity and cost of trans-
portation to and from activity. Leadership costs
provided by City.
e. Group Programs Team or spectator oriented
activities.
f. Sales Certain items available for purchases as a
result of a program or facility.
g. Non- Resident A fee, over and above, regular fees
for all fee classes and programs charged to those
residing outside Anaheim.

BE IT FURTHER RESOLVED that Resolution No. 79R -2 is
hereby rescinded as of the approval of this Resolution by the
City Council of the City of Anaheim and the provisions of
Resolution 79R -2 and any other resolution in conflict herewith
is superseded by the provisions of this resolution.
