90-005 RESOLUTION NO. 90R - 5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING A LETTER OF UNDERSTANDING BETWEEN THE ANAHEIM FIRE FIGHTERS ASSOCIATION AND THE CITY OF ANAHEIM. WHEREAS, the Labor Relations Director has met and conferred with officials and employee representatives of the Anaheim Fire Fighters Association to discuss the terms and conditions under which the City will establish a trial employee Psychological and Substance Abuse Program; and WHEREAS, a Letter of Understanding dated December 21, 1989 between the parties has been prepared and signed to be effective January 1, 1990; and WHEREAS, the city council of the City of Anaheim does find that it is in the best interest of the city of Anaheim to approve said Letter of Understanding. NOW, THEREFORE, BE IT RESOLVED, by the city Council of the City of Anaheim that the Letter of Understanding dated December 21, 1989, between the City of Anaheim and the Anaheim FJ.re Fighters Association, copies of which are attached hereto and incorporated by reference herein, are hereby approved. CITY CLERK OF THE CITY OF ANAHEIM LETTER OF UNDERSTANDING BETWEEN THE ANAHEIM FIRE FIGHTERS ASSOCIATION AND THE CITY OF ANAHEIM The Anaheim Fire Fighters Association, and the City of Anaheim, after meeting and conferring, have reached an understanding on the following terms and conditions under which the City will expand and/or install a trial employee Psychological and Substance Abuse Program which has been recommended by the Joint Committee on medical program, for retirees participating in City Medical Programs and employees in the Anaheim Fire Fighters Association. This program is in addition to all existing Medical Programs: 1. (a) The program will be a trial program for a five year period ending December 31, 1994. (b) During this period, the City may at its sole discretion, terminate this program at any time. (c) If the City terminates this Psychological and Sub- stance Abuse Program, the City agrees to restore the 1989 mental/nervous coverage previously provided in the various health plans. 2. (a) For the purpose calculating the City contribution to the various health plans for 1990 and 1991, the Kaiser rates shall be increased by the value of the mental/nervous coverage which is removed from the Kaiser Plan. (b) After twenty-four months, the Kaiser rate credit described in 2(a) above shall be eliminated effective January 1, 1992. 3. The City agrees that there will be no employee contribution to the Psychological and Substance Abuse Program during the trial period. 4. The City agrees to discuss with the Anaheim Fire Fighters Association, ninety (90) days prior to cancelling this coverage. 5. The effective date for the enhanced Psychological and Substance Abuse Program will be January 1, 1990. 6.
