AN ORDINANCE OF THE CITY OF ANAHEIM REPEAL-
ING SECTIONS 15.16.001 THROUGH 15.16.200 OF
TITLE 15, CHAPTER 15.16 OF THE ANAHEIM MUNI-
CIPAL CODE AND ADOPTING THE 1975 EDITION OF
THE NATIONAL ELECTRICAL CODE, WITH AMENDMENTS
THERETO, AND AMENDING TITLE 15, CHAPTER 15.16
BY ADDING THERETO NEW SECTIONS 15.16.001
THROUGH 15.16.140.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS
SECTION 1.
That Sections 15.16.001 through 15.16.200 of Title 15,
Chapter 15.16 of the Anaheim Municipal Code be, and the same are
hereby, repealed.
SECTION 2.
That Title 15, Chapter 15.16, of the Anaheim Municipal
Code be, and the same is hereby, amended by adding thereto new
Sections 15.16.001 through 15.16.140 to read as follows:
"CHAPTER 15.16
SECTION 15.16.001
ELECTRICAL CODE
APPROVAL OF CODE
The City Council does find and determine, as a result
of study and investigation conducted by the City and
its building officials, that the National Electrical
Code, 1975 Edition, is an approved Code for adoption
by reference within the meaning of Section 50022.1
of the Government Code of the State of California.
SECTION 15.16.010 ADOPTION OF NATIONAL ELECTRICAL
CODE, 1975 EDITION
Pursuant to the provisions of Sections 50022.1 to
50022.8, inclusive, of the Government Code of the State
of California, the City Council of the City of Anaheim
does hereby adopt by reference, the National Electrical
Code, 1975 Edition, with amendments thereto; that three
copies of the Code shall be filed in the Office of the
City Clerk and shall be kept there for public inspection
while the Code is enforced, all of which copies shall be
certified to be true copies by the City Clerk. The City
Clerk shall at all times maintain a reasonable supply of
copies of the Code available for purchase by the public
at a moderate price not to exceed the actual cost
thereof to the City of Anaheim.

SECTION 15.16.020 AMENDMENTS
Certain portions of the National Electrical Code,
1975 Edition, are hereby amended as follows in this
chapter.
SECTION 15.16.030 CONDUCTORS
Section 110-5 of the National Electrical Code shall
be amended to read as follows:
Conductors normally used to carry current shall be
of copper unless otherwise provided in this Code.
Where the conductor material is not specified, the
sizes given in this Code shall apply to copper con-
ductors. Where other materials are used, the size
shall be changed accordingly. All sections of the
National Electrical Code, 1975 Edition, allowing the
use of aluminum conductors shall be amended to read
that no aluminum conductor smaller than #8 AWG shall
be used (Dryer circuits).
SECTION 15.16.035 SCOPE
Section 210-1 of the National Electrical Code shall
be amended to read as follows:
Section 210-1. The provisions of this Article shall
apply to branch circuits supplying lighting or appli-
ance loads or combinations of such loads. Where
motors, or motor -operated appliances, are connected
to any circuit supplying lighting or other appliance
loads, the provisions of both this Article and Arti-
cle 430 shall apply. Article 430 shall apply where
branch circuit supplies only motor loads.
(a) Accessory uses or other buildings, signs, etc.,
separately located on the same lot or premises
shall have connecting conductors run under-
ground. (Agricultural areas excepted.)
(b) Where space circuit protective devices are
provided or space for future circuit protec-
tive devices is provided on the buss in any
flush or semiflush mounted panel, then race-
ways of sufficient capacity to permit utili-
zation of such space or spaces shall be pro-
vided to an approved accessible location.
Such accessible location is normally defined
as follows: Where sufficient attic space is
available or underfloor space is available,
a raceway shall terminate conveniently for
future use in each such space. Where this

condition does not exist or other factors
govern, then such terminations shall be ap-
proved by the enforcing authority.
(c) OTHER LOADS. Branch -circuit conductors sup-
plying loads other than cooking appliances as
covered in (b) above and as listed in Section
210-2 shall have an ampacity sufficient for
the loads served and shall be of size suffi-
cient for 20 AMPS.
SECTION 15.16.040 RECEPTACLE OUTLETS REQUIRED
Section 210-25(b) of the National Electrical Code shall
be amended to read as follows:
(b) DWELLING -TYPE OCCUPANCIES. In every kitchen,
family room, dining room, breakfast room,
living room, parlor, library, den, sun room,
bedroom, recreation room, or similar rooms,
receptacle outlets shall be installed so that
no point along the floor line in any wall
space is more than six (6) feet, measured
horizontally, from an outlet in that space,
including any wall space two (2) feet or more
in width and the wall space occupied by slid-
ing panels in exterior walls. The wall space
afforded by fixed room dividers, such as free-
standing bar -type counters, shall be included
in the six (6) foot measurement.
In kitchen and dining areas, a receptacle out-
let shall be installed at each counter space
12 inches wide or wider. Counter top spaces
separated by range tops, refrigerators, or
sinks shall be considered as separate counter
top spaces. Receptacles rendered inaccessible
by the installation of stationary appliances
shall not be considered as these required out-
lets.
Receptacle outlets shall, insofar as practicable,
be spaced equal distances apart. Receptacle out-
lets in floors shall not be counted as part of
the required number of receptacle outlets unless
located close to the wall.
At least one wall receptacle outlet shall be in-
stalled in the bathroom adjacent to the basin
location.
For a one -family dwelling, at least one recepta-
cle outlet shall be installed outdoors, adjacent
to patio or practicable patio area.

