TITLE 15 OF THE ANAHEIM MUNICIPAL CODE BY
REPEALING CHAPTER 15.08 AND ADOPTING A NEW
CHAPTER 15.08 RELATING TO STREET NAMING AND
PREMISE NUMBERING.
FOLLOWS:
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS
SECTION 1.
That Title 15, Chapter 15.08 of the Anaheim Municipal
Code be, and the same is, hereby repealed.
SECTION 2.
That a new Title 15, Chapter 15.08 of the Anaheim Municipal
Code be, and the same is, hereby added to read as follows:
"CHAPTER 15.08 STREET NAMING AND PREMISE NUMBERING.

"SECTION 15.08.020 DEFINITIONS.

Street
The following words or phrases, whenever used in this
chapter, shall have the meaning ascribed to them in this section
unless, where used, the context shall clearly indicate to the
contrary:
.01 Address and Street Name Master Plan. The 'Address
and Street Name Master Plan shall be that series of maps, known
as Quarter Section Maps, which specify all street names in the City
of Anaheim. Furthermore, the 'Address and Street Name Master Plan'
shall indicate the street numbering grid which will be used to
allocate street number series to all streets and street segments
and to assign numbers to all premises hereafter constructed or
otherwise established. Said maps shall be on file in the office
of the City Engineer.
.02 Divisional Lines. 'Divisional lines', as used in
this chapter and shown in the Address and Street Name Master Plan,
shall mean those streets or imaginary lines which establish the base
line for premise numbering and the directional designation for
streets in the City of Anaheim. The streets which serve as 'divi-
sional lines' include the following, and no others; North Anaheim
Boulevard northwesterly to La Palma Avenue, North Lemon Street
northerly of La Palma Avenue, South Anaheim Boulevard southeasterly

to the Anaheim Boulevard-Haster Street overpass of the Santa Ana
Freeway, South Haster Street, West Lincoln Avenue, East Lincoln
Avenue northeasterly to East Center Street, and East Center Street
northeasterly to State College Boulevard. Easterly of State College
Boulevard, the north -south 'divisional line' is an imaginary line
which runs directly east of the intersection of East Center
Street and State College Boulevard.
.03 Final Tract Map. A 'final tract map' is defined in
the Anaheim Municipal Co e, Section 17.08.105, (Subdivisions), as
follows:
'subdivision map prepared by or under the direction of
a licensed land surveyor or registered civil engineer
in accordance with the provisions of the Subdivision
Map Act of the State of California and all applicable
codes of the City of Anaheim, which map is designed to
be placed on record in the office of the County Recorder'
.04 Official Premise Number. 'Official premise numbers'
mean those numbers assigned to specific buildings and units by the
Chief Building Inspector according to the street number series
allocated by the City Engineer to all streets and street segments
in the City of Anaheim.
.05 Official Street Name. The 'official street name'
shall be that name which, with official premise numbers, will be
a formal means of identifying the location of buildings and units
located adjacent to any avenue, circle, drive, lane, road, street,
or other vehicular right-of-way within the City of Anaheim. Such
name may include, when said street crosses a divisional line, the
designation 'north', 'south', 'east', or 'west', placed in accord-
ance with city policy.
.06 Parcel Map. 'Parcel map' refers to a map showing a
division of land into four parcels or less.
.07 Premise. The term 'premise' shall refer to all
buildings or unit- hin buildings which require a separate and
simple means of identification.
.08 Private Drive. A 'private drive' shall mean a
right-of-way, privately owned and maintained, which provides pri-
mary vehicular access to parcels of land or buildings which would
otherwise have no direct access to dedicated public streets. The
owner of each property served by a 'private drive' shall, after
review and approval by the City Attorney, record a mutual ingress
and egress easement to each property served. Said recorded docu-
ment shall also contain an agreement providing for the mutual
maintenance of said private drive. In order for a 'private drive'
to be officially named and numbered, it must satisfy the provi-
sions of this chapter.
.09 Street. A 'street' is a public or recorded private
right-of-way wh'i-c-R aTfords primary means of vehicular access to
abutting property. Such a right-of-way may be designated as, but
not limited in designation to, one of the following: avenue,
circle, drive, lane, road, street, or a foreign derivative thereof.
Furthermore, it shall be assumed that all streets shall be offi-
cially named and numbered.

