3760ORDINANCE %;0. 3760 AN ORDINANCE OF THE CITY OF ANAHEIMI P.EPEAL- ING SECTIONS 15.16.030 THROUGH 15.16.140, .. INCLUSIVE, OF TITLE 15, CHAPTER 15.16 OF THE ANAHEII MUNICIPAL CODE AND ADDING NEW SEC- TIONS 15.16.030 THROUGH 15.16.090, INCLUSIVE, THERETO RELATING TO THE ELECTRICAL CODE. FOLLOWS: THE CITY COUNCIL OF THE CITY OF ANAHEIM. DOES ORDAIN AS SECTION 1. That Sections 15.16.030 through 15.16.140, inclusive, of Title 15, Chapter 15.16 of the Anaheim iviunicipal Code be, and the same are hereby, repealed. SECTION 2. That new Sections 15.16.030 through 15.16.090, inclusive, be, and the same are hereby, added to Title 15, Chapter 15.16 of the Anaheim Municipal Code, to read as follows: "SECTION 15.16.030 SCOPE Section 210-1 of the national Electrical Code is hereby amended to read as follows: Section 210-1 SCOPE. The provisions of this Article shall apply to branch circuits supplying lighting or appliance loads or combinations of such loads. Where motors, or motor -operated appliances are connected to any circuit supplying lighting or other appliance loads, the provisions of both this Article and Article 430 shall apply. Article 430 shall apply where branch circuit supplies only motor loads. (a) Accessory uses or other buildings, signs, etc. separately located on the same lot or premises shall have connecting conductors run underground. (Agricultural areas may be excepted.) (b) :-There spare circuit protective devices are provided or space for future circuit protective devices are provided on the buss in any flush or semi -flush mounted panel, raceways of sufficient capacity to per- mit utilization of such spares or spaces shall be provi- ded to an approved accessible location. Such accessible location is defined as follows: TThere sufficient attic space or underfloor space is available, a raceway shall terminate conveniently for future use in each such space. Where this condition does not exist, such terminations shall be approved by the electrical inspector. -1- SECTIO111 15.16.040 RECLPTACLE OUTLETS P.E QUIRED Section 210-25(b.) of the National Electrical Code is hereby amended to read as follows: (b) Dwelling -Type Occupancies. In every kitchen, family room, dining room, breakfast room, living room, parlor, library, den, sun room, bedroom, recreation -room, or similar rooms, receptable outlets shall be installed so that no point along the floor line in any wall space is more than 6 feet, measured horizontally, from an outlet in that space, including any wall space 2 feet or more in width and the wall space occupied by sliding panels in exterior walls. The wall space afforded by fixed room dividers, such as free-standing bar -type counters, shall be included in the 6 -foo measurement. In kitchen and dining areas, a receptacle outlet shall be installed at each counter space wider than 12 inches. Counter top spaces, separated by range tops, refrigera- tors, or sinks shall be considered as separate counter top spaces. Receptacles rendered inaccessible by the installation of stationary appliances shall not be con- sidered as these required outlets. Receptacle outlets shall, insofar as practicable, be spaced equal distances apart. Receptacle outlets in floors shall not be counted as part of the required number of receptacle outlets unless located close to the wall. At least one wall receptacle outlet shall be installed in the bathroom adjacent to the basin location. For a one -family dwelling, at least one receptacle out- let shall be installed outdoors. At least one receptacle outlet shall be installed in each basement and attached or detached garage or carport. Outlets in other sections of the dwelling for special appliances, such as laundry equipment, shall be placed within 6 feet of the intended location of the appliance. At least one receptacle outlet shall be installed for the laundry. EXCEPTION NO. 1: In a dwelling unit that is an apart- ment or living area in a multi-faraily building where laundry facilities are provided on the premises that are available to all building occupants, a laundry re- ceptacle shall not be required. -2- EXCEPTION X30. 