1982-355RESOLUTION NO. 82R -355 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDING RATES, RULES AND REGULATIONS FOR THE SALE AND DISTRIBUTION OF WATER AS ADOPTED BY RESOLUTION NO. 72R -600 AND AMENDED BY RESOLUTION NOS. 73R -255, 73R -387, 73R -532, 74R -433, 75R -315, 75R -469, 75R -479, 76R -378, 78R -418, 78R -419, 78R -459, 79R -643, 80R -304, 81R -124, AND 81R -402. WHEREAS, the City of Anaheim maintains a water distribution system for the furnishing of water to residents and inhabitants of the City of Anaheim and has adopted Water Rates, Rules and Regulations for the sale and distribution of water; and WHEREAS, it is the policy of the City Council that Anaheim's Water Utility shall be self - supporting from charges made by the City for water fur- nished to consumers and for services rendered in connection therewith; and WHEREAS, the Public Utilities Board held a public hearing on June 17, 1982 and evidence was presented in connection with the proposed revisions of water rates and fees; and WHEREAS, the Public Utilities Board considered the California Environmental Quality Act and made the following findings: 1. The largest single item requiring a revenue increase considering the test period of July 1, 1982 through June 30, 1983 is water supply at an estimated $5,702,000. 2. Other operating expenses and capital expenditures estimated to cost $12,432,000 are due to labor cost increases and higher material costs. 3. Debt service requirements and an increase in reserve amounts estimated to cost $2,007,000 are required to meet financial reserves and re- quirements. 4. The transfer to the general fund in an amount estimated to be $443,000 is authorized by the City Charter and constitutes an Intra -City transfer. 5. The fee increases for temporary service, service connections, meter installations, inspection services, plan check services, and primary distribution main extensions are due to labor cost increases and higher material costs. 6. The matters covered in 1 through 5 above come within Section 21080 (b) (8) of the Public Resources Code of the State of California thus the establishment of these rates are exempt from the California Environmental Quality Act. WHEREAS, a Notice of Hearing was published as follows: 1. On June 9, 10 and 11, 1982, notice of the public hearing on water rates was published in the Anaheim Bulletin and proof thereof is on file with the Secretary of the Public Utilities Board. 2. On June 9, 10 and 11, 1982, notice of the public hearing on water rates was published in the Santa Ana Register and proof thereof is on file with the Secretary of the Public Utilities Board. 3. On June 9, 10 and 11, 1982, notice of public hearing on water rates was published in the Orange County Edition of the Los Angeles Times and proof thereof is on file with the Secretary of the Public Utilities Board. WHEREAS, the Public Utilities Board has considered the proposal of the Public Utilities Department and has considered the evidence presented at the public hearing; and WHEREAS, the Public Utilities Board has made the following findings with respect to the need for an increase in the water rates: 1. The Water System revenue requirement of the Anaheim Public Utilities Department will be established, as set forth below, on the basis of projections for a Test Period consisting of the twelve months July 1, 1982 through June 30, 1983. 2. A reasonable estimate of the revenue requirement for water supply costs for the test period is $5,702,000 as shown in Exhibit DLA -1. 3. A reasonable estimate of the revenue requirement for other operating expenses for the test period is $4,999,000 as shown in Exhibit DLA -1. 4. A reasonable estimate of the revenue requirement for capital expendi- tures for the test period is $7,433,000 as shown in Exhibit DLA -l. 5. A reasonable estimate of the revenue requirement for debt service and reserve increases for the test period is $2,007,000 as shown in Exhibit DLA -1. 6. A reasonable estimate of the revenue requirement for transfer to the General Fund for the test period is $443,000 as shown in Exhibit DLA -1. 7. A reasonable estimate of the revenue requirement offsets due to other water revenues and interest income for the test period is $8,423,000 as shown in Exhibit DLA -l. 8. A reasonable estimate of the revenue requirement due to working capital increase for the test period is $425,000 as shown in Exhibit DLA -1. 