A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM REQUESTING THE
ORANGE COUNTY LOCAL TRANSPORTATION
AUTHORITY AND THE BOARD OF
SUPERVISORS OF THE COUNTY OF ORANGE
TO INCLUDE WITHIN THE ORANGE COUNTY
COMBINED TRANSPORTATION FUNDING
PROGRAMS THE IMPROVEMENT OF CERTAIN
ARTERIAL HIGHWAY PROJECTS (1992-
1993).
WHEREAS, the city of Anaheim desires to improve the
streets listed below; and
WHEREAS, the City of Anaheim has been declared by the
Orange County Local Transportation Authority to meet the
eligibility requirements to receive Measure M "turnback" funds;
and
WHEREAS, the city of Anaheim Circulation Element of the
City's General Plan is consistent with the County of Orange
Master Plan of Arterial Highways; and
WHEREAS, the city of Anaheim will provide matching
funds for each project as required by the Orange County Combined
Transportation Funding Program Procedures Manual; and
WHEREAS, the Orange County Local Transportation
Authority or the Board of Supervisors intends to allocate funds
for the improvement of streets within the inoorporated cities and
the County;
NOW, THEREFORE, the City Council of the City of Anaheim
hereby requests the Orange County Local Transportation Authority
and the Board of Supervisors to allocate funds to the city of
Anaheim in the amounts specified in the City's application from
Measure M, the Arterial Highway Financing Program, (A.H.F.P.) or
the Combined Road Plan program (C.R.P.). Said funds shall be
matched by funds from said City as required and shall be used to
aid the city in the improvement of the following streets:
1. ) Harbor Boulevard - from South City Limits to Orangewood
Avenue.
This is a reconstruction project undertaken with the
City of Garden Grove to rehabilitate and overlay the
street. The City of Anaheim is the lead agency
(A.H.F.P./C.R.P. ) .
2.) Katella Avenue - from East of Douglass Road to Howell
Avenue.
This is a reconstruction project to rehabilitate and
overlay the street (A.H.F.P./C.R.P.).
3.) La Palma Avenue - from Sunkist Street to State College
Boulevard.
This is a reconstruction project to rehabilitate and
overlay the street, including an extension of the
existing storm drain and a parallel sewer necessitated
by the alignment of the existing storm drain and other
underground utility serve (A.H.F.P./C.R.P.).
4.) State College Boulevard - from La Palma Avenue to
Romneya Drive.
This is a reconstruction project to rehabilitate and
overlay the street (A.H.F.P./C.R.P.).
5.) Katella Avenue/Douglass Road Intersection Improvements.
This is a construction project to widen the street 15
feet northerly from Santa Ana River Bridge to $R-57
northbound on-ramps, including installing a parallel
storm drain in Katella Avenue from Douglass Road to the
Santa Ana River, traffic signal modifications and
overhead changeable message signs (Measure M/A.H.F.P.).
6.) East Street - from Broadway to Lincoln Avenue.
This is a construction project to widen the westerly
side of the street including traffic signal
modifications (Measure M).
7.) State College Boulevard/Orangewood Avenue Critical
Intersection.
This is a construction project to widen the
intersection to critical intersection standard to
improve traffic conditions (Measure M).
8.) Kraemer Boulevard/La Palma Avenue Critical
Intersection.
This is a Right-or-Way acquisition project to widen the
intersection to critical intersection standards to
improve traffic conditions (Measure M).
9.) Weir Canyon Road (Yorba Linda)/La Palma Avenue
Intersection.
This is a construction project to widen the
intersection to provide turning lanes to improve
traffic conditions. This is a joint project with the
City of Yorba Linda, in which the City of Anaheim acts
as lead agency (Measure M).
10.) Weir Canyon Road (Yorba Linda) - from Santa Ana Canyon
Road to La Palma Avenue.
This is a design project to widen the street to provide
one extra through lane in each direction. This is a
joint project with the City of Yorba Linda and Caltrans
in which the City of Anaheim acts as the lead agency
(Measure M).
11.) Harbor Boulevard/Chapman Avenue Intersection
Improvements.
This is a design project to widen the intersection to
provide dual left turn lanes. This is a joint project
with the City of Garden Grove with the City of Anaheim
acting as the lead agency (Measure M).
12.) Ball Road - from Euclid Street to West City Limits.
This is a reconstruction project to rehabilitate and
overlay the street (C.R.P./A.H.F.P.).
13.) Dale Avenue - from Broadway to South City Limits.
This is a reconstruction project to rehabilitate and
overlay the street (C.R.P./A.H.F.P.).
14.) Haster Street - from Katella Avenue to South City
Limits.
This is a reconstruction project to rehabilitate and
overlay the street (C.R.P./A.H.F.P.).
BE IT FURTHER RESOLVED that the Board of Supervisors of
the County of Orange and the Orange County Local Transportation
Authority are hereby requested to find that said works as set
forth above are in the general County interest.
BE IT FURTHER RESOLVED that the City of Anaheim agrees
with the basic concepts of the Arterial Highway Financing
Program; and further agrees that its share of the cost of
improvements and rights-of-way will be available for Fiscal Year
1992-1993.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 17th day of March, 1992.
