1965-040RESOLUTION NO. S65R -40 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDING CERTAIN ITEMS OF THE RATE SCHEDULES ADOPTED BY RESOLUTION NO. 4274 AND AMENDING RESOLUTION NO. 6637 AND RESOLUTION NO. 6699. WHEREAS, the City of Anaheim purchases all of its electric energy requirements from the Southern California Edison Company: and WHEREAS, the above Company did make downward adjustments in its rates for energy sold the City of Anaheim; and WHEREAS, the City Council does find and determine that such saving should be reflected in the rates charged for the sale of electric energy in the City of Anaheim; NOW, THEREFORE IT IS RESOLVED by the City Council of the City of Anaheim that Domestic Lighting Service pages 2 and 3 of Resolution No. 4274 be hereby amended, also pages 1 2 and that portion of page 3 prior'to "Rules and Regulations" of Resolution No. 6637 be amended also, that portion of Resolution No. 6699 page 1 covering "D" 277/480 volt three phase be amended, that the following rates for sale and distribution of electrical energy in the City of Anaheim, be and they are hereby adopted, to wit: RATE DOMESTIC SERVICES (ELECTRIC) SCHEDULE D -3 ANAHEIM APPLICABILITY Rate A: Applicable to all consumers for general domestic and household purposes in a single family accommodation. Rate B: Applicable to a single family with both electric range and water heater. Rate C: Applicable to a single family where all lighting, cooking, and heating is electric. Rate A: First 12 KWH or less per meter per month Next 33 KWH per meter per month Next 60 KWH per meter per month Next 105 KWH per meter per month All Excess KWH per meter per month Rate B: First 210 KWH per Rate A per meter per month Next 450 KWH per meter per month Over 660 KWH per meter per month $1.10 4.40 per KWH 3.00 per KWH 2.00 per KWH 1.4t per KWH 1.00 per KWH 1.40 per KWH Rate C: First 210 KWH per Rate A per meter per month Next 450 KWH per meter per month 1.00 per KWH Over 660 KWH per meter per month 1.10 per KWH MINIMUM CHARGE First 12 KW or less of connected load in major equipment: $1.10 per meter per month All over 12 KW of connected load in major equipment: $0.30 per KW per month SPECIAL CONDITIONS (a) Non-domestic lighting will be permitted on the domestic schedule in amounts not to exceed 300 watts. For in- stallations exceeding this amount, separate metering on appropriate schedule will be reluired. Non-domestic service is defined as any service used in an enterprise operated for income, or any other service not requisite to the domestic habitation of a single family dwelling. (b) Rate "B" is applicable only where the consumer has an electric range and an electric water heater, both permanently installed and used both exclusively for all cooking and water heating on the premises, and conforming to the following specifications: (1) Water heater shall be provided with an efficiently insulated storage tank and shall be equipped with two heating units each separately controlled by an individual thermostat. The thermostat control circuit shall be interconnected to cause one heating unit to cut off when the other heating unit is on. (2) Wattage ratings shall not exceed 5000 for the higher wattage heating unit and 2500 watts for the lower wattage heating unit. (c) Rate "C" is applicable only when special condition "b" has been net and all space heating is done electrically (resistance or heat pump). (d) Major equipment is any device for domestic use of 1000 watts or more Each horsepower of connected motor load shall be considered as equivalent to 1000 watts. Connected load for water heaters will be the rating of the lower heating units. (e) The City at its election and expense may regulate the hours of use of any water heater and space heating load under this schedule and may limit the amount of such additional load that it is obligated to accept. (f) Where all of the single family accommodations in an apart- ment house, court group or similar multi-family accommoda- tions are on a single meter, Rate A shall be multiplied by the number of single family accommodations on the meter, where each accommodation qualifies for special conditions "b" or "c" multiply by number of accommodations. Customer has option of billing on General Service Schedule. At the option of the land3ord and payment of additional charges of twenty five cents ($0.25) per meter per month, service to separate metered multi-family accommodations, laundry, or other common uses, and up to 300 watts of non-domestic lighting per each family accommodation will be considered as a single meter installation for purposes of billing under the multi-family clause, however, General Service Schedule is not available for this type of service. -2- RATE (g) A customer shall not resell electricity to another person at any charge higher than their pro -rata share of the total charges as rendered by the City of Anaheim. This paragraph shall not apply to a flat rate charge as a portion of the rental of the space occupied. (h) Service voltage to a single family accommodation will be 120 volts or 120 -140 volts single phase. Wattage rating on any single piece of space heating equipment shall not exceed 5000 watts. Three phase $3.00 per meter per month; for all power service connected in excess of 3 KW an additional minimum charge of $1.00 per KW per month. Rate A 120 or 120 -240 V single phase, three phase 240 V only. Rate B 240 -480 V single phase, 240 -480 V three phase. 