9. An estimated revenue requirement of $12,586,000 as set forth below, is appropriate for the test period: ITEM Water Supply Costs Other Operating Expenses Capital Expenditures Debt Service & Reserve Increase Transfer to General Fund Less: Other Water Revenue and Interest Income Plus: Working Capital Increase REVENUE REQUIREMENT (Thousands) $ 5,702,000 4,999,000 7,433,000 2,007,000 443,000 (8,423,000) 425,000 Total Revenue Requirement $12,586,000 10. It is appropriate to perform a cost -of- service study in order to determine the allocated revenue requirement for the test period for the following customer classes: Single - Family Residential; Multi- Family Residential; Residential Outside City; Commercial/ Industrial; Municipal; Irrigation; and Private Firelines. 11. The customer class revenue requirements as determined on the basis of a cost -of- service analysis are shown in Exhibit RWE -3 and are appro- priate. The estimated total allocated annualized revenue requirement of $12,745,000 as set forth below includes $159,000 to provide for revenue lag and is appropriate. Section 1221 of the City Charter provides that utility rates charged to a class of consumers shall be uniform within the class and shall be based on cost -of- service for the class. 13. On the basis of the preceding finding, the class revenues under the proposed rates as shown in Exhibit RWE -1 are reasonable and appropriate: Customer Class Revenues At Proposed Rates (Thousands) Revenues At Proposed Rates As A % Of Revenues Based On Cost -Of- Service Single - Family Residential $ 5,832 100.0 Multi- Family Residential 2,343 100.0 Residential Outside City 290 100.3 Commercial /Industrial 3,578 100.0 Municipal 354 100.0 Irrigation 147 100.0 Private Firelines 201 99.5 Total $12,745 100.0 14. Citizens are concerned about lifeline rates. As a result of statements made by citizens at the public hearing, there is public concern with respect to the current lifeline policy of electric rates and interest in the possibility of establishing lifeline water rates. WHEREAS, based on the findings hereinabove made, the Public Utilities Board of the City of Anaheim recommended to the City Council that the Council adopt the findings of the Public Utilities Board with respect to the matters contained herein and adopt the water rates and fees as proposed and authorize the Board to appoint an Ad Hoc citizens committee to study the lifeline policies of the water and electric utilities. WHEREAS, the City Council has considered the evidence and concurs with the findings of the Public Utilities Board as set forth hereinabove. NOW, THEREFORE BE IT RESOLVED that the findings of the Public Utilities Board be, and they are hereby, adopted by the City Council of the City of Anaheim. BE IT FURTHER RESOLVED by the City Council of the City of Anaheim that the Water rates, Rules and Regulations adopted by City Council Resolution Nos. 72R -600 and amended by City Council Resolution Nos. 73R -255, 73R -387, 73R -532, 74R -433, 75R -315, 75R -469, 75R -479, 76R -378, 78R -418, 78R -419, 78R -459, 79R -643, 80R -304, 81R -124 and 81R -402 be amended as follows, to wit: CITY OF ANAHEIM Water Uti Post Office box 3222 Anaheim, California 92803 Page No. ii RATES, RULES AND REGULATIONS TABLE OF CON'PENTS (Continued) (Continued) ISSUED BY Gordon W W Hoyt Effective by Resolution No. 82R -355 Dated 6/29/82 General Manager Superseding Resolution No. 81R -402 Dated 8 -25 -81 AT - 30 EFFECTIVE TITLE DATE; PAGE NO. AMOUNT OF HIGH ELEVATION ADJUSTMENT (Continued 2) The pumping surcharge amount is then computed by dividing the cost per A.F. by 435.6 hundred cubic feet per A.F. and this result divided by the system loss factor as follows, for July 1, 1980: ($47.36 . 435.6) . .901* = $0.121 per A.F. *See Section on SYSTEM LOSS FACTOR (Schedule W -CA, Section 1, Page 2.1.7) for method used to compute the system loss factor. 3) The amount of the high elevation commodity adjustment and the data elements required to compute the commodity adjustment shall be shown in the HIGH ELEVATION PUMPING SURCHARGE SUMMARY Section each time commodity adjustment is changed during the fiscal year. E. APPLICATION OF HIGH ELEVATION PUMPING SURCHARGE The high elevation pumping surcharge for all rate schedules shall be adjusted as necessary by the Utilities General Manager to reflect the pumping cost per A.F. of water in the high elevation area.
