A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM ORDERING THE CLOSURE OF THE SERVICE
ROAD NORTH OF CERRITOS AVENUE, EAST OF CARLOTTA
AVENUE TO VEHICULAR TRAFFIC PURSUANT TO SECTION
21101 OF THE VEHICLE CODE OF THE STATE OF
CALIFORNIA.
WHEREAS, the City of Anaheim has conducted traffic studies
with the City of Buena Park and has determined that the service road
north of Cerritos Avenue, east of Carlotta Avenue, be closed to
through vehicular traffic for reasons of public health, welfare and
safety; and
WHEREAS, Section 21101(a) of the Vehicle Code of the State
of California authorizes the closure of any highway by action of the
legislative body having jurisdiction over said highway when, in the
opinion of said legislative body, the highway is no longer needed
for vehicular traffic; and
WHEREAS, the City Council of the City of Anaheim has here-
tofore conducted a duly noticed public hearing and received evidence,
both oral and written, relating to the proposed closure of the ser-
vice road north of Cerritos Avenue, east of Carlotta Avenue to through
vehicular traffic.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Anaheim as follows:
1. That the City Council does hereby find and determine:
a. That the service road north of Cerritos Avenue, east
of Carlotta Avenue is no longer needed as a conveyor of through traf-
fic, rather such street is needed as a collector of residential and
residentially related traffic within the local community, and the
carriage of substantial through traffic is inconsistent with and
inimical to that use in that such traffic detracts from the peace,
safety, general welfare and livability of the residential environ-
ment of said community;
b. That if the service road north of Cerritos Avenue,
east of Carlotta Avenue is not closed to through traffic, a substan-
tial and increasing number of accidents may be expected to occur on
said service road. Such volume of accidents is inimical to the
community;
c. That such hazard, noise, pollution, speed, accidents
and other ramifications inimical to the peace, safety and welfare of
the citizens of the City of Anaheim and Buena Park; and
d. That such closure of said service road would be a
proper exercise of the police power pursuant to Section 21101(a) of
the Vehicle Code of the State of California.

2. That the City Council does hereby order the closure of the
service road north of Cerritos Avenue, east of Carlotta Avenue to
through traffic at a point approximately where the service road in-
tersects with Cerritos Avenue by the erection of a concrete barrier
at such point.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of. Anaheim this 11th da of December, 1979.
