A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM AMENDING RATES, RULES AND REGULATIONS
FOR THE SALE AND DISTRIBUTION OF WATER AS
ADOPTED BY RESOLUTION NO. 72R-600 AND AMENDED BY
RESOLUTION NOS. 73R-255, 73R-387, 73R-532, 74R-433,
75R-315, 75R-469, 75R-479, 76R-378, 78R-418, 78R-419,
78R-459, 79R-643, 80R-304, AND 81R-124.
WHEREAS, the City of Anaheim maintains a water
distribution system for the furnishing of water to residents
and inhabitants of the City of Anaheim and has adopted Water
Rates, Rules and Regulations for the sale and distribution of
water; and
WHEREAS, it is the policy of the City Council that
Anaheim's Water Utility shall be self-supporting from charges
made by the City for water furnished to consumers and for
services rendered in connection therewith; and
WHEREAS, the Public Utilities Board held a public
hearing on July 30, 1981 and evidence was presented in
connection with the proposed revisions of water fees; and
WHEREAS, the Public Utilities Board considered the
California Environmental Quality Act and made the following
findings:
1. The fee increases for temporary service, service
connections, meter installations, inspection services,
plan check services, primary distribution main extensions,
and fire hydrant charges are due to labor cost increases
and higher material costs.
2. The matters covered above come within Section
21080(8) of the Public Resources Code of the State
of California thus the establishment of these fees
are exempt from the California Environmental
Quality Act.
WHEREAS, a Notice of Hearing was published as follows:
1. On July 15, 16 and 17, 1981, a notice of the public
hearing on water rates and fees was published in the
Anaheim Bulletin and proof thereof is on file with
the Secretary of the Public Utilities Board.

2. On July 15, 16 and 17, 1981, notice of the public
hearing on water rates and fees was published in the
Santa Ana Register and proof thereof is on file with
the Secretary of the Public Utilities Board.
3. On July l5, 16 and 17, 1981, notice of the public
hearing on water rates and fees was published in the
Orange County Edition of the Los Angeles Times and
proof thereof is on file with the Secretary of the
Public Utilities Board.
WHEREAS, the Public Utilities Board has considered the
proposal of the Public Utilities Department and has considered the
evidence presented at the public hearing; and
WHEREAS, the Public Utilities Board has made the
following findings with respect to the need for an increase in
the water fees:
1. The City is obligated by its Charter to establish
rates and collect charges for water service based on
the cost to provide that service to its customers.
The present fees for service connections, meter
installations, inspection services, plan check services,
primary distribution main installations, temporary
permits, temporary meter deposits and fire hydrants are
inadequate to recover the incurred expenses.
2. Reasonable estimates of the cost to furnish and
install 5/8" x 3/4", 1", 1-1/2", and 2" meters with
service laterals and meter boxes are $710, $750,
$1,345, and $1,440, respectively.
3. Reasonable estimates of the cost to furnish and
install 5/8" x 3/4" and 1" meters with 1" service
laterals are $65 and $110, respectively.
4. Reasonable estimates of the cost to furnish and
install 1-1/2" and 2" meters with 2" service laterals
are $275 and $375, respectively.
5. A reasonable estimate of the cost of inspecting
and plan checking is $27 per hour.
6. A reasonable estimate of the cost for primary
distribution main installation is $1,328 per acre.
7. Reasonable deposits for 2" and 2-1/2" and larger
temporary meters are $265 and $450, respectively.

$. Reasonable estimates of the cost to issue permits
for metered and unmetered temporary services are $20
and $12, respectively.
9. A reasonable estimate of the cost to install or
remove a temporary meter is $70.
10. Reasonable estimates of the cost of installing
fire hydrants are as follows:
a. Installed on one side of a right-of-way to
serve both sides of a right-of-way, $3.50 per
foot on property which fronts this right-of-way.
b. Installed on both sides of a right-of-way,
$7.00 per foot on property which fronts on this
right-of-way.
c. Installed on one side of a right-of-way to
serve only one side of right-of-way, $7.00
per foot on property which fronts on this
right-of-way.
WHEREAS, the Public Utilities Board has made the
following finding with respect to Proposition 4, Limitation of
Government Appropriations:
The proposed water fee increases meet the guidelines
of Proposition 4, Limitation of Government Appropriations
(Gann Initiative) which became effective July 1, 1980. Such
charges meet the following criteria:
1. The charges do not exceed the cost of the service,
and,
2. The charges provide bonded indebtedness payment
for all debt existing on January 1, 1979 and voter
approved debt thereafter; and
WHEREAS, based on the findings hereinabove made, the
Public Utilities Board of the City of Anaheim recommended to
the City Council that the Council adopt the findings of the
Public Utilities Board with respect to the matters contained
herein and adopt the water fees as proposed; and
WHEREAS, the City Council has considered the evidence
and concurs with the findings of the Public Utilities Board as
set forth hereinabove.

