A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM SUPERSEDING RESOLUTION
NO. 74R -351 AND ADOPTING AN AMENDED
EQUAL EMPLOYMENT OPPORTUNITY /AFFIRMATIVE
ACTION PLAN.
WHEREAS, the Personnel system of the City of Anaheim is based
on a merit system in an effort to afford equal employment opportunity to
all applicants and employees, and
WHEREAS, the need exists to take positive action to further the
progress toward achieving the goals of the merit system principle of equal
employment opportunity, and
WHEREAS, the City Council of the City of Anaheim does find that
the adoption of an Equal Employment Opportunity Affirmative Action Plan is
in the best interests of the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Anaheim shall adopt as its policy statement this assurance that all em-
ployment decisions will be made without regard to race, color, religion,
sex, national origin, age, or handicap (except in those few instances where
such factors are bonafide occupational qualifications).
BE IT FURTHER RESOLVED that these principles of equal employment
opportunity will be implemented throughout the City's personnel activities,
including recruitment, hiring, transfer, promotion, reinstatement, punitive
actions, compensation, benefits, training and education, tuition assistance
and social and recreational programs. In addition, reasonable accommoda-
tions will be made for handicapped individuals whenever possible, and
BE IT FURTHER RESOLVED that the City of Anaheim shall exercise
positive, practical efforts designed to further programs toward the achieve-
ment of Affirmative Action goals as specified in the Affirmative Action
Plan, and
BE IT FURTHER RESOLVED that each Department's Executive Manager
shall be responsible for insuring equal employment opportunity among the
classes in that Department as well as monitoring goals for that Department,
as outlined in the Affirmative Action Plan, and
BE IT FURTHER RESOLVED that the Human Resources Director of the
City of Anaheim shall be responsible for the overall dissemination of the
Affirmative Action policy and plan, and for providing technical assistance
to operating departments in the areas of Equal Employment Opportunity/
Affirmative Action, and for submitting to the City Council of the City of
Anaheim an annual report on the progress of the Affirmative Action program.
BE IT FURTHER RESOLVED that the effective date of this resolution
shall be the date of its adoption.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 7th day of August 1979.
