A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
APPROVING A LET'~'ER OF UNDERSTANDING BETWEEN THE
INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS,
LOCAL 47 AND THE CITY OF ANAHEIM.
WHEREAS, the Labor Relations Director met and conferred with officials
and employes representatives of the International Brotherhood of Electrical
Workers, Local 47, on the impact of the Public Utilities Department's
determination to use contract services to perform water meter repair; and
WHEREAS, as a result thereof, a Letter of Understanding, dated June
25, 1992, delineates an agreement reached on the subject of the Impact of the
Public Utilities Department's determination to use contract services to perform
water meter repair.
WHEREAS, the City Council of the City of Anaheim does find that is in
the best Interests of the City of Anaheim to approve said Letter of
Understanding.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Anaheim that the Letter of Understanding dated June 25, 1992, between the
International Brotherhood of Electrical Workers, Local 47 and the City of
Anaheim copies of which are hereto attached and incorporated by reference
herein, are approved.
THE FOREGOING RESOLUTION Is approved and adopted by the City Council

LETTER OF UNDERSTANDING
BETWEEN THE CITY OF ANAHEIM
AND THE
INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS,
LOCAL NO. 47
In accordance with Article 9, Meet and Confer, of the Memorandum of
Understanding, the parties have met and conferred concerning the impact of
the Public Utilities Department's determination to use contract services to
perform water meter repair work and have reachsd an understanding, effective
June 25, 1992 as follows:
1. All employees assigned, as of the date of this letter of
understanding, to water meter repair work, except David
Hoskins, shall be laid off or reassigned as provided for
under Article 30, Layoff and Reemployment, of the Memorandum
of Understanding between the parties, dated July, 1989
~ through July, 1992.
2. David Hoskins shall retire on December 18, 1992.
3. The City agrees to defer the layoff and reassignment of David
Hoskins until December 19, 1992.
4. The City shall pay severance pay to David Hoskins, under the
provisions. of City Council Resolution 91R-112, as amehded.
5. The wage rate currently paid to David Hoskins as Water Meter
Working Supervisor shall remain in effect through December
18, 1992; except that David Hoskins shall receive any
enhancement in wages or benefits agreed to during the current
collective bargaining negotiations between the parties
providing David Hoskins continues active employment with the
City up to the effective date of his retirement.
6. Post retiremen{ medical benefits shall be provided to David
Hoskins as identified by the provisions of the Memorandum of
Understanding between the parties, effective July, 1989
through July, 1992.
7. In the event that any of the provisions of No. 3 through No.
6 above are not met, or in the event that P.E.R.S. does not
provide David Hoskins with Military Service Credit, then
David Hoskins, may at his option, rescind his application for
retirement and exercise his layoff and reassignment rights
under the applicable Memorandum of Understanding between the
parties. In which case David Hoskins shall remit to the City
any difference In monies paid to him by the City and monies
he would have otherwise earned by being reassigned at the

same time the other water meter repair employees were laid
off or reassigned on or about July 3, 1992.
8. Nothlng in this letter of Understanding between the parties
Is intended to mitigate nor limit the rights of either party
as conveyed by law, or as delineated by the Memorandum of
Understanding the between the parties, unless expressly ceded
by this Letter of Understanding.
