1981-514RESOLUTION NO. 81R -514 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM, CALIFORNIA, REQUESTING THE COM- MENCEMENT OF PROCEEDINGS FOR THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY DESIGNATED AS SANTA ANA CANYON NO. 10 ANNEXATION. WHEREAS, the City of Anaheim desires to annex into its boundaries certain unincorporated and uninhabited territory as hereinafter described; and WHEREAS, said City desires to extend the full range of municipal services to said territory in order to better serve the needs of said property, its owners and inhabitants; and WHEREAS, said City desires this resolution to be deemed a resolution of application proposing a change of organization pursuant to Sections 35140 and 35110 of the Government Code of the State of California. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: 1. That the within proposal is made pursuant to the Municipal Organization Act of 1977 as set forth in Title 4, Division 2, Part 2 of the Government Code of the State of California. 2. That the nature of the proposed change of organization is for the annexation of the hereinafter described 178.2675 acres of unincorporated and uninhabited territory to the City of Anaheim. 3. That said unincorporated and uninhabited territory be, and the same is hereby, designated as "Santa Ana Canyon No. 10 Annexation to the City of Anaheim," and the boundaries of said affected territory are legally described as follows: That certain parcel of land located in the County of Orange, State of California, described as follows: Beginning at an angle point in the existing City Limit Line of the City of Anaheim, said angle point being the most northeasterly corner of the Santa Ana Canyon No. 5 Annexation to the City of Anaheim; thence following along the northeasterly and northerly annexation bound- ary lines as established per said annexation, the follow- ing courses and distances: S 76 21' 01" W, 207.63 feet, S 60° 38' 00" W, 393.22 feet, N 29° 22' 00" W, 22.00 feet, S 60° 38' 00" W, 47.32 feet, S 00° 45' 02" W, 3.51 feet, S 89° 01' 42" E, 37.45 feet, S 60° 38' 00" W, 387.17 feet, to the most northwesterly corner of the Santa Ana Canyon No. 5 Annexation boundary line, said northwest corner also being a point in the easterly annexation boundary line of the Santa Ana Canyon No. 4 Annexation to the City of Anaheim; thence leaving said Santa Ana Canyon No. 5 Annexation boundary line and following along a portion of the easterly boundary line of said Santa Ana Canyon No. 4 Annexation N 00° 58' 18' E, 802.97 feet to the northeasterly corner of said Santa Ana Canyon No. 4 Annexation boundary, said northeast- erly corner also being a point in the southerly annexa- tion boundary line of the Esperanza- Carrillo Annexation to the City of Anaheim; thence leaving said Santa Ana Canyon No. 4 Annexation boundary line and following along a portion of the southerly annexation boundary line of said Esperanza- Carrillo Annexation, the follow- ing courses and distances: N 60° 38' 00" E, 385.92 feet to the beginning of a curve concave southeasterly and having a radius of 10,220.00 feet; thence North- easterly along said curve through a central angle of 09° 37' 53" an arc distance of 1,717.98 feet; thence S 29° 22' 00" E, 126.53 feet; thence N 63° 30' 33" E, 604.19 feet to an intersection with the northerly pro- longation of the easterly line of Tract No. 117, as shown on a map recorded in Book 11, page 15, Miscellan- eous Maps, records of Orange County, California; thence leaving the last mentioned annexation boundary line S 00° 38' 53" W, 1,327.60 feet along said prolongation to an intersection with the southerly right of way line of the Riverside Freeway, as shown on the Freeway Right of Way Map No. 7 ORA- 91 -13.B, File No. 1840, pages 3 and 4 on file in the Orange County Surveyors Office as File No. 11313; thence N 78° 49' 19" E, 907.80 feet along said southerly right of way line to an intersection with the west line of the Santa Ana Canyon Annexation No. 7 Boundary line to the City of Anaheim; thence fol- lowing along a portion of said West Annexation boundary line, the following courses and distances: S 23 17' 35" W, 1,546.82 feet, S 01° 31' 21" E, 1,802.17 feet, S 01° 31' 21" E, 1,852.61 feet, S 00° 48' 30" W, 1,340.79 feet, S 46° 19' 18" W, 45.62 feet to the point of intersection with the east line of the Anaheim Hills No. 15 Annexation boundary to the City of Anaheim; thence leaving the Santa Ana Canyon Annexation No. 7 boundary line N 35° 33' 12" W, 381.37 feet following along a portion of the Easterly Annexation boundary line of said Anaheim Hills No. 15 Annexation to said City of Anaheim to the northeasterly corner of said annexation, said northeasterly corner, also being a point in the southeasterly corner of the Mohler Drive Annexation boundary line to the City of Anaheim; thence leaving said Anaheim Hills No. 15 bound- ary line, and following along a portion of the easterly boundary line of the Mohler Drive Annexation, the follow- ing courses and distances: N 12° 44' 38" W, 859.08 feet, N 60° 37' 11" E, 162.16 feet, N 16 43' 