NOW, THEREFORE BE IT RESOLVED that the findings of the
Public Utilities Board be, and they are hereby, adopted by the
City Council of the City of Anaheim.
BE IT FURTHER RESOLVED by the City Council of the City
of Anaheim that the Water Rates, Rules and Regulations adopted
by City Council Resolution No. 72R-600 and amended by City
Council Resolution Nos. 73R-255, 73R-387, 73R-532, 74R-433,
75R-315, 7.5R-469, 75R-479, 76R-378, 78R-418, 78R-419, 78R-459,
79R-643, 80R-304 and 81R-124 be amended as follows, to wit:

TEMPORARY SERVICE
A. CONDITIONS OF SERVICE
The City shall, if no undue hardship to its existing customers will
result therefrom, furnish temporary service for construction work,
circuses, Christmas tree lots, bazaars, fairs, plumbing pressure
testing, or other similar uses, that because of their nature will
not be used steadily or permanently. All such services shall be
subject to the following conditions:
1. Application for temporary service with appropriate deposit shall
be made to the Utility. The deposits for temporary service shall
be refunded after charges for permits, water consumption, loss
or damage of meter and fittings, and installation and removal
charges have been deducted at the termination of service.
2. Temporary service connections may be terminated at any time,
and will be made at the discretion of the Utility,
3. Charges for loss or damage to meter and fittings will be based
upon current prices.
4. Temporary services shall generally be taken from existing
outlets on the water system or from fire hydrants designated
by the Utility. Any special outlets shall be installed at the
customer's expense.
5. Backflow prevention devices, and approved plumbing materials may
be required for certain types of uses, and shall be installed
at the customer's expense.
6. An Eddy Valve will be required on all fire hydrant connections.
B. METERED SERVICES
Generally all temporary services will be metered, and will be subject
to the following conditions:
1. Deposits for metered services shall be as follows:
a• 2" and smaller meters $265.00
b. 22' and larger Meters .$450.00

2. Permit fees for metered services shall be $20.00.
3. If the meter is installed and removed by the Utility, the charge shall
be $140.00. If the meter is installed only, or removed only by the
Utility, the charge shall be $70.00
4. Temporary meters may be moved from one location to another, only
with the approval of the Utility.
C. UNMETERED SERVICES
If in the opinion of the Utility, the setting of a temporary meter is
impractical or uneconomical, a temporary unmetered service connection
can be made. Unmetered connections will be subject to the following
conditions.
1. Fees for unmetered services, other than spacers, shall be as follows:
a. Permit Charge - $12.00
b. Commodity charge - based on current rate and estimated quantity
to be used.
2. For subdivisions requiring two inch or smaller meters, spacer
connections may be provided for the purpose of pressure testing
and for eliminating damage to permanent meters during the grading
of parkways. A maximum period of use is ninety (90) days,
subject to extension by the Utility. After the expiration of the
permit, the Utility may remove the spacers and install the meters.
A meter must be installed before any landscaping is done or the
dwelling is occupied. There will not be any permit fees for spacer
connections.
D. RATES
Rates for temporary service shall be as specified in Rate Schedule W-T.

4. Primary Distribution Mains
a. Primary Distribution Mains which supply water to all areas of
the system shall be paid for by acreage fees assessed on all
properties in the system except those properties excluded in
(1) above. The fees will be based upcn gross acreage served
by domestic water service and/or fire protection, and will be
due at the time application for water service is made, or the
property is developed. This does not apply to application for
temporary or irrigation service. The water main extension fees
shall be $1328 per acre.
The above fees will be calculated to the nearest one hundredth
(.Ol) acre.
Publicly-owned facilities such as freeways, flood control
channels, and water spreading basins may not be required to
pay the water main extension fees if water service for these
properties is not required. If a portion of these facilities
require water service, the water main extension fees shall be
paid on that portion requiring service.
b. When a Primary Distribution Main must be extended to a new
subdivision or development, the Utility will extend the main
up to five hundred (500) feet. If an extension greater than
500 feet is required, the developer will pay for the extension
that is in excess of 500 feet, in addition to the normal water
main extension fees. The developer's portion of the cost shall
be reimbursed to him witi~out interest as acreage fees are col-
lected from others connecting to the extended main within a
refund area designated by the Utility at the time the advance
is made. The reimbursement agreement shall be in effect for a
period of ten (10) years. In no case shall the reimbursement
exceed the developer's cost of the extension.

5. Secondary Distribution System (Continued)
d. The Utility shall charge an Inspection Fee of $27.00 per hour
for time spent inspecting the Secondary Distribution System
installed by a developer or his contractor. The developer
shall pay this fee prior to final acceptance of these water
improvements.
e. The Utility shall charge a Plan Check Fee of $27,00 per hour
for time spent checking or reviewing plans for additions to
the Secondary Distribution System. The Utility shall estimate
the Plan Check Fees when plans are first submitted, and this
estimated cost shall be deposited before plan check or plan
review begins. When the plan check process is completed, the
Utility shall collect or refund the difference between the
estimated cost and the actual cost of plan check.
6. Main Enlargements - When the Utility's present distribution systems
will not meet the water demands of a customer or developer, the
customer or developer may be required to pay the cost of any
necessary main replacement, less credit for the expired life of
the existing main.

