ORDINANCE NO. 2524
AN ORDINANCE OF THE CITY OF ANAHEIM
ADOPTING THE. UNIFORM MECHANICAL CODE,
1967 EDITION, INTERNATIONAL ASSOCIATION
OF PLUMBING AND MECHANICAL OFFICIALS AND
INTERNATIONAL CONFERENCE OF BUILDING
OFFICIALS, WITH AMENDMENTS THERETO, AND
AMENDING TITLE 15 OF THE ANAHEIM MUNICI-
PAL CODE BY ADDING THERETO CHAPTER 15.50.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS
SECTION 1. APPROVAL OF CODE.
The City Council does find and determine, as the result
of study and investigation conducted by the City and its building
officials, that the Uniform Mechanical Code, 1967 Edition, of the
International Conference of Building. Officials and the. Inter-
national Association of Plumbing and Mechanical Officials is an
approved code for adoption by reference within the meaning of
Section 50022.1 of the Government Code of the State of California.
SECTION 2.
That Title 15 of the Anaheim Municipal Code be, and the
same is hereby amended by adding thereto Chapter 15.50, reading
as follows:
"CHAPTER 15.50 MECHANICAL CODE.
"SECTION 15.50.001 ADOPTION OF UNIFORM MECHANICAL CODE.
"Pursuant to the. provisions of Sections 50022.1 to 50022.8, both
inclusive, of the Government Code of the State of California,
the City Council of the City of Anaheim does hereby adopt, by
reference, the Uniform Mechanical Code, 1967 Edition, of the
International Conference of Building Officials and the Inter-
national Association of Plumbing and Mechanical Officials,
with amendments thereto; that three copies of the Code shall
be filed in the Office of the City Clerk and shall be kept
there for public inspection while the Code is in force, all
of which copies shall be certified to be true copies by the
City Clerk. The City Clerk shall at all times maintain a
reasonable supply of copies of the Code available for purchase
by the public.
"SECTION 15.50.010 ADMENDMENTS .
"Certain portions of said Uniform Mechanical Code are hereby
amended as follows:
1. Section 203 on page 14 is hereby deleted.
2. Section 303, page 17, is hereby amended by adding
thereto the following subsection (d):

'(d) Any person who shall commence any work for
which a permit is required by this Code without first
having obtained a permit therefor shall, if subsequently
permitted to obtain a permit, pay double the permit fee
fixed by this Section for such work, with an additional
charge of ten (1.0) dollars; PROVIDED, HOWEVER, that this
provision shall not apply to emergency work when it shall
be proved to the satisfaction of the building official
that such work was urgently necessary and that it was
not practical to obtain a permit therefor before the
commencement of the work. In all such cases a permit must
be obtained as soon as it is practical to do so, and if
there be unreasonable .delay in obtaining such permit,
the applicant shall pay a double fee as herein provided
with an additional charge of ten (10) dollars.'
3. Section 304, on pages 17 to 19 inclusive, is hereby
amended to read as follows:
'Any person desiring a permit required by this
Code, shall, at the time of filing an application therefor,
pay a fee as required by this Section. All fees provided
for herein are to be paid to the Division of Collections
of the Finance Department of the City of Anaheim or to
such other proper authority provided by law in accordance
with the following schedule:

4. Chapter 5, pages 34 to 43, both inclusive, is
hereby amended by deleting the words 'comfort heating' from
the title and all paragraphs therein.
5. Chapter 5, page 43, is hereby amended by adding
thereto the following sections, Sec. 509, Sec. 510, Sec. 511,
Sec. 512 and Sec. 513.
'Sec. 509. Electrical Connections. Equipment
regulated by this Code, requiring electrical connections
of more than fifty (50) volts, ,shall have a positive
means of disconnect adjacent to and in sight of the
equipment served. A 120 -volt receptical'shall be
located within 25 feet ofthe equipment for service and
maintenance purposes. Low voltage wiring of fifty (50)
volts or less, within a structure, shall be installed in
a manner to prevent physical damage. Such wiring, exposed
to weather, shall be installed in conduit approved for
exterior use.
'Sec. 510. Indirect Waste connections. Adequate
means shall be provided for the collection and disposal of
condensate from every air cooling coil to a drain conform-
ing with the Plumbing Code. Every such condensate drain
shall be of approved corrosion -resistant pipe at least
three -fourth inch (3./411) nominal pipe size. The overflow
and drain of every evaporative cooler, cooling tower,
evaporative condenser and other water supplied equipment
shall discharge into a drain conforming to the Plumbing
Code. Every such drain shall be of approved corrosion -
resistant pipe and not less in size than the drain outlet
of the equipment. Under no condition shall such condensate
or waste water be permitted to drain onto any open surface
or public way. No portion of any condensate or waste
water drain shall have a slope of less than one-eighth
(1/8") inch per foot.
'Exception: A suitable drainage pit or disposal
area may be approved by the building official.
'Sec. 511. Prohibited Locations. Equipment regulated
by this Code shall not be located in any required front
or side yard as established by the Building Code or
zoning ordinances.
'Sec. 512. Screening. Equipment regulated by this
Code, when located on the roof or outside of the building,
shall be screened from public view. Such screening shall
conform to the architecture of the building.
'Exception: Window air -conditioners.
'Sec. 513. Noise Abatement. Equipment regulated
by this Code shall be installed so that it will not
produce a sound level above the limits set forth in the
ordinance enforced by the building official.'
6. Chapter 6, pages 44. to 48, both inclusive, is
hereby amended by deleting the words 'comfort heating' from
all paragraphs therein.