3 (B) The billing demand in any month shall be the average kilowatt input indicated or recorded by instruments to be supplied, owned, and maintained by the City and at the City's expense upon the consumer's premises adjacent to the watthour meter, in the 15 minute interval in which the consumption of electric energy is greater than in any other 15 minute interval in the month, but not less than either (1) 50% of the contracted for load, or (2) 50% of the highest billing demand in the preced- ing eleven months, whichever is the greater. However, in no case shall the billing demand be less than the minimum billing demand. Billing demand shall be determined to the nearest 1 /10 KW. (C) Where the demand is intermittent or subjected to violent fluctuations, the maximum demand may be based on a five minute interval. (D) No adjustments will be made for any temporary reduction in load. Any customer who resumes service within twelve months must pay all charges that would have been billed had service been continuous. SPECIAL CONDITIONS A. Voltage: Service will be supplied at one voltage, 240 or 480 V three phase. Service may be supplied under this schedule at 120/208 volts four -wire wye or at 277/480 volts four -wire wye where: (1) written application is made for such service by the cus- tomer; (2) the customer's load is of such size as to require an individual transformer installation of not less than 150 KVA of transformer capacity for 120/208 volt service or not less than 500 KVA of transformer capacity for 277/480 volt service; and (3) the customer provides space acceptable to the utility on his premises to accomodate the installation of the utility's facilities. 4 B. Billing Demand The billing demand in any month shall be the average kilo- watt input indicated or recorded by instruments to be supplied, owned, and maintained by the City and at the City's expense upon the consumer's premises adjacent to the watthour meter, in the 15 minute interval in which the consumption of electric energy is greater than in any other 15 minute interval in the month, but not less than either (1) 50% of the contracted for load, or (2) 50% of the highest billing demand in the preceding eleven months, whichever is the greater. However, in no case shall the billing demand be less than the minimum billing demand. Billing demand shall be determined to the nearest 1/10 KW. Minimum billing demand on 120/208 volt service shall be 125 KW on 277/480 volt minimum billing demand shall be 300 KW. Where the demand is intermittent or subjected to violent fluctuations, the maximum demand may be based on a five minute interval. C. Power Factor Adjustment When the billing demand has exceeded 200 KW for three consecu- tive months, a kilovar-hour meter will be installed as soon as practicable and, thereafter, until the billing demand has been less than 150 KW for 12 consecutive months, the charges will be adjusted each month for the power factor as follows: The charges will be decreased by 20 cents per kilowatt of measured maximum demand and will be increased by 20 cents per kilovar of reactive demand. However, in no case shall the kilovars used for the adjustment be less than one-fifth the number of kilowatts. The kilovars of reactive demand shall be calculated by multiplying the kilowatts of measured maximum demand by the ratio of the kilovar-hours to the kilowatt-hours. Demands in kilowatts and kilovars shall be determined to the nearest 1/10 (0.1) unit, A ratchet device will be installed on the kilovar-hour meter to prevent its reverse operation on leading power factors. D. Voltage Discount The charges before power factor adjustment will be reduced by 3% for service delivered and metered at voltages of from 2 to 10 KV; by 4% for service delivered and metered at voltages of from 11 KV to 50 KV and by 5% for service deliver- ed and metered at voltages over 50 KV; except that when only one transformation from a transmission voltage level is in- volved, a customer normally entitled to a 3% discount will be entitled to a 4% discount. E. Temporary Discontinuance of Service: Where the use of energy is seasonal or intermittent, no adjustments will be made for a temporary discontinuance of service. Any customer prior to resuming service within twelve months after such service was discontinued will be required to pay all charges which would have been billed if service had not been discontinued. F. Contracts: Customer shall contract to take service for a minimum period of three years for 240 or 480 V, five years for 120/208 or 277/480 V, from date of installation, on new or added service. BE IT FURTHER RESOLVED that except as amended hereinbefore set forth Resolution 4274 Amendments No. 6637 and No. 6699 shall remain in full force and effect, and that amended rates hereunder shall become effective on all bills rendered to consumers reflecting consumption for any complete billing period commencing on or after the 1st day of February 1965. 5 THE FOREGOING RESOLUTION is approved and signed by on this 19th day of January 1965.
