A RESOLUTION OF THE CITY COUNCIL OF THE CITY
""` OF ANAHEIM SUPPORTING THE DEVELOPMENT OF
BOLSA CHICA AS A PUBLIC RECREATIONAL BOATING
AREA.
WHEREAS, the ocean resources of Southern California
are underutilized and provide vast potential opportunities
for recreational solitude and peace; and
WHEREAS, there are only very limited sheltered
coastal areas suitable for small boat use and there is a
shortage of public berths and public launching facilities to
serve the thousands of boating enthusiasts in Orange County
and Southern California; and
WHEREAS, boating and related industries are an
integral part of the economy of Orange County where 8800
employees earn wages in excess of $127 million per year and
where more than $43 million is spent at the retail level by
boating enthusiasts; and
WHEREAS, because of a shortage of 10,000 boat slips
and berths in Orange County it is becomming increasingly
difficult for brokers and dealers to sell boats because buyers
have no where to put them; and
WHEREAS, the residents of the City of Anaheim have
petitioned officials of Orange County to provide an ocean access
channel, public boating waterways, public berthing for 1800
small recreational craft, public launching facilities and other
recreational facilities; and
WHEREAS, it is our belief and expectation that such
facilities, including the provision of additional ocean tidal
flow, will benefit the water quality and tidal flushing of
the State Fish and Game Ecological Reserve at Bolsa Chica as
well as the public waterways of Huntington Harbour; and
WHEREAS, it is our belief and expectation that these
facilities will provide otherwise unavailable resources for
the restoration of nearly 400 acres as salt marsh wildlife
reserve; and
WHEREAS, it is our belief and expectation that
public recreational facilities as proposed in the Bolsa Chica
Project would provide excess tax and marina leasehold revenues,
according to the Fiscal Impact Analysis, and would be capable
of self-amortization.

NOW, THEREFORE, BE IT RESOLVED that the State of
California and the County of Orange take necessary steps to
provide for ocean access along the coast of California and
in particular at Bolsa Chica where there is a feasible
opportunity for new public recreational boating.
BE IT FURTHER RESOLVED that any plan for Bolsa Chica
that does not provide for a new navigable ocean entrance is
unacceptable in that it would limit, and in fact deny the
opportunity for the people of Orange County and of Southern
California to reach-and enjoy the vast ocean open space which
is theirs and which has the potential of contributing toward
the health and well being by its provision of tremendous
solitude and peace.
THE FOREGOING RESOLUTION is approved and adopted by
the City Council of the City of Anaheim this 24th day of
March, 1981.