2: Ir_ other than single-faritily dwellings where laundry facilities are not to be installed or permitted, a laundry receptacle shall not be required. EXCEPTION NO. 3: A dwelling that is a unit in a hotel, motel, motor court, or rcotor hotel, a laundry receptacle shall not be required. As used in this Section a "wall space" shall be consi- dered a wall unbroken along the floor line by doorways, fireplaces, and similar openings. Each wall space ii7o or more feet wide shall be treated individually and separately from other wall spaces within the room. A wall space shall be permitted to include two or more walls of a room (around corners) where unbroken at the floor line. The purpose of this requirement is to minimize the use of cords across doorways, fireplaces, and similar open- ings. The receptacle outlets required by this Section shall be in addition to any receptacle that is part of any lighting fixture or appliance, located within cabinets or cupboards, or located over 5 1/2 feet above the floor. SECTIO14 15.16.050 LIGHTING OUTLETS RE-, QUIRED Section 210-26(a) of the National Electrical Code is herebv amended to read as follows: (a) Dwelling -Type Occupancies. Each single family dwelling and each occupancy of a multi -family dwelling shall have not less than one general lighting branch circuit with a ntaximLur, of 12 lighting outlets per circuit installed with a minimum wire size of No. 14 A.W.G. At least one wall switch controlled lighting outlet shall be installed in every habitable room in hallways, stairways, and attached and detached garages, carports, and at outdoor entrances. At least one lighting outlet shall be installed in an attic, underfloor space, utility area and basement w., where used for storage or containing equipment requiring servicing. EXCEPTION NO. 1: In habitable rooms, other than kitchens or bathrooms, one or more receptacles con- trolled by a wall switch shall be permitted in lieu of lighting outlets. -3- EXCEPTION 13.0. 2: In hallways, stairways, and at out- door entrances remote, central, or automatic control of lighting shall be permitted. SECTIO14 15.16.060 INSTALLATION OF SERVICE CONDUCTORS Section 230-43 of the National Electrical Code is hereby amended to read as follows: Section 230-43. WIRING r)=11HODS FOR 600 VOLTS OR LESS. Service entrance conductors shall be installed in ac- cordance with the applicable requirements of this code covering tine type of wiring method used and limited to the following methods: (1) rigid metal con- duit (2) wireways (3) busways (4) auxiliary gutters (5) rigid nonmetallic conduit. SECTION 15.16.070 r:AXI 1UM NUMBER OF DISCONNECTS Section 230-71(a) of the National Electrical Code is hereby amended to read as follows: (a) Disconnection from Service Conductors. A single fusible switch or automatic circuit breaker shall be provided to disconnect all ungrounded conduc- tors supplying each separately metered. occupancy. SECTION 15.16.080 NO-11METALL IC- SHEATTHED CABLE Section 336-3 of the National Electrical Code is hereby amended by amending the first paragraph thereof to read as follows: Section 336-3. USES PERMITTED OR NOT PER1,dITTED. Type NM and Type NMC cables shall be permitted to be used in one and two family dwellings or multi -family dwell- ings not exceeding three floors above grade. SECTION 15.16.0 9 0 DELETIOx-1S The following sections, articles, exceptions, and tables of the National Electrical Code, 1975 Edition, are hereby deleted: .010 Exception Nos. 1 and 5 of Section 300-15(b). .020 Article 334 METAL -CLAD CABLE. .030 Section 336-11. .040 Ei,ception No. 3 of Table 300-5." -4- SECTION 3. SE%TMABILITY. The City Council of the City of Anaheim hereby declares that should anv section, paragraph, sentence or word of this chap- ter of the Code, hereby adopted, be declared for any reason to be invalid, it is the intent of the Council that it would have passed all other portions of this chapter independent of the elimination herefrom of any such portion as may be declared invalid. SECTION 4. The City Clerk shall certify to the passage of this or- dinance and shall cause the same to be printed once within_ fifteen (15) days after its adoption in the Anaheim Bulletin, a newspaper of general circulation, printed, published and circulated in sai:P+ City, and thirty (30) days from and after its final passage, it shall take effect and be in full force.