7. Section 710, page 56, is hereby amended by
deleting therefrom paragraph (e).
8. The last paragraph of Section 1107(b), on page 87,
is hereby amended to read as follows:
'When a centrifugal fan is used, it shall be positioned
so the discharge outlet is in a bottom horizontal position
and the air shall be so diverted that there will be no
impingement on the roof, other equipment or parts of
the structure.'
9. Subsection 1109(b) is hereby amended by adding
thereto the following Paragraph 8.
18. Every grease hood shall be equipped with
an approved automatic fire extinguishing system.'
10._ Section 1202 is hereby amended by deleting
therefrom the fourth paragraph (Pertaining to condensate
disposal) on page 92.
11. Section 1202, on page 92, is hereby amended by
adding thereto the following paragraphs:
'Comfort cooling systems shall comply with Section 502.
'Air cooled heat pumps, condensers or cooling
towers located within a building or confined space shall
have the air discharge directly to the outside of the
building.
'Every comfort cooling unit, other than portable
unit, shall be bolted or otherwise permanently secured
in place. Approved clearances shall be maintained
above and all sides from an adjoining construction.
'Heat pumps or cooling coils located in an attic
or above a finished ceiling shall have an auxiliary drip
pan installed at least two (2.) inches below the entire
unit, having not less than a two (2) inch lip and six (6)
inches larger than the unit and not less than No. 26
guage galvanized iron or equivalent. Each pan shall have
a separate drain line terminating in an exposed location.
12. Section 1306, on page 99 is hereby amended by
deleting therefrom the eighth paragraph (Pertaining to
condensate disposal).
13. Section 1404, on page 101, is hereby amended by
deleting therefrom the last two paragraphs.
14. Chapter 19, on page 120, is hereby amended by
adding thereto Section 1905.
'Sec. 1905. Kitchen Ventilation. There shall be
installed in the wall or ceiling, approximately over the
cooking facilities, a ventilating opening with a minimum
area of eight inches by six inches (8." x 6"), connected
by an incombustible ventilating duct free to the outside

of the building. The ventilating duct for each kitchen
shall have a minimum cross-sectional area of twenty-
eight (28) square inches. An approved forced -draft
system of ventilation may be substituted for the natural -
draft ventilating system.'
"SECTION 15.50.020 MODIFICATIONS.
"The City Council reserves the right and power at its own
discretion or upon the recommendation of the Chief Building
Inspector to modify any of the provisions of the Mechanical
Code when there are practical difficulties in the way of
carrying out the strict letter thereof provided that the
spirit'of the Code shall be observed, public safety secured
and substantial justice done.
"SECTION 15.50..030 SEVERABILITY.
"The City Council of the City of Anaheim hereby declares that
should any section, paragraph, sentence or word of this
Chapter of the Code hereby adopted be declared for any reason
to be invalid, it is the intent of the Council that it would
have passed all other portions of this Chapter independent
of the elimination herefrom of any such portion as may be
declared invalid."
SECTION 3.
The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be printed once within
fifteen (15) days after its adoption, in the Anaheim Bulletin,
a newspaper of general circulation, printed, published and
circulated in said City, and thirty (30) days from and after its
final passage it shall take effect and be in full force.
THE FOREGOING ORDINANCE is approved and signed by me