SERVICE CONNECTIONS, METERS, AND CUSTOMER'S FACILITIES
A. GENERAL
1. For all services, other than those where the developer is installing
the main, the Utility shall furnish and install the service connection,
meter and meter box after application is made and all applicable fees
are paid.
2. In new subdivisions, and in other cases where the developer installs
the mains, the developer shall furnish and install the service con-
nection and meter box, and the Utility shall furnish and install the
meter.
3. The service connection, meter, and meter box will generally be in-
stalled at a convenient location between the curb or edge of pavement
and the property line. If it is considered impractical to install
the facilities in this location, they may be installed upon the
customer's premises, in which case an easement will be required.
4. The service connection will generally determine the point of delivery
of water service to the customer.
B. SERVICE CONNECTION AND WATER METER INSTALLATION CHARGES
1. For service connections and water meter installations under (3) and
(4) below, all materials shall be furnished and installed by the
Water Division.
2. For service connections and water meter installations under (5)
and (6) below, the service connection and meter box shall be
furnished and installed by the developer in accordance with Water
Division specifications. The meter shall be furnished and installed
by the Water Division. It is intended that (5) and (6) below apply
to new subdivisions and other developments where the developer is
installing the in-tract water distribution facilities.
3. Inside City Limits (Where Utility Installs Main):
1 inch service with 5/8 x 3/4 inch meter $ 710.00
1 inch service with 1 inch meter 750.00
2 inch service with 1 1/2 inch meter 1,345.00

services and fire lines.
a. All connections larger than two inch and any special service,
including fire lines shall be made at the developer's expense.
All labor, equipment, and material to be furnished by the
developer.
b. Request for such services shall be made to the Public Utilities
Department, Water Engineering Division. A $750.00 deposit is
required to cover the cost of plan checking and inspection.
9. Increase in existing service and/or meter size.
In the event a customer is required or requests a larger service.
connection and/or meter for his property, the fees as stated in
Sections 3 and 5 above will apply. The credit value for salvaging the
meter and box will be used for the cutting and plugging of the old

C. CUSTOMER'S RESPONSIBILITY
The customer, as a condition precedent to receiving service shall:
1. Furnish and lay the necessary piping to make the connection to the
place of consumption.
2. Provide a main valve on the piping between the service connection and
the point of customer use, as per Development Services Department
Standards.
3. Provide a bacteria clearance certificate for services 3 inch and
larger, except fire lines.
D. OWNERSHIP AND ABSENCE OF RENTAL OBLIGATION WHERE FACILITIES ARE ON
PREMISES OF CUSTOMER
1. The service pipe, curb stop, meter, and meter box located wholly
or partially upon a customer's premises are the property of the
Utility.
2. No rent or other charge will be paid by the Utility where the
Utility-owned service facilities are located on a customer's
premises.
Eo ACCESS TO PREMISES OF CUSTOMER
la The Utility shall at all reasonable hours have access to meters,
service connections and other property owned by it which may be
located on customer's premises for purposes of installation,
meter reading, maintenance, operation or removal of the property
at the time service is to be terminated. The customer's system
should be open for inspection at all reasonable times to
authorized representatives of the Utility.

RULE N0. 20
FIRE PROTECTION
A. PRIVATE FIRE PROTECTION
1. Private fire protection services will be provided under the conditions
specified in RULE N0. 16, "Service Connections, Meters, and Customer's
Facilities."
2. The rates for private fire protection services are specified in RATE
SCHEDULE W-PFL, "Private Fire Line Service."
B. PUBLIC FIRE PROTECTION
1. The location of all public fire hydrants shall be determined by the
Utility and the City of Anaheim Fire Department.
2. Where public fire hydrants are installed on Primary Distribution
Mains, the cost for these hydrants shall be borne by the property
benefitting from these hydrants according to the following rules:
a. Where hydrants of standard spacing are installed on one side
of a right-of-way to serve both sides of a right-of-way, there
shall be a front footage of 53.50 per foot on property which
fronts this right-of-way. Street intersections shall not be
included in the calculation of the fees, however, corner lots
will be required to pay the appropriate charges on each side
of a lot.
b. Where hydrants of standard spacing are installed on both sides
of a right-of-way, the front footage charge shall be $7:00 per
foot. Street intersection and corner lots shall be treated as
outlined in (a.) above,
c. Where hydrants of standard spacing are installed to serve only
one side of a right-of-way, the front footage charge shall be
$7,p0 per foot.
d. The above fees are due at the time application for water service,
other than temporary, is made or the property is developed.
3. If public fire hydrants, in addition to those of a standard spacing,
are requested by a customer or required by the City of Anaheim Fire
Department as a condition of development, the Utility may install
these hydrants at the customer's expense.
