A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM AUTHORIZING THE SUBMITTAL
..~. OF A FUEL EFFICIENT TRAFFIC SIGNAL
MANAGEMENT PROGRAM GRANT APPLICATION
WHEREAS, the City of Anaheim recognizes that it is
in the interest of the national economy to promote the conser-
vation of energy resources and to reduce our nation's
dependence on costly foreign oil; and
WHEREAS, fuel efficient traffic signal management
by the City of Anaheim will provide benefits to the local
community in the form of improved traffic flow, reduced fuel
consumption, reduced vehicle operating costs, reduced air
pollutant emissions, and improved safety due to smoother
flow; and
WHEREAS, funds have been established and are available
through the California Department of Transportation for grants
to local governments for efficient traffic signal management
projects.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that authorization is given for the
submittal of an application to the California Department of
Transportation for a Fuel Efficient Traffic Signal T~ianag~~ment
grant, and the City r'Ianager of the City of Anaheim is hereby
authorized and empowered to execute in the name of the City of
Anaheim all necessary applications, contracts, and agreements
to implement and carry out the purposes specified in this reso-
lution.

has ended?
The City of Anaheim plans to maintain the TRANSYT computer program and
data files on the Traffic Engineering Division's PC computer and
..~- periodically review (2 to 5 years) depending on traffic volume or
street changes. The initial data collection will make subsequent studies
of the system easier.

(Note: Prior experience with the TRANSYT model is not required.)
Donald W. Dey - Assistant Traffic Engineer
Has prior training on the TRANSYT-7F computer model and was Project
Manager for a 28 signal retiming project using TRANSYT-7F.
Don Unruh / Paul Nausedat - Traffic Signal Technicians
Responsible for maintaining signal operation. They will be collecting
current signal timing information and implementing timing changes
generated by this study.
Curt Breusing - Traffic Engineering Aide
Working under the guidance of the Project Traffic Engineer, he
will be coding the data into the computer.

The proposed project intersection's currently operate as a coordinated
_..~. arterial system controlled by "Flow Interconnect." The City with its
current plans to hardwire interconnect all of its signals, is very
interested in analysing signal timing stratagies by fixed cycle length
(TRANSYT) and variable cycle length (Flow Interconnect).
