A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM EXPRESSING ITS DISFAVOR TO ADDING
A 10 -LANE ALTERNATIVE TO THE SANTA ANA TRANS-
PORTATION CORRIDOR STUDY (SATCS).
WHEREAS, the City of Anaheim supports realistic and expedi-
tious implementation of improvements on the Santa Ana Freeway; and
WHEREAS, the adopted Stage I alternative from the Santa Ana
Transportation Corridor Study (SATCS) includes expansion of the Santa
Ana Freeway to 8 lanes while staying predominantly within existing
freeway right -of -way; and
WHEREAS, a 10 -lane analysis has been conducted and the over-
riding conclusion is that it would add significant cost, disruption
to homes and businesses, and delay completion of the SATCS by as long
as one year as the trade -off for adding more car -lane capacity to the
Santa Ana Freeway; and
WHEREAS, the present 8 -lane alternative has the flexibility
of being striped for 10 lanes (except under freeway interchanges) or
ample median area for placement of an elevated busway at a later
date; and
WHEREAS, to date the consensus has been for the SATCS to
focus on .realistic freeway improvements. The fiscal austerity facing
the federal, state and local governments do not allow for more grandi-
ose planning if Orange County is to expeditiously implement improve-
ments on the Santa Ana Freeway; and
WHEREAS, the goal of the 8 -lane alternative is to be fully
implemented by the year 1995; and
WHEREAS, it would be significantly beyond 1995 before a
10 -lane alternative could be fully implemented; and
WHEREAS, the Multi -Modal Study has identified the future
travel demands of the Santa Ana Freeway to be 14 lanes; and
WHEREAS, the proposed 10 -lane alternative ignores elevated
busways or double decking as a means of gaining 10 lanes or greater
carrying capacity thereby precluding a comprehensive analysis of
alternatives to the proposed physical widening of the Santa Ana
Freeway; and
WHEREAS, full analysis of a 10 -lane alternative would sig-
nificantly change the scope and time horizon of the SATCS.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Anaheim that it is hereby recommended to the Orange County
Transportation Commission that full analysis of a 10 -lane alterna-
tive not be included in the Santa Ana Transportation Corridor Study
( SATCS).
BE IT FURTHER RESOLVED that the SATCS should identify
expansion of the Santa Ana Freeway beyond 8 lanes as a subject
worthy of separate and comprehensive analysis as a long range solu-
tion to the future travel demands of the Santa Ana Freeway.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 15th day of June, 1982.