17" W, 659.11 feet, N 12° 44' 38" W, 226.08 feet to the southeasterly corner of the Anaheim Hills No. 23 Annexation boundary line; thence leaving the said Mohler Drive Annexation boundary line, and following along the Easterly line of the said Anaheim Hills No. 23 Annexation boundary line N 22° 34' 47" W, 637.21 feet to the most northerly corner of said Annexation boundary, said northerly corner being a point in the easterly line the aforementioned Mohler Drive Annexation boundary line; thence leaving said Anaheim Hills No. 23 Annexation boundary line N 12° 44' 16" W, 583.24 feet following along a portion of the east- erly line of said Mohler Drive Annexation to an intersec- tion with the southerly line of the aforementioned Tract No. 117; thence leaving said Mohler Drive Annexation boundary line S 89° 06' 16" E, 522.16 feet along a portion of the southerly line of said Tract No. 117 to the south- east corner of said Tract No. 117; thence N 00 38' 53" E, 747.45 feet along a portion of the east line of said Tract No. 117 to an intersection with the southerly line of Lot 4 in said Tract No. 117; thence N 88° 50' 53" W, 1,181.74 feet along a portion of the south line of Lot 4 in said Tract No. 117 to an intersection with the easterly boundary line of the land shown in Parcel Map filed in Book 98, page 9, Parcel Maps, records of Orange County, California; thence following along the easterly line of the land shown on said Parcel Map, the following courses and distances: N 28° 37' 30" W, 132.04 feet, N 42° 01' 30" W, 165.89 feet, N 56° 58' 30" E, 129.00 feet to the southeasterly corner of the land shown on a Parcel Map filed in book 110, page 46, Parcel Maps, records of Orange County, California; thence N 21° 23' 35" W, 773.31 feet, following along the easterly boundary line and the north- erly prolongation thereof of the land shown on the last mentioned Parcel Map to an intersection with the north line of Lot 5 in said Tract No. 117, said point of inter- section being a point in the southeasterly corner of Lot 19 in said Tract No. 117; thence following along the easterly line of Lot 19 in said Tract No. 117, the follow- ing courses and distances: N 09° 29' 30" W, 323.48 feet, N 42° 42' 30" W, 115.40 feet, N 89° 12' 00" W, 162.58 feet to the southwest corner of Lot 20 in said Tract No. 117; thence following along the southerly and easterly line of said Lot 20, N 13 38' 00" E, 130.07 feet, N 84° 27' 02" W, 208.70 feet, N 37° 26' 32" E, 78.08 feet to the most northeasterly corner of said Lot 20; thence N 52° 33' 28" W, 70.00 feet to a point in the southeasterly annexation boundary line of the Santa Ana Canyon No. 4 Annexation to the City of Anaheim, said point being in the northeasterly terminus of the line described in said annexation as having a bearing and distance of S 36 44' 42" W, 597.52 feet; thence N 53 15' 18" W, 20.00 feet along a portion of the easterly annexation boundary line of said Santa Ana Canyon No. 4 Annexation to an intersection with the southerly line of Lot 26 of the aforementioned Tract No. 117, said point of intersec- tion being a point in the southerly line of the Santa Ana Canyon No. 5 Annexation boundary to the City of Anaheim; thence leaving the Santa Ana Canyon No. 4 Annexation boundary line and following a portion of the southeast- erly annexation boundary line as established by the said Santa Ana Canyon No. 5 the following courses and distances: N 36 44' 42" E, 97.41 feet to the beginning of a curve concave southeasterly and having a radius of 3,090 feet; thence Northeasterly along said curve through a central angle of 10 22' 53" an arc distance of 558.00 feet to the point of beginning. A map showing the aforesaid boundaries and designated "Santa Ana Canyon No. 10 Annexation to the City of Anaheim" is submitted concur- rently with and accompanies this Resolution. 4. That the reasons for the proposed change of organization are as follows: a. Requests by the owners of said unincorporated territory for annexation to the City of Anaheim; and b. To provide full municipal services to an unin- corporated area, a portion of which is within public right -of -way. 5. That the City of Anaheim is hereby designated as the chief petitioner with regard to this application and the mailing address of said petitioner is as follows: City of Anaheim c/o Planning Director P. O. Box 3222 Anaheim, California 92803 6. That the City of Anaheim does hereby request that annexa- tion proceedings be taken and commenced for a change of organization in connection with the hereinabove described unincorporated territory pursuant to the provisions of said Municipal Organization Act of 1977. 7. That, pursuant to the provisions of Paragraph 6(a)(2) of that certain Master Property Tax Transfer Agreement between the County of Orange and the City of Anaheim dated October 28, 1980 "Agreement the County Administrative Office and the City Manager, or their designees, have heretofore agreed in writing that said terri- tory to be annexed to the City of Anaheim shall be deemed and treated as "undeveloped" property for purposes of said Agreement.
