A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM OPPOSING HR 3712.
WHEREAS, HR 3712 has been introduced before the
United States House of Representatives to be heard on April 22,
1979 before the Ways and Means Committee; and
WHEREAS, this bill proposes to eliminate the current
federal tax exempt status on state and municipal mortgage
revenue bonds; and
WHEREAS, HR 3712 has an effective date of April 25
1979, thereby creating a moratorium on any bond issuances
pending legislative action on the proposal; and
WHEREAS, the City Council firmly believes this
moratorium would create extreme hardship on local government
agencies who have presently pending for them a sale of said
bonds; and
WHEREAS, the Redevelopment Agency of the City of
Paramount and 19 cities of Los Angeles and Orange County and
their respective Redevelopment Agencies and the County of
Los Angeles have gone on record with a policy statement which
has been forwarded to the Ways and Means Committee of the
United States House of Representatives; and
WHEREAS, the City of Anaheim does strongly support
that May 2, 1979 policy statement.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Anaheim does hereby oppose HR 3712 in its present
form and urges support of the policy forwarded to the Ways and
Means Committee on May 2, 1979 by the City of Paramount and
other cities and counties and Redevelopment Agencies of Orange
and Los Angeles County.
BE IT FURTHER RESOLVED that the City Clerk is hereby
authorized and directed to forward a copy of this resolution and
the policy statement of May 2, 1979 of the City of Paramount to
Congressman Al Ullman, Chairman of the Ways and Means Committee
of the United States House of Representatives, and to all
members of the House of Representatives in Orange County,
California.
THE FOREGOING RESOLUTION is approved and adopted by
the City Council of the City of Anaheim this 8th day of May, 1979.
