AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING
TITLE I OF THE ANAHEIM MUNICIPAL CODE BY
ADDING THERETO A NEW CHAPTER 1.20.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN
AS FOLLOWS:
SECTION 1.
That Title 1 of the Anaheim Municipal Code be, and
the same is hereby, amended by adding thereto a new Chapter
1.20, reading as follows;
"CHAPTER 1.20 REDEVELOPMENT PLAN, PROJECT APLHA.
"Section 1.20.010 PRIOR PUBLIC AGENCY ACTIONS.
(1) The City of Anaheim Redevelopment Commission, herein-
after referred to as Redevelopment Commission, has
formulated and prepared the proposed Redevelopment
Plan, City of Anaheim Project Alpha, pursuant to
the requirements of Section 1.04.5301 A.M.C.
(2) The Planning Commission, by resolution, has sub-
mitted its report and recommendation finding the
proposed Redevelopment Plan to be in conformity
with the General Plan, and recommends its approval.
(3) The Citv of Anaheim Redevelopment Agency, herein-
after referred to as "Agency", has, by resolution,
adopted rules governing participation and perform-
ance by owners, operators of business and tenants
in the Project area.
(4) The Redevelopment Commission has submitted to the City
Council of the City of Anaheim the proposed Redevelop-
ment Plan, City of Anaheim Project Alpha.
(5) The Redevelopment Commission has submitted its report
on said Redevelopment Plan to the City Council.
(6) A draft Environmental Impact Report for the Rede-
velopment Plan, City of Anaheim Project Alpha, has
been prepared by the Redevelopment Commission of the
City of Anaheim.
(7) The Agency has filed a notice of completion with the
State Secretary of the Resources Agency to officially
state that a draft Environmental Impact Report has
been completed for the Redevelopment Project Alpha.
(8) The Agency has forwarded copies of the draft Environ-
mental Impact Report for review and comments to all
public agencies which have jurisdiction by law with
respect to the Project.
(9) The Agency has made a draft Environmental Impact
Report for the Redevelopment Project Alpha available
to the general public for their review and comments.

(10) Redevelopment Commission and City Council have held
a public hearing on the draft Environmental Impact
Report for the Redevelopment Project Alpha.
(11) The Redevelopment Commission, after said public hear-
ing, has adopted a final Environmental Impact Report
for the Redevelopment Project Alpha incorporating all
comments and answering all questions raised pursuant
to said report.
(12) After due and public notice, a joint public hearing
has been held on the Redevelopment Plan Project
Alpha by the Redevelopment Commission, the "Agency"
and the Citv Council.
(13) At the joint public hearing, the City Council heard,
and by motion passed upon all oral and written
objections by overruling such objections.
(14) All actions required by law have been taken by
all appropriate public agencies."
"Section 1.20.020 PURPOSES AND INTENT.
This Redevelopment Project entitled Redevelopment Project,
City of Anaheim Project Alpha, is to eliminate all condi-
tions of blight existing in the Project area, and insure,
as far as possible, that all causes of blighted conditions
will be either eliminated or protected against, and to
provide for the participation of owners in the Project
area to insure and encourage the redevelopment of the
Project area and, thus, to assist and foster the economical
revitalization of the area; to relocate and assist the
owners and occupants as needed within the area; to develop
and rebuild the public facilities in this area; to provide
a safer and more efficient service for the people who
will occupy the area or make use of its services and the
public as a whole,"
"Section 1.20.030 ENVIRONMENTAL I14PACT REPORT ADOPTED
BY AGENCY
The final Environmental Impact Report required by the
State law for the Redevelopment Project Alpha has been
adopted by the Redevelopment Commission.
"Section 12.20.040 AGENCY FINDINGS ON ENVIRONMENTAL IMPACT
REPORT
The Redevelopment Commission, after considering the Environ-
mental Impact Report, has made the finding that the Redevelop-
ment Project Alpha will not have a substantial adverse impact
or effect on the environment."
"Section 1.20.050 ENVIRONMENTAL IMPACT REPORT ADOPTED
The final Environmental Impact Report for the Redevelop-
ment Project Alpha is hereby approved and adopted, a
copy of which is on file in the Office of the City Clerk.

"Section 1.20.060 CITY COUNCIL FINDINGS ON ENVIRONMENTAL
IMPACT REPORT
After considering the final Environmental Impact
Report, the resolution of the Redevelopment Commission and
the City Planning Commission, it is hereby found that the
Redevelopment Project Alpha will not have a substan-
tial adverse impact or effect on the environment."
"Section 1.20.070 PROJECT ALPHA APPROVED
The Redevelopment Plan Project Alpha is hereby approved,
adopted and designated the official Redevelopment Plan
for the area designated as Project Alpha."
"Section 1.20.080 INCORPORATION OF PROJECT ALPHA
The Redevelopment Plan for the Project Alpha is hereby
incorporated herein by reference as though the same
were set forth herein in full and made a part hereof
as fully as if set out at length herein. Three (3)
copies of said Plan shall hereinafter be kept on file
in the Office of the City Clerk."
"Section 1.20.090 FINDINGS
The City Council hereby finds and determines that.
(1) The Project area is a blighted area, the redevelop-
ment of which is necessary to effectuate the public
purposes declared in the Community Redevelopment
Law of the State of California;
(2) The Redevelopment Plan will redevelop the Project
area in conformity with the Community Redevelopment
Law of the State of California in the interests of
the public peace, health, safety, and welfare;
(3) The adoption and carrying out of the Redevelopment
Plan is economically sound and feasible;
(4) The Redevelopment Plan conforms to the General Plan
of the City of Anaheim;
(5) The carrying out of the Redevelopment Plan will
promote the public peace, health, safety and welfare
of the City of Anaheim and will effectuate the pur-
poses and policies of the Community Redevelopment
Law of the State of California;
(6) The condemnation of real property, as provided for
in the Redevelopment Plan, is necessary to the exe-
cution of the Redevelopment Plan, and adequate provi-
sions have been made for payment for property to be
acquired as provided by law;
(7) The Agency has a feasible method and plan for the
relocation of families and persons to be temporarily
or permanently displaced from housing facilities in
the Project area;