.10 Tentative Tract Map. A 'tentative tract map' is
defined in the Anaheim Municipal Code, Section 17.08.120, (Subdi-
visions), as follows:
'subdivision map prepared by or under the direction of
a licensed surveyor or a registered civil engineer
showing the intended subdivision of a parcel of land,
as well as the existing conditions in and around it'."
"SECTION 15.08.030 ALLOCATION OF STREET NUMBER SERIES.
It shall be the duty of the City Engineer or his desig-
nated representative to allocate street number series to all streets
and all street segments, now existing or hereafter established in
the City of Anaheim, prior to recordation of a final tract map and
in accordance with the following criteria:
.01 Numbering Grid. For the purpose of facilitating a
correct and uniform street numbering system, a numbering grid, as
shown on the Address and Street Name Master Plan, shall be kept on
file in the office of the City Engineer.
.02 Starting Point For Numbering. The starting point
for the numbering of premises fronting on streets within the city
shall be the divisional line to which such streets run at right
angles, or most nearly so. Numbers shall begin at the appropriate
divisional line and shall consecutively increase as the distance
from the divisional line increases. All premises fronting on
streets not extending through to a divisional line shall be assigned
the same relative number as if said street had extended through to
a divisional line.
.03 North - South - East - West. Streets north of the
north -south divisional line, as shown on the Address and Street
Name Master Plan, and running generally in a northerly direction,,
are considered 'north' streets and, likewise, all streets south
of that divisional line running generally in a southerly direction
are considered 'south' streets. Streets east of the east -west
divisional line running generally in an easterly direction are
considered 'east' streets and, likewise, all streets west of that
divisional line and running generally in a westerly direction are
considered 'west' streets.
.04 Odd Numbers - Even Numbers. The numbers on the
northerly and westerly sides of streets shall be odd numbers, and
the numbers on southerly and easterly sides of streets shall be
even numbers. The numbering of all buildings and units on diagonal
or curving streets shall be determined by the predominant direction
of the street."
"SECTION 15.08.040 STREET NAMING.
New streets shall be named and placed on the official
city maps in accordance with the following criteria:
.01 Tentative Tracts and Parcel Maps. It shall be the
duty of the Director of Development Services Department or
his designated representative to approve street names for any
streets proposed in conjunction with tentative tract maps or par-
cel maps. The developer shall submit to the Development Services
Department a list of names for the streets proposed on said maps.

The Director of the Development Services Department or his desig-
nated representative will review such names and, if it is deter-
mined that said names satisfy the provisions of this chapter and
do not conflict with the Address and Street Name Master Plan,
approve the proposed street names. Furthermore, the Director of
the Development Services Department or his designated representa-
tive will determine whether the proposed streets shall be desig-
nated as, but not limited in designation to, one of the following:
avenue, circle, drive, lane, road, street, or a foreign derivation
thereof.
.02 Final Tract Maps. Every final tract map submitted
to the City Council for its approval prior to recordation with
the Orange County Recorder's Office shall show the official name
of any and all streets as recommended by the Development Services
Department. If private streets are shown, the words 'private
drive' shall follow the named street and be recorded on any final
tract map. Prior to submittal to the City Council, it shall be the
duty of the City Engineer or his designated representative to
determine whether said final tract map satisfies the provisions of
this chapter.
.03 Private Street Name Signs. It shall be the respon-
sibility of the owner or owners of properties fronting on and
utilizing vehicular access from a private street to provide,
install, and maintain the street name sign or signs for said pri-
vate street.
.031 Design, Dimension, and Construction. In order
to adequately identify a private street, the street name sign shall
meet the criteria of design, dimension and construction governing
public street signs except that, to clearly differentiate between
public and private street name signs, all private street name signs
shall have the background color and the color of the letters and
numerals reversed.
.032 Approval. It shall be the duty of the City
Engineer or his designated representative to approve the installa-
tion of private street name signs."
"SECTION 15.08.050 ISSUANCE OF PREMISE NUMBERS.
It shall be the duty of the Chief Building Inspector or
his designated representative to assign the respective numbers for
premises in the manner prescribed in this chapter. No building
permit shall be issued for any building or structure until the
owner has obtained an official number."
"SECTION 15.08.060 AFFIXING PREMISE NUMBERS.
It shall be the responsibility of the owner to affix the
official premise numbers to his buildings or units. Numerals indi-
cating the official premise number of each building or each front
entrance shall be placed in accordance with city standards as
determined by the Chief Building Inspector."
"SECTION 15.08.070 EXCEPTIONS.
There exist at the present time, and will be established
in the future, unique situations which permit street naming and
premise numbering not in conformity with the provisions of this
chapter. It will be the responsibility of the Chief Building

