A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
APPROVING A LETI'ER OF UNDERSTANDING BETWEEN THE
INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS,
LOCAL 47 AND THE CITY OF ANAHEIM.
WHEREAS, the Labor Relations Director met and conferred with officials and
employee representatives of the International Brotherhood of Electrical Workers, Local
47, on the Impact of the Public Utilities Systems Operations Reorganization Plan; and
WHEREAS, as a result thereof, a Letter of Understanding, dated April 23,
1992, delineates an agreement reached on the subject of the Impact of the Public
Utilities Systems Operations Reorganization Plan, on affected bargaining unit
employees represented by the International Brotherhood of Electrical Workers, Local
47.
WHEREAS, the City Council of the City of Anaheim does find that it is in the
best interests of the City of Anaheim to approve said Letter of Understanding.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Anaheim
that the Letter of Understanding datsd April 23, 1992, between the International
Brotherhood of Electrical Workers, Local 47 and the City of Anaheim copies of which
are hereto attached and incorporated by reference herein, are approved.
THE FOREGOING RESOLUTION Is approved and adopted by the City Council of the

LETTER OF UNDERSTANDING
BETWEEN THE CITY OF ANAHEIM
AND
THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS,
LOCAL NO. 47
In accordance with Article 9 of the Memorandum of Understanding,
the parties have met and conferred concerning the impact of the
Public Utilities Systems Operations Reorganization Plan and have
reached an understanding, effective April 24, 1992, as follows:
1. Standby duty for System Operators.
o Guidelines for calling out the standby Systems Operations
employees will be developed and issued by July 2, 1992.
o Substitution of standby duty is permitted between
off-duty personnel.
2. Rotation schedules for affected employees.
o Alternate work schedules, which will result in no
additional cost to the Public Utilities, will be jointly
studied for the Systems Operations Division employees,
with a target of July 3, 1992 for implementation.
o Three person/three week, 8-hour shift rotation for
Control Center Dispatcher.
o Dennis Lambert and each Utilities Systems Operator (8) is
granted 24 hours credit against his adjusted hours
balance as new work schedules are implemented.
3. Wage rates for Control Center Dispatchers and Systems
Operators.
o Salary relationship of the job classification of
Utilities Systems Operator adjusted to 107% of line
mechanic.
o Wages in Appendix A of the Memorandum of Understanding
for the job classification of Utility Systems Operator is
adjusted to Schedule No 2641 BME (22.81 - 26.41).
4. Mitigation for adverse financial impact on demoted
employees.
o The city's Severance Pay Plan remains available to
eligible employees in accordance with the terms and
conditions of the Severance Pay Plan.
o The City shall set aside a lump sum amount of $10,000.00
as mitigation to the Senior Systems Operators reassigned
City's best, last and final offer - 4/22/92 Page 2
April 24, 1992. Palrments to individual employees will be
made in amounts determined by the I.B.E.W., and will be
paid by the end of the second payroll period in May,
1992, and upon execution of a settlement agreement by
individual employees receiving payment.
o The one remaining Area Distribution Operator will
continue to be assigned to the Utilities Systems
Operations Division until July 2, 1992. Effective
July 3, 1992 he will be reassigned according to the
Layoff and Reemployment article of the MOU between the
City and the I.B.E.W.
5. Safety issues posed by elimination of Senior System
Operators.
o The Systems Operations Division will take steps to
mitigate the safety concerns of the Utilities Systems
Operators because of their working alone in the Control
Center.
- The Systems Operations Division will modify procedures
and install hardware/software;
- Subsequent safety concerns will be referred to a Task
Force comprised of both management and non-management
Utilities Systems Operations employees for their review
and recommendation(s) to the Systems Operations Manager.
o The Area Distribution Operator will be assigned to work
'midshift', including weekends until the end of his
scheduled workday on July 2, 1992;
o Vacant weekend Area Distribution Operator shifts will be
filled with available Control Center Dispatchers on the
weekends whenever available, until July 2, 1992;
At such time as the Area Distribution Operator leaves the
Systems Operations Division then the 'midshift' Control
Center Dispatcher will be assigned to a temporary work
schedule of Saturday through Wednesday until September
10, 1992 to provide the Utilities Systems Operators a
transition period. Vaoant weekend Control Center
Dispatcher shifts will be filled with available Control
Center Dispatchers until July 2, 1992;
This temporary work schedule will not extend beyond
September 10, 1992. Effective September 11, 1992 the
'midshift' Control Center Dispatcher will be scheduled to
work as deemed appropriate (probably midshift Monday
through Friday) by the management of the Systems
Operations Division;

During the term of this temporary work schedule and after
July 2, 1992, the 'midshift' Control Center Dispatcher
may be reassigned to another work schedule to fill vacant
shift(s) of other Control Center Dispatcher(s);
After July 2, 1992 if the 'midshift' Control Center
Dispatcher temporarily scheduled to work weekends is away
from work, or scheduled to provide for relief of other
Control Center Dispatcher(s), any vacant shift will be
filled at the discretion of the management of the Systems
Operations Division of the Public Utilities Department.
6. The grievances previously filed by the I.B.E.W. concerning
Staffing/Vacant Shift Issues and Standby, but may not be
limited to: 91-124, 92-012, 92-021, 92-025, 92-017, 92-005,
91-102, 92-023 and others that may have been filed on a 'for
record only' basis, are resolved.
7. Nothing in this Letter of Understanding between the parties
is intended to mitigate nor limit the rights of either party
as conveyed by law, or as delineated by the Memorandum of
Understanding between the parties, unless expressly ceded by
this Letter of Understanding.
