1981-163RESOLUTION N0. 81x-163 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM FINDING AND DETERMINING THAT PUBLIC CONVENIENCE AND NECESSITY REQUIRE THE CONSTRUC- TION AND COMPLETION OF A PUBLIC IMPROVEMENT, TO WIT: LINCOLN AVENUE STREET AND STORM DRAIN IMPROVEMENTS, FHWA DEMONSTRATION PROJECT PROGRAM NO. 54 SULPHUR EXTENDED ASPHALT, IN THE CITY OF ANAHEIM, ACCOUNT NOS. 13-793-6325-E3320, 51-606- 6325-26720-34340 AND 24-793-6325-E3440, A.H.F.P. 1000, APPROVING THE DESIGNS, PLANS, PROFILES, DRAWINGS AND SPECIFICATIONS FOR THE CONSTRUCTION THEREOF; AUTHORIZING THE CONSTRUCTION OF SAID PUBLIC IMPROVEMENT IN ACCORDANCE WITH SAID PLANS, SPECI- FICATIONS, ETC.; AND AUTHORIZING AND DIRECTING THE CITY CLERK TO PUBLISH A NOTICE INVITING SEALED PROPOSALS FOR THE CONSTRUCTION THEREOF. WHEREAS, public convenience and necessity require the construction and completion of a public improvement in the City of Anaheim, to wit: Lincoln Avenue street and storm drain im- provements, FHWA Demonstration Project Program No. 54 Sulphur Extended .Asphalt, Citron Avenue to Santa Ana Freeway (I-5) and State College Boulevard to East Street in the City of Anaheim, consisting of clearing and grubbing; excavation; planing of A.C. and/or P.C.C.; profiling of A.C.; construction of base material; prime coat; construction of asphalt and sulfur extended asphalt pavement; construction of P.C.C. sidewalk, access ramps, drive approaches, gutters, aprons, curb and gutter; construction of asphalt concrete ramps; heater remixing; application of rejuv- enating agent; construction of pavement reinforcing fabric over asphalt binder; adjustment of pull boxes, water valve boxes and manholes to grade; concrete removal; relocation of signs and fences; construction of R.C.P. storm drain system including catch basins, manholes, junction structures and P.C.C. collar; construction of sewer siphon; construction of brick and mortar bulkhead; sheeting, shoring and bracing; traffic signals and loops, installation of bronze plates; construction of A.C. berm; sawcutting of P.C.C. gutter; and all appurtenant work as shown on the plans and delin- eated in the specifications on file in the office of the City Engineer, Account Nos. 13-793-6325-E3320, 24-793-6325-E3440 and 51-606-6325-26720-34340, A.H.F.P. 1000. AND WHEREAS, the City Council instructed the -°-• Public Works De artment to prepare detailed des gnC s, plans, pro Iles, drawings and specifications, and estimates of quantities and costs and make necessary surveys for the construc- tion of said public improvement; and -1- ATT-45 WHEREAS, said Public Works De artment has prepared said detailed designs, plans, pro les, drawings and specifica- tions for the construction of said public improvement and has submitted the same to the City Council; and WHEREAS, the City Council finds that said detailed designs, plans, profiles, drawings and specifications for said public improvement above mentioned, are in accordance with good engineering practice and are adequate to serve the needs and requirements of the City of Anaheim and the citizens and residents in said area for the purposes for which they are j_ntended, and that they are adequate for the construction of said public improvement and should be approved. NOW, THEREFORE, BE IT RESOLVED by the City Council on the City of Anaheim that the detailed designs, plans, profiles, drawings and specifications for said public improvement herein- above mentioned and described be, and the same are hereby approved and adopted as prepared b,y said Public WorkG Department AND BE IT FURTHER RESOLVED that said public improvement shall be constructed in accordance with said detailed designs, plans, profiles, drawings and specifications as prepared by said Public Works De artment and hereh•y approved, and such adden a or mo cat ons thereto as may be approved prior to the awarding of bids therefor. BE IT FURTHER RESOLVED that the City Clerk of the City of Anaheim be, and she is hereby authorized and directed to publish a notice according to law, inviting sealed proposals for the furnishing of all plant, labor, services, materials and equipment, and all utilities and transportation, including, power, fuel and water, and performing all work necessary to construct and complete, in a good and workmanlike manner, in strict accordance with said detailed designs, plans, profiles, dra•~~ir:~s and specifications as prepared by said Public Works Department , the public improvements hereinabave ment oned and described, and fixing the 7th day of May , 19 87, at the hour of 2:00 0' clock P.P~I. as the date and hour for the opening of said bids at the City Council Chamber in the City Hall in the City of Anaheim, and that said notice shall. be published twice, the first of which publications shall be at least ten (10) days prior to the date fixed for the opening of bids, and that said publications shall be at least five (5) days apart. ~• AND BE IT FURTHER RESOLVED that the successful bidder or bidders shall be required to enter into a contract with the City of Anaheim in the manner and form approved by the City Attorney of the City of Anaheim for the construction, installa- tion and completion of said public improvement hereinabove mentioned and described, in accordance with the plans and -2- ATT-45 specifications prepared by said pu 'c ~ the notice inviting sealed nronosa s, tJlis resolution and all a.pnlicable City ordinances or rode Sections a.nd the laws o" the State of California, a.nd shall be .required to post bones and insurance in the amounts and ~~rithin the time required by la.~~r, as specified in the notice inviting sealed proposals, and in a form approved by the City Attorney. mzrF ?~~ORI?rCT?vG R%SOLU'1~IOId is approved and adopted by the City Council of the City o:C Anaheim this 7th da,y of April , 1~3 81 .~ .