Inspector and the Director of the Development Services Department
or their designated representatives to review such unique situa-
tions in order to determine whether an exception to the provisions
of this chapter can be made. In such cases, the following criteria
of street naming and premise numbering shall be adhered to:
.01 Residential Com lexes. Residential complexes made
up of either single or multiple -family residential structures
wherein one or more of those structures do not front on a dedicated
public street or an officially named private street may be assigned
building numbers in accordance with the nearest and most appro-
priate street. The building numbers shall advance sequentially
along the primary access right-of-way through the complex. The
building numbers shall be consistently either odd or even as pro-
vided for in Section 15.08.030.04.
.02 Curving And Meandering Streets. If a curving or
meandering street runs predominantly in one direction, it may have
one name and one sequence of premise numbers. However, a curving
or meandering street that is intersected by one or more other
streets or that changes direction forty-five (45) degrees or more
may be assigned another name, the appropriate directional designa-
tion, and the appropriate premise numbers in accordance with the
provisions of this chapter.
.03 Cul -De -Sacs. A cul-de-sac less than one hundred
(100) feet in length may have the same name and be numbered in the
same numerical sequence as the street which it intersects.
.04 Closed Loop Streets. Closed loop streets less than
one thousand feet in length with only one point of inter-
section with another street may have the same name and numerical
sequence throughout. Premise numbering shall be in sequence with
even numbers on the outside and odd numbers on the inside. However,
open-ended loop streets which intersect another street at more
than one point shall not have the same name throughout."
"SECTION 15.08.080 ANNEXATIONS.
Following the annexation of a parcel of land to the City
of Anaheim, it shall be the duty of the Chief Building Inspector
or his designated representative to assign the appropriate premise
numbers to all buildings and structures within said annexation.
He shall, furthermore, notify owners of all such buildings or
structures of said change."
"SECTION 15.08.090 NONCONFORMING STREET NAMES AND PREMISE
NUMBERS.
There exist, within the City of Anaheim, street names
and premise numbers which do not conform to the provisions of this
chapter and the Address and Street Name Master Plan. Such noncon-
forming names and numbers may be continued unless specific requests
are made by property owners, concerned persons, or city officials
to change such names or numbers."
"SECTION 15.08.100 PROCEDURE FOR STREET NAME AND PREMISE
NUMBER CHANGES.
All existing and officially named streets, both public
and private, in the City of Anaheim shall continue to bear the

designation heretofore existing as shown in the Address and Street
Name Master Plan unless a name change is approved by the City
Council. Any interested persons, community groups, the Planning
Commission, or other city officials may make a recommendation to
change the name of an existing street, or to change existing pre-
mise numbering. Such a request must be made in written form to
the City. Council and must conform to the provisions of this chapter
and the Address and Street Name Master Plan of the City of Anaheim.
No proposed nonconforming nor conflicting street names and premise
numbers will -be considered as proper requests for changes."
SECTION 3. SEVERABILITY.
The City Council of the City of Anaheim hereby declares
thatcshou-ld-any-section, paragraph, sentence or word of this
chapter of the Code -hereby -adopted be declared for any reason to
be invalid, it is the intent of the Council that it would have
passed all other portions of this chapter independent of the
elimination herefrom of any such portion as may be declared invalid.
SECTION 4.
The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be printed once within fif-
teen (15) days after its adoption in the Anaheim Bulletin, a
newspaper of general circulation, printed, published and circulated
in said City, and thirty (30) days from and after its final passage
it shall take effect and be in full force.
