A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM AMENDING THE RATES, RULES AND REGULATIONS
FOR THE SALE AND DISTRIBUTION OF ELECTRIC ENERGY
AS ADOPTED BY CITY COUNCIL RESOLUTION NO. 71R-478
AND AMENDED BY CITY COUNCIL RESOLUTION NOS. 73R-25,
73R-373, 73R-531, 74R-75, 74R-630, 75R-243, 75R-344,
75R-345, 76R-41, 76R-377, 76R-528, 76R-817, 77R-464,
77R-628, 78R-458, 78R-655, 79R-292, 79R-309, 79R-335,
79R-669, 80R-81, 80R-186, AND 80R-480.
WHEREAS, the City of Anaheim maintains an electric
distribution system for the furnishing of electricity to
residents and inhabitants of the City of Anaheim and has
adopted Electric Rates, Rules and Regulations ("Rules") for
the sale and distribution of electric energy; and
WHEREAS, the City Council desires to amend Rule 9 of
said Rules to include a $10.00 charge to partially recover the
costs of processing checks returned from the ban3c unpaid; and
WHEREAS, the City Council desires to amend Rule 17
of said Rules to increase the deposit for re-testing of electric
meters, as defined in said Rule 17, to $50.00 in order to recover
more of the costs associated with such tests and to decrease the
re-testing frequency period discussed in said Rule 17 from six
months to four months; and
WHEREAS, the City Council desires to amend Rule 17 of
said Rules to apply the four-month limitation on bill adjustments
for errors to single-family domestic service schedules and
increase such limitation to twenty-four months for all other
service schedules; and
WHEREAS, the City Council finds that the foregoing
amendments are in the best interest of the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that the Electric Rates, Rules and
Regulations adopted by City Council Resolution No. 71R-478 and
amended by City Council Resolution Nos. 73R-25, 73R-373, 73R-531,
74R-75, 74R-630, 75R-243, 75R-344, 75R-345, 76R-41, 76R-377,
76R-528, 76R-817, 77R-464, 77R-628, 78R-458, 78 R-655, 79R-292,
79R-309, 79R-335, 79 R-669, 80R-8 1, 80 R-186 and 80R-480 be
amended as follows: to wit:

RLNDI;RING AND PAYMI.N7' OF BILLS
A. ItI;NDERTNG OF BILLS
1. Billing Period. Bills for electric service will be rendered bimonthly,
monthly or as otherwise provided in the tariff schedules.
2. Metered Service.
a. Bills for metered service will be based on meter registrations.
Meters will be read as required for the preparation of regular
bills, opening bills and closing bills.
b. If, because o'f unusual conditions or for reasons beyond its
control, the Utility is unable to read the customer`s meter
on the scheduled reading date, the Utility may bill the customer
for estimated consumption during the billing period, and make any
necessary corrections when a reading is obtained. Estimated
consumption for this purpose will be calculated considering
the customer.'s prior usage, the Utility's experience with other
customers of the same class in that area, and the general
characteristics of the customer's operations. Adjustments for
any under estimate or over estimate of a customer`s consumption
will be reflected on the first regularly scheduled bill rendered
and based on an actual reading following the period of
inaccessibility. Access to the meter, sufficient to permit its
being read, shall be provided by the customer as a pre-requisite
to the Utility making any adjustment of electric consumption
billed on an estimated basis.
3. Unmetered Service.
A flat rate may be applied upon request (in writing) where the
applicant for service has a fixed connected load to be operated
over a fixed number of hours during a billing period, and where
the following conditions are met:
1. Provision has been made to prevent any additional consumption.
on the service.
2. The point of interconnection of the service is approved by
the Utility.
3. Such service may be supplied under any appropriate rate
schedule at the Utility's operating convenience and all
conditions of the rate schedule shall apply, including
fuel cost adjustment.

4. Pro rata Computation.
a. All bills for electric service rendered will be computed in
accordance with the applicable thirty-day rate schedule,
but the size of the enemy blocks and the amount of the
customer, service, demand or minimum charge, specified therein,
will be prorated on the basis of: the ratio of the number of
days` service has been rendered to the number of days in an
average month of thirty days.
b. When the total period of service is less than 30 days, no
prorations will be made, and the bill shall not be Less than
the monthly minimum.
B. READINGS OF SEPARATE METERS NOT CUrLBINED
For the purpose of billing, each meter upon the customer's premises will
be considered separately, and the readings of two or more. meters will
not be combined, except as follows:
1. Where combinations of meter readings are specifically provided for
in the tariff schedules.
2. Where the Utility's operating convenience requires the use of mare
than one meter.
C. PAYMENT OF BILLS
1. All bills are due and payable upon presentation. Payment shall be
made at the City of Anaheim, Division of Collections.
2. Bills for connection or re-connection of service and payments for
deposits or to reinstate deposits as required under the rules of
the Utility shall be paid before service will be connected or
re-connected.
D. RETURNED CHECK CHARGE
The Utility may require payment of a $10.00 returned check charge for
any check returned from the bank unpaid.

METER TESTS AND ADJUSTMENT OF BILLS FOR ERRORS
A. TESTS
1. On Customer Request. A customer may, on notice o.f not less than one
week, require tYze Utility to test the meter for his service.
No charge will be made for such test, but, should a customer demand a
test within four (4) months after installation or more often than once
in four (4) months, he will be required to deposit $50.00 'to pay, in
part, the cost of the test. This deposit will be returned if the meter
:is found to register more than 2% fast or 2% slow.
A customer shall have the right to require the Utility to conduct the
test in his presence or in the presence of an expert ar other
representative appointed by him. The results of the test will be
furnis'ned to the customer within a reasonable time after completion
of the test.
B, ADJUSTMENT OF BILLS FOR METER ERROR.
1. Fast Meters. When, upon test, any meter is found to be registering
more than 2% fast, the Uti7_ity will refund to the customer the amount
of the overcharge, based on corrected meter readings, subject to the
provisions of paragraph 4 Hereof.
2. Slow Meters. When, upon test, any meter for domestic service is found
to be registering more than 25% slow, or any meter for other class of
service is found to be registering more than 2% slow, the Utility may
bill the customer for the amount of the undercharge, based on corrected.
meter readings, subject to the provisions of paragraph 4 hereof.
3. Nonregistering Meters. When, upon test, any meter is found to be
nonregistering, the Utility may bill the customer for the estimate
of_ electricity consumed but not registered, subject to the provisions
of paragraph 4 hereof.
Bills for this purpose will be estimated from the customer's prior
use, the customer's subsequent use correctly metered, the iJtil.ity's
experience with other customers of the same class, and the general
characteristics of the customer's operation.
4. General. When it is found that the error i.n a meter is due to causes,
the date of which can be reliably established, t:ze overcharge or the
undercharge may be. computed back t=o that date, provided, however,
that in no case will a bill for an undercharge exceed a four (4}
month period for single~familX donze.stic service s.r_hedules or a
twenty-four (2~+} month period for all other service sr_hedules.

1. General. Wtien it i.s found that an error in billing has occurred due to
a Utility error, the date of which can be reliably established, the
overcharge or the undercharge may be camputed back to that date
provided, however, that in no case wi11 a bill for an undercharge
exceed. a four (4) month period for single-family domestic service
schedules or a twenty-four (24) month period for all other service
schedules.
