A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM ORDERING THE CLOSURE OF WILKEN
WAY TO THROUGH VEHICULAR TRAFFIC PURSUANT TO
SECTION 21101 OF THE VEHICLE CODE OF THE
STATE OF CALIFORNIA.
WHEREAS, the City Council of the City of Anaheim has
heretofore received petitions from numerous residents of the City
of Anaheim residing on property along Wilken Way requesting that
said street be closed to through vehicular traffic for reasons
of public health, welfare and safety; and
WHEREAS, Section 21101(a) of the Vehicle Code of the
State of California authorizes the closure of any highway by
action of the legislative body having jurisdiction over said
highway when, in the opinion of said legislative body, the high-
way is no longer needed for vehicular traffic; and
WHEREAS, the City Council of the City of Anaheim has
heretofore conducted a duly noticed public hearing and received
evidence, both oral and written, relating to the proposed closure
of Wilkin Way to through vehicular traffic.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim as follows:
1. That the City Council does hereby find and determine:
a. That Wilken Way is no longer needed as a con-
veyor of through traffic, rather such street is
needed as a collector of residential and residen-
tially related traffic within the local community,
and the carriage of substantial through traffic
is inconsistent with and inimical to that use in
that such traffic detracts from the peace, safety,
general welfare, and livability of the residential
environment of said community;
b. That if Wilken Way is not closed to through
traffic, a substantial and increasing volume of
such traffic may be expected to use Wilken Way
solely as a through street. Such volume of
through traffic is inimical to the residential
environment of the community;
c. That Wilken Way is a residential street now
carrying an excessive volume of vehicular traffic;
d. That such excessive traffic is replete with hazard,
noise, pollution, speed, accidents and other rami-
fications inimical to the peace, safety and welfare
of the neighborhood in and around Wilken Way;
e. That such traffic is not primarily caused by resi-
dents residing on property fronting upon Wilken
Way but by people living on other streets using
Wilken Way as a through way; and
f. That such closure of Wilken Way would be a
proper exercise of the police power pursuant to
Section 21101(a) of the Vehicle Code of the State
of California.
2. That the City Council does hereby order the closure of
Wilken Way to through traffic at a point immediately westerly of
Haster Street in the City of Anaheim by the installation of a
traffic type diverter or barrier at such point.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 4th da of December, 1979.
