AN ORDINANCE OF THE CITY OF ANAHEIM ADD-
ING SECTIONS 1.04.900, 1.04.910, 1.04.920,
1.04.930, 1.04.940 A%dD 1.04.950 TO THE
ANA%EIM MUNICIPAL CODE.
WHEREAS, Section 900 of the City Charter of the City
of Anaheim permits the City Council to establish such advisory
boards and commissions as the City Council may determine to be
necessary; and
WHEREAS, there is a need for an advisory commission
to advise the City Council on services and functions relating
to youth.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF ANA1EIM AS FOLLOWS:
SECTION 1.
"1.04.900 YOUTH COMIMISSIOIN
Creation. In order to open ri.iore
effective lines of communication between young people
and local government and to create the opportunity
for the involvement of more young people in the gov-
ernmental decision-making process, there is hereby
created a Youth CormAssion as provided in this Article.
1.04.910 COMPOSITION AND APPOINT11ENT OF MEIMBERS
The Youth Commission shall consist of
nine (9) members appointed by the City Council and may,
be removed from office at any time by a majority vote
of the Council. Members shall be residents of the
City and, at the time of their appointment, shall be
not less than 14 nor more than 19 years old. If any
member ceases to be a resident of the City, said mem-
ber shall be terminated and another individual may be
appointed by the Council to serve the balance of that
member's term. In making appointments to the Youth
Commission, the City Council shall endeavor to provide
as broad as possible a representation from schools
within the co,-imunity and from the various geographical
areas of the community.
1.04.920 TERM OF OFFICE

The Youth Commission shall meet regu-
larly at least once each month at such place or places
as may be determined by the City Council. All meetings
shall be open to the public except as otherwise author-
ized by law. Regular minutes of such meetings shall
be maintained by the Commission and be made available
for public inspection.
1.04.940 ORGANIZATION1
Five (5) members shall constitute a
quorum. A majority vote of all members (5/9) shall be
required for all committee actions. The Youth Commission
shall elect one of its menti ers as Chairperson and one of:
its members as Vice Chairperson. The Chairperson and
Vice Chairperson shall hold office for two (2) years and
until their respective successors are chosen. The Com-
mission shall establish such rules and regulations as
it deems necessary for the performance of its duties.
Such rules and regulations shall not be inconsistent
with the laws of the State of California or the Charter
or ordinances of the City of Anaheim.
1.04.950 OBJECTIVE'S AND RESPO-NSIDILITIES
THe principal objectives of the ComiAssion
shall be:
.010 To serve in an advisory capacity to the
City Council, its commissions and committees, on those
matters which relate to young people today or to their
future role in society. To accomplish this, the Youth
Commission shall form and refer recommendations on those
matters to the Citv Council.
- .020 To develop recorunendations to promote
services and functions relating to youth for City Council
consideration.
.030 To receive suggestions and complaints re-
garding youth matters and coordinate with other Commis-
sioners in areas of mutual concern and benefit.

.040 To represent youth in community affairs .
.050 To meet with local youth, via the com-
munity and the schools, regarding problems, including
but not limited to police -youth contacts, juvenile
delinquency, drug abuse, recreation, and the Commission
shall help in facilitating solutions to these problems.
.060 To promote and review the activities of
the Anaheim Youth Employment Service, and increase
adult and youth awareness of youth employment needs
and opportunities.
.070 To assist in helping young people under-
stand and appreciate wor1kings of their local government,
and to encourage local youth in participation in civic
affairs.
.080 To establish and recommend priorities
in matters pertaining to youth which should be brought
to Council and, also, to indicate recommendations for
program support.
.090 To provide a resource for evaluating
City services from a young citizen's point of view.
.100 To disseminate matters not directly
under the realm of the City's jurisdiction to the ap-
propriate agency, subject to City Council approval."
SECTION 2. SEVERABILITY.
The City Council of the City of Anaheim hereby declares
that should any section, paragraph, sentence or word of this chap-
ter of the Code, hereby adopted, be declared for any reason to be
invalid, it is the intent of the Council that it would have passed
all other portions of this chapter independent of the elimination
herefrom of any such portion as may be declared invalid.
SECTION 3.
The City Clerk shall certify to the passage of this or-
dinance and shall cause the same to be printed once within fifteen
(15) days after its adoption in the Anaheim Bulletin, a newspaper
of general circulation, printed, published and circulated in said
City, and thirty (30) days from and after its final passage, it
shall take effect and be in full force.