At least one receptacle outlet shall be installed
in each basement, garage and carport.
All receptacles required by this Section shall
be supplied with a minimum of No. 12 AWG wire.
EXCEPTION: In hotel, motel and multiple occupan-
cies, receptacles may be omitted.
SECTION 15.16.045 LIGHTING OUTLETS REQUIRED.
Section 210-26 of the National Electrical Code shall
be amended to read as follows:
(a) DWELLING -TYPE OCCUPANCIES. At least one wall
switch controlled lighting outlet shall be in-
stalled in every habitable room; in hallways,
stairways, garages, carports and at outdoor en-
trances. At least one lighting outlet shall be
installed in attic, underfloor space, utility
area and basement where used for storage or con-
taining equipment requiring servicing.
SECTION 15.16.050 FEEDERS
Section 215 of the National Electrical Code shall be
amended by adding new Paragraph 10 thereto, to read as
follows:
Article 215-10. RACEWAYS. All feeder and subfeeder
conductors shall be installed in an approved raceway.
SECTION 15.16.055 BRANCH CIRCUITS REQUIRED
Section 220-3 of the National Electrical Code shall be
amended to read as follows:
Branch circuits for lighting and for appliances, in-
cluding motor -operated appliances, shall be provided
to supply the loads computed in accordance with Section
220-2. In addition, branch circuits shall be provided
for specific loads not covered by Section 220-2 where
required elsewhere in this Code; for small appliance
loads as specified in (b) below; and for laundry loads
as specified in (c) below. No convenience receptacle
or appliance receptacle shall be installed or operated
on a general lighting branch circuit at any time in
any occupancy.
SECTION 15.16.060 SERVICES
Section 230 of the National Electrical Code shall be
amended to read as follows:
Section 230-43. WIRING METHODS FOR 600 VOLTS OR LESS.
Service entrance conductors extending along the exter-
ior or entering buildings or other structures shall
be enclosed in rigid metal conduit to the first over
current device, or for circuits not exceeding 600
Volts in wire ways auxiliary gutters or as busways.
(Over Head Services.)
SECTION 15.16.070 MAXIMUM NUkMER OF DISCONNECTS
Section 230-71(a) of the National Electrical Code shall
be amended to read as follows:
(a) Disconnection from service conductors. A
single fusible switch or automatic circuit
breaker shall be provided to disconnect all
ungrounded conductors supplying each sepa-
rately metered occupancy.
SECTION 15.16.080 MADE ELECTRODES
Section 250-83 of the National Electrical Code shall be
amended to read as follows:
Section 250-83. Where electrodes described in Section
250-81 and 250-82 are not available, the grounding
electrode shall consist of not less than 20 feet of
bare copper conductor not smaller than No. 4; or not
less than 20 feet of No. 4 steel reinforcing bar; or
not less than 20 feet of 3/4 inch galvanized steel
conduit; or an approved equal installed as follows:
The electrode shall be located in the bottom
of the foundation footing with minimum con-
crete encasement of 3 inches. One end of
the electrode shall extend out of the founda-
tion adjacent to the equipment to be grounded
to permit the grounding conductor to be se-
cured by an approved method.
SECTION 15.16.090 MECHANICAL AND ELECTRICAL
CONTINUITY - CONDUCTORS
Section 300-13(b) of the National Electrical Code shall
be amended to read as follows:
In all circuits, the continuity of conductors
shall not be dependent upon device connections
such as lamp holders, receptacles, etc. where
the removal of such devices would interrupt
the continuity.

