A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM PROPOSING A CHANGE OF ORGANIZATION
IN THAT DISTRICT KNOWN AS THE BUENA PARK
LIBRARY DISTRICT BY THE DETACHMENT OF CERTAIN
DESCRIBED REAL PROPERTY LOCATED WITHIN SAID
DISTRICT, WHICH REAL PROPERTY IS ALSO LOCATED
WITHIN THE CITY OF ANAHEIM.
WHEREAS, the District Reorganization Act of 1965
(56000 through 56550 of the Government Code of the State of
California) provides for the change of organization of certain
districts, such as the Buena Park Library District, through the
approval by the Local Agency Formation Commission of Orange
County of detachments of certain hereinafter described real
property from said District when said territory is also located
within the City of Anaheim; and
WHEREAS, both the City of Anaheim and the landowner
of the hereinafter described real property desire that said real
property be detached from the Buena Park Library District in
view of the fact that said territory is presently assessed real
property taxes by the City of Anaheim and receives as part of
said property tax assessment library services from the City of
Anaheim; and
WHEREAS, the requested change of organization is pro-
posed for the Buena Park Library District, as well as the City
of Anaheim; and
WHEREAS, the County of Orange, the Buena Park Library
District, and the City of Anaheim would be affected by this
change of organization requested herein; and
WHEREAS, the present request of the City of Anaheim
is for detachment of certain territory constituting uninhabited
territory and described in Exhibit "A" attached hereto and made
a part hereof as though fully set forth herein; and
WHEREAS, landowner desires to avoid the burden of
double taxation imposed upon his property described herein and
wishes to avoid any future liability for bonded indebtedness of
the Buena Park Library District; and
WHEREAS, the landowner, Henry Boisseranc, has executed
a consent to the requested detachment of the real property
described herein and has attached his written consent to this
resolution of application, said consent being marked Exhibit "B,"
and made a part hereof as though fully set forth herein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that it hereby requests that a change of
organization of the Buena Park Library District be approved by
the Local Agency Formation Commission of Orange County through
the detachment of certain real property described in Exhibit "A,"
characterized as uninhabited territory, and in accordance with
the written consent of the landowner of said described real
property in order to prevent the burden of double property
taxation on said landowner.

BE IT FURTHER RESOLVED that the Local Agency Formation
Commission of Orange County be requested to order the Buena Park
Library District to adopt a resolution to detach the territory
described herein in Exhibit "A," without the necessity of notice
or hearing by said Library District and without the necessity
of an election on the issue of said detachment.
THE FOREGOING RESOLUTION is approved and signed by me
this 23rd day of May 1967.

PROPOSED BOISSERANC DETACHMENT FROM THE BUENA PARK LIBRARY
DISTRICT
That parcel of land located in the City of Anaheim, County of
Orange, State of California, to be detached from the Buena Park
Library District, described as follows:
Beginning at a point in the existing City Limit line of the
City of Anaheim, said point being in the Southeast corner of
the Manchester and Dale Avenue Annexation to the City of
Anaheim, passed by Ordinance No. 1640, November 7, 1961, filed
with the Secretary of State December 11, 1961, and recorded
December 15, 1961 in the office of the County Recorder of
Official Records of Orange County, California, said Southeast
corner being the intersection of the North line of the South
half of the Northwest quarter of the Southeast quarter of
Fractional Section 1, Township 4 South, Range 11 West, S.B.
B. M., with the West line of the East half of the East half
of said Fractional Section 1; thence
Following along the said existing City of Anaheim City Limit
line the following courses and distances:
South 89 37' West 1,307 feet, more or less, along the North
line of the South half of the Northwest quarter of the South
east quarter of said Fractional Section 1 to an intersection
with a line parallel with and 20 feet Easterly of the West
line of the Southeast quarter of said Fractional Section 1;
thence
North 0 14' West 1,214.50 feet, more or less, along said
parallel line to an intersection with the Southerly line of
that certain parcel of land described as Parcel 2 in the deed
to the State of California recorded April 17, 1957 in Book
3875, pages 95 through 97 of Official Records of Orange County,
California; thence
Leaving the said existing City Limit line of the City of Anaheim,
and following along the boundary line of that land described
in Parcel 2 in said deed to the State of California, North
89 23' 10" East 24.00 feet; thence North 0 36' 50" West 10.00
feet to the beginning of a tangent curve concave Easterly and
having a radius of 50.00 feet; thence Northerly along said

curve through a central angle of 28 24' 21" an arc distance
of 24.75 feet to the point of tangency of this course with a
curve concave Westerly and having a radius of 50.00 feet; thence
Northerly along the last mentioned curve through a central
angle of 102 05' 41" an arc distance of 89.04 feet, to an
intersection with a line parallel with and 20 feet Easterly,
as measured at right angles from the West line of the Northeast
quarter of said Fractional Section 1, said point of intersec-
tion also being in the South line of the land described in
Parcel 1 in the aforementioned deed to the State of California;
thence South 87 56' 26" East 1307.60 feet, more or less, along
the Southerly line of the land described in Parcel 1 in the
deed to said State of California to the Southeast corner of
said parcel, said Southeast corner being the intersection of
the South line of said Parcel 1 with the West line of the
East half of the East half of Fractional Section 1, Township
4 South, Range 11 West, S.B.B. M.; thence
South 0 16' East 1,256 feet, more or less, along the West
line of the East half of the East half of said Fractional
Section 1, to the point of beginning.

RE: Consent to Detachment of Certain Real Property from
the Buena Park Library District
Gentlemen:
I, Henry Boisseranc, being the owner of all that real property
located in the Buena Park Library District and also in the City
of Anaheim, hereby consent to the detachment of said real property
from the Buena Park Library District in view of the fact that the
hereinafter described real property is assessed real property
taxes by the City of Anaheim; and as a part of said City taxes, I
receive library services from the City of Anaheim.
Also, I wish to avoid any obligation to pay the bonded indebtedness
which may be.incurred by the Buena Park Library District in the
future. In short, I am consenting to the detachment of the said
property in order to avoid double taxation for identical services
from both the City of Anaheim and the Buera Park Library District.
The real property which I own is described as follows:
Lots 24, 31 and 32 Orange County Assessor's Map Book 70,
page 20.
