92-102 RESOLUTION NO. 92R-102 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING GENERAL PLAN AMENDMENT NO. 325 ADDING A PARKS, RECREATION AND COMMUNITY SERVICES ELEMENT TO, AND AMENDING THE ENVIRONMENTAL RESOURCE AND MANAGEMENT ELEMENT, THE LAND USE ELEMENT, AND THE CIRCULATION ELEMENT OF, THE GENERAL PLAN OF THE CITY OF ANAHEIM. WHEREAS, the City Council of the City of Anaheim did adopt the Anaheim General Plan by Resolution No. 69R-644 (hereinafter the "General Plan"), has been amended from time to time; and WHEREAS, the City has therefore initiated the following amendments to the General Plan: 1. Establish a new and separate Parks, Recreation and Community Services Element to: a) formalize goals and policies relative to parks, recreation and community services to meet the needs of Anaheim citizens; and b) identify deficiency areas for future parks and riding and hiking trail acquisition and development. 2. Amend the Environmental Resource and Management Element to: a) delete the Parks and Co~ercial Recreation Exhibit; b) delete the Recreation Element, and the Riding and Hiking Trails Element; and c) transfer Bicycle Trails from the existing Riding and Hiking Trails Element to the Circulation Element. 3. A~end the Land Use Map to reflect changes to park facilities identified in the new Parks, Recreation and Community Services Element, and to identify deficiency areas for future parks and riding and hiking trail acquisition and development. AMEND #325 4. Amend the circulation Element to: a) transfer Bicycle Trails to the Circulation Element from the existing Riding and Hiking Trails Element; and b) add Bicycle Trails as a separate exhibit. WHEREAS, the Anaheim city Planning Commission did hold a public hearing at the Anaheim Civic Center, Council Chamber, 200 South Anaheim Boulevard, on April 20, 1992, at 1:30 p.m., notice of said public hearing having been duly given as required by law and in accordance with the provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said General Plan Amendment No. 325 (GPA No. 325) and to investigate and make findings and recommendations in connection therewith; and WHEREAS, at said public hearing, the City Planning Commission did duly adopt its Resolution No. PC92-48 containing a report of its findings, a summary of the evidence presented at said hearing, and recommending that said Amendment to the General Plan designated as Amendment No. 325 be adopted by the City Council; WHEREAS, upon receipt of said Resolution, summary of evidence, report of findings and recommendations of the City Planning Commission, the City Council did fix the 19th day of May, 1992, as the time, and the City Council Chamber in the Civic Center as the place for a public hearing on said proposed Amendment No. 325 and did give notice thereof in the manner and as provided by law; and WHEREAS, the City Council did duly hold and conduct such public hearing and did give all persons interested therein an opportunity to be heard, and did receive evidence and reports and did consider the recommendations of the City Planning Commission; and WHEREAS, the City Council, after due consideration, inspection, investigation and study made by itself, and after due consideration of all evidence and reports offered at said hearing, does hereby find: 1. That the purpose of the proposed Parks, Recreation and Community Services Elements is to set forth policies, programs and standards for meeting the identified park, recreation, community, services and trails needs of the City's present and future residents. This element is intended to provide the long-term policy framework for the implementation of specific programs that the City will pursue in improving and expanding its parks, recreation and community services, and trails system. AMEND #325 2. That the proposed Parks, Recreation and Community Services Element contains a Riding and Hiking Trails Master Plan which updates and replaces, in its entirety, the current Riding and Hiking Trails Element of the Environmental Resource and Management Element of the General Plan; and that the location and alignment of Bicycle Trails are also removed from therefrom and transferred to the Circulation Element to provide greater opportunities for bicycle trail implementation in conjunction with the circulation system specified by the General Plan. No charges in alignment and/or type of bicycle trails are proposed by this amendment. 3. That "trails heads" are proposed in general locations on the Riding and Hiking Trails Master Plan. These facilities are located where resting and/or staging areas are desirable at the beginning or end of a trail. Trail heads will provide trail users with amenities such as parking, hitching posts, water, picnic facilities, shade and trail signage. 4. That, when completed, the trails system will provide approximately 53 miles of regional, backbone and feeder trails within the City of Anaheim° The existing Riding and Hiking Trails Element (adopted in 1976) provides approximately 58 miles of trails. Approximately 27 miles of trails have been implemented to date. The proposed Riding and Hiking Trails Master Plan deletes several trails due to problems with topography, acquisition, construction and/or the selection of better route alternatives, thereby accounting for the reduction in trail mileage. 5. That the proposed Parks, Recreation and Community Services Element and corresponding amendments have been reviewed and concurred with by the Parks, Recreation and Community Services Department's Park and Recreation Commission, the Community Services Board, the Youth Commission and the Senior citizen Commission. Each such Board and Commission has recommended that the City Council approve the proposed Parks, Recreation and Community Element and the corresponding amendments to the Environmental Resource and Management Element, the Land Use Element and the circulation Element of the Anaheim General Plan. CALIFOP~;IA ENVIRONMENTAL OUALITY ACT FINDING: That the Anaheim city Council has reviewed the proposed Parks, Recreation and Community Services Element; and the proposed amendments to the Environmental Resource and Management Element, the Land Use Element and the Circulation Element of the City of Anaheim General Plan; and does hereby approve a mitigated Negative Declaration and adopt the Mitigation Monitoring Program pursuant to Section 21081.6 of the Public Resources Code on the basis that: 1. The City Council has reviewed the proposed project (GPA No. 325), the initial study and Mitigation Monitoring AMEND #325 Program No. 049 attached to Planning Commission Resolution No. PC92-48 together with any comments received during the public review process; 2. There is no substantial evidence that the proposed project will have a significant effect on the environment; 3. When considering the record as a whole, there is no evidence that the proposed project will have any potential for adverse effect, individually or cumulatively, on wildlife resources or the habitat upon which the wildlife depends as defined in Section 711.2 of the Fish and Game Code; and 4. The Mitigated Negative Declaration reflects the independent judgement of the lead agency. NOW, THEREFORE, BE IT RESOLVED, that pursuant to the above findings, the Anaheim city Council does hereby adopt General Plan Amendment No. 325 incorporating the new Parks, Recreation and Community Services Element into the Anaheim General Plan and amending the Environmental Resource and Management Element, the Land Use Element and the Circulation Element of the Anaheim General Plan as heretofore set forth. BE IT FURTHER RESOLVED that the Planning Department be, and it is hereby, instructed to amend the General Plan Map to conform to General Plan Amendment No. 325 as herein adopted and approved.