SECTION 15.16.100 NONIMETALLIC-SHEATHED CABLE
Section 336-3 of the National Electrical Code shall be
amended to read as follows:
Section 336-3. USES PERMITTED OR NOT PERMITTED. Non-
metallic sheathed cable shall not be used for exposed
wiring and shall only be used for concealed wiring in
one and two family dwellings or multi -family dwellings
(apartment houses) not exceeding three floors above
grade.
(a) Type NM. This type of nonmetallic sheathed
cable may be installed for concealed work in
normally dry locations. It may be installed
or fished in air voids in masonry block or
tile walls where such walls are not exposed
or subject to excessive moisture or dampness.
Type NM cable shall not be installed where ex-
posed to corrosive fumes or vapors; nor shall
it be embedded in masonry or concrete and cov-
ered with plaster of similar finish.
(b) Moisture and Corrosion -Resistant Type NMC.
This type of nonmetallic sheathed cable may be
installed fpr concealed work in dry, moist,
damp or corrosive locations, and in outside
and inside walls of masonry block or tile.
Where embedded in plaster or run in shallow
chase in masonry walls and covered with plas-
ter within 2 inches of the finished surface, it
shall be protected against damage from nails
by a cover of corrosion -resistant coated steel
at least 1/16 inch in thickness and 3/4 inch
wide in the chase or under the final surface
finish.
SECTION 15.16.110 ELECTRICAL METALLIC TUBING
Section 348-1 of the National Electrical Code shall be
amended to read as follows:
Section 348-1. USE. Electrical metallic tubing may be
used for both exposed and concealed work. Electrical
metallic tubing protected from corrosion solely by en-
amel shall not be used. Electrical metallic tubing
shall not be used (1) where, during installation or
afterwards, it will be subject to severe physical dam-
age; (2) for installation underground or in concrete.
Where practicable, the use of dissimilar metals through-
out the system shall be avoided to eliminate the possi-
bility of galvanic action. (3) Electrical metallic
tubing shall not be used where exposed directly to the
weather or excessive moisture.
SECTION 15.16.120 FLEXIBLE KETAL CONDUIT
Section 350-2 of the National Electrical Code shall be
amended to read as follows:
Section 350-2. USE. Flexible metal conduit shall not
be used (1) in wet locations unless conductors are of
the lead -covered type or of other type specifically
approved for the conditions; (2) in hoistways, except
as provided in Section 260-21; (3) in storage battery
rooms; (4) in any hazardous location except as permit-
ted in Section 501-4(b), 502-4 and 503-3; nor (5)
where rubber -covered conductors are exposed to oil,
gasoline, or other materials having a deteriorating
effect on rubber; (6) for installation underground,
exposed to the water, embedded in masonry, concrete,
adobe, plaster or similar finish; (7) where exposed tc
physical damage.
SECTION 15.16.130 LIGHTING FIXTURES
Section 410-3 of the National Electrical Code may be
amended to read as follows:
Section 410-3. LIVE PARTS. Fixtures, lampholders,
lamps, rosettes, and receptacles shall have no live
parts normally exposed to contact. Exposed accessible
terminals in lampholders, receptacles, and switches
shall not be installed in metal fixture canopies or
in open bases of portable table or floor lamps. No
pull -chain fixtures shall be permitted.
SECTION 15.16.140 APPLIANCES
Section 422-5 of the National Electrical Code shall be
amended by adding Paragraph (c) thereto to read as
follows:
(c) In every dwelling unit, fixed or stationary
appliances, such as food grinders, dishwashers,
washing machines, dryers, laundry tray loca-
tions, built-in heaters, refrigerators, or any
other fixed appliances with 1/4 H.P. or larger
shall be on a separate branch circuit supplied
by a minimum Ampacity of 20 Amps. Each dwell-
ing unit shall have installed therein an indi-
vidual food waste grinder branch circuit.
Said circuit shall be supplied with a minimum
No. 12 AWG wire and a 15 ampere indicating
type switch. Said switch shall be located in
the wall adjacent to the sink. Food waste

grinder shall be wired with a minimum of No.
16 AWG 3 -wire SPT -3 thermoplastic hard finish
cord or equal and an approved grounding type,
cord grip cap must be used.
SECTION 3.
That the following sections and articles of the National
Code, 1975 Edition, are hereby deleted:
Section 300-15(b) Exceptions 1 and 5
Article 334 METAL -CLAD CABLE
Section 336-11
SECTION 4. SEVERABILITY.
The City Council of the City of Anaheim hereby declares
that should any section, paragraph, sentence or word of this chap-
ter of the Code, hereby adopted, be declared for any reason to be
invalid, it is the intent of the Council that it would have passed
all other portions of this chapter independent of the elimination
herefrom of any such portion as may be declared invalid.
SECTION 5.
The City Clerk shall certify to the passage of this or-
dinance and shall cause the same to be printed once within fifteen
(15) days after its adoption in the Anaheim Bulletin, a newspaper
of general circulation, printed, published and circulated in said
City, and thirty (30) days from and after its final passage, it
shall take effect and be in full force.