(8) There are or are being provided in the Project
area or in other areas not generally less desira-
ble in regard to public utilities and public and
commercial facilities and at rents or prices within
the financial means of the families ana persons
displaced from the Project area, decent, safe and
sanitary dwellings equal in number to the number of
and available to such displaced families and per-
sons reasonably accessible to their places of
employment;
(9) The Redevelopment Plan will afford a maximum oppor-
tunity consistent with the sound needs of the
locality as a whole for the redevelopment of such
area by private enterprises;
(10) In order to implement and facilitate the effectua-
tion of the Redevelopment Plan hereby approved and
adopted, it is found and determined that certain offi-
cial action must be taken by the City Council with
reference, among other things, to changes in zoning,
the vacating and removal of streets, alleys and
other public ways, the establishment of new street
patterns, the location and relocation of sewer
and water mains and and other public action, and
accordingly the City Council hereby;
A. Pledges its cooperation in helping to carry
out such Redevelopment Plan; and
B. Requests the various officials, departments,
boards and agencies of the City of Anaheim
having administrative responsibilities in
the premises likewise to cooperate to such
end and to exercise their respective functions
and powers in a manner consistent with said
Redevelopment Plan; and
C. Stands ready to consider to take appropriate
action upon proposals and measures designed
to effectuate the Redevelopment Plan.`'
"Section 1.20.100 HOUSING
Permanent housing facilities will be available within
three (3) years from the time occupants of the Project area
may be displaced. Pending the development of such facil-
ities, there will be available to any such displaced
occupants adequate temporary housing facilities at rents
comparable to those in the City of Anaheim at the time of
their displacement.
A. The Agency shall displace no persons or families
of low or moderate income from residences unless
and until there exists suitable housing units
available and ready for occupancy by any such
displaced person or family at rents comparable
to those in existence at the time of their
displacement.

B. Such housing units shall be suitable to the
needs of such displaced persons or families
and must be decent, safe, sanitary and
otherwise standard dwellings. The Agency
shall not displace such person or family
until such units are available and ready_ for
occupancy."
"Section 1.20.110 CERTIFICATION
The City Clerk is hereby directed to send a certified
copy of this ordinance to the Agency, and the Agency is
hereby vested with the responsibility for carrying out
the Redevelopment Plan, subject to the provisions of the
Redevelopment Plan Project Alpha."
"Section 1.20.120 RECORDATION
The City Clerk is hereby directed to record with the
County Recorder of Orange County a description of the
land within the Project area and a statement that the
proceedings for the redevelopment of the Project area
have been instituted under the California Redevelopment
Law. The Agency is hereby directed to effectuate recor-
dation in compliance with the provisions of Section 27295
of the Government Code to the extent applicable."
"Section 1.20.130 BUILDITvG PERMIT NOTICE
The Building Department of the City of Anaheim is hereby
directed for a period of two years after the effective
date of this Ordinance to advise all applicants for
building permits within the Project area that the site
for which building permit is sought for the construction
of buildings or for other improvements is within a
redevelopment project area."
"Section 1.20.140 NOTICE TO TAXING AUTHORITIES
The City Clerk is directed, as promptly as practicable
following the adoption of the Redevelopment Plan, but
in any event, on or before the January 1st next follow-
ing this adoption, to transmit a copy of the description
and statement recorded by the City pursuant to Section
1.20.120 of this Ordinance and a map or plot showing
boundaries of the Project area to the Auditor and Tax
Assessor of Orange County, to the governing body of each
of the taxing agencies which levies taxes upon any
property in the Project area, and to the State Board of
Equalization."
SECTION 2. SEVERABILITY.
The City Council of the City of Anaheim hereby
declares that should any section, paragraph, sentence or word
of this chapter of the Code hereby adopted be declared for any
reason to be invalid, it is the intent of the Council that it
would have passed all other portions of this chapter indepen-
dent of the elimination herefrom of any such portion as may be
declared invalid.

SECTION 3.
The City Clerk shall certify to the passage of this Ordinance
and shall cause the same to be printed once within fifteen (15) days
after its adoption, in the Anaheim Bulletin, a newspaper of general
circulation, printed, published and circulated in said City, and thirty
(30) days from and after its final passage it shall take effect and be in
full force.
THE FOREGOING ORDINANCE is approved and signed by me this 19th
