AN ORDINANCE OF THE CITY OF ANAHEIM
AMENDING TITLE 8, CHAPTER 8.08 OF THE
ANAHEIM MUNICIPAL CODE, RELATING TO
DOGS AND OTHER DOMESTIC ANIMALS.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN
AS FOLLOWS:
SECTION 1_
That Title 8, Chapter 8.08 of the Anaheim Municipal
Code be, and the same is hereby amended to read as follows:
"CHAPTER 8.08
"DOGS AND OTHER DOMESTIC ANIMALS
"SECTION 8.08.010
"There is hereby adopted an ordinance enacting Division 1 of
Title 4 relating to animal control, welfare, license and
health requirements, adopted by the Orange County Board of
Supervisors as Ordinance No. 2159, and as amended by Ordinance
No. 2216 of the County of Orange, dated March 26, 1968, three
copies of which are on file in the office of the City Clerk,
establishing animal control, welfare, license and health
requirements, is adopted by reference as if the same were
set forth in full herein, with the exception of Section 1
thereof which has reference to the repeal of Division 1
of Title 4 of the Codified Ordinances of the County of
Orange.
"SECTION 8.08.020
"The above reference ordinance is hereby adopted and incor-
porated herein as though set forth, except that any reference
to 'license fees' is expressly deleted, except the reference
to dog license fees in Sections 41.025, 41.026 and 41.027
shall be retained In Haec Veba in said ordinance, and the term
'Health Inspection Fee' is hereby substituted in its place
and stead as though specifically therein stated.
"SECTION 8.08.030 FEE SCHEDULE FOR SERVICES AT COUNTY
ANIMAL SHELTER
"The following charges shall be made at the County Animal
Shelter for services performed:
(a) Daily care and feed
(1) Large animal (horses, cows
and animals of similar size) $1.00
(2) Medium animal (goats, sheep, pigs
and animals of similar size) .75
(3) Dogs, cats and miscellaneous
smaller animals .50

(b) Rabies vaccination charge for dogs
(c) Copy of documents app roveC. for release
(d) Placement fee

(1) Dogs
(2) Cats and other animals subject to
placement
(e) License fee for clogs (except for licensing
year from January 1, 1968, through June 30,
1969, during which the license fee shall
be $6.00)
(Except where animal control services are
undertaken for a city having a different
licensing year, credit shall be allowed on
a time ororata basis, to the nearest month,
for fees paid to such city.)
Annual dog license period will be a calendar
year from January 1 through the following
December 31. Beginning January 1, 1968,
the licensing year will be from January 1,
1968, through June 30, 1969. Thereafter,
the licensing year will be a fiscal year from
July 1 through the following June 30.
(f) Re -issue fee for lost dog license tag.
(g) Impound fees
(1) Impound fees for animals picked up by
County personnel
a. Large animal (horses, cows, etc.)

(2) Impound fees for animals delivered to
shelter from incorporated areas not
contracting for County Animal Control
services, to be paid to County as follows:

(3) No impound charge shall be made for
animals delivered to the shelter by owners
in unincorporated areas or in cities con-
tracting for Animal Control services.
(h) Veterinary care (for impounded animals)
(1) Dogs, cats or other small animals per
treatment

(3) The County Director of the Division of
Veterinary Public Health may charge the
owner or custodian for veterinary care
rendered to impounded animals. The
County Director of the Division of
Veterinary Public Health may approve for
payment from County funds to practicing
veterinarian rendering veterinary treat-
ment to impounded animals.
(i) Animal release fee for approved medical
research

"SECTION 8.08.050 PENALTY
"Any person violating any of the provisions of this ordinance
shall be deemed guilty of a misdemeanor, and upon conviction
thereof shall be punished by a fine of not more than Five
Hundred Dollars ($500..00), or by imprisonmentinthe County
Jail for a period of not more than six months, or by both
such fine and imprisonment.
"SECTION 8.08.060 CITY ZONING REGULATIONS
"Any provision to the contrary herein contained, it is
expressly ordained that the zoning regulations of the City
of Anaheim covering the animal control, welfare 'and/or
number, type, health and possession of animals, shall be
superior and in the event of conflict with any of the
provisions of this Chapter, the zoning regulations shall
control over the provisions of this Chapter.
"SECTION 8.08.07.0 VALIDITY OF ORDINANCE
"If any section, subsection, sentence, clause or phrase of
this ordinance is for any reason held to be unconstitutional
or invalid, such decision shall not affect the validity or
constitutionality of the remaining portions of this ordinance.
The -city Council of the City of Anaheim hereby declares that
it would have passed this ordinance and each section, sub-
section, sentence, clause or phrase thereof, irrespective
of the fact that one or more of the sections, subsections,
sentences, clauses or phrases thereof be declared unconstitu-
tional or invalid."
SECTION 2.
The City Council of the City of Anaheim, finds, deter-
mines and declares that an urgency exists, and by reason thereof
this ordinance shall take effect immediately. The reason for
the urgency is that the Orange County Health Department reports
an urgent need to have administered within the City of Anaheim
the new laws enacted by the State Legislature for animal control
on or before January 1, 1968, when certain provisions become
effective. That in certain areas of animal control there is an
urgent need for additional inspection and supervision which only

the new amendments will permit the County Health Department to
undertake, and this urgency ordinance is necessary to permit the
lawful coordination of the various functions carried out by the
Health Department.
SECTION 3.
The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be published once within
fifteen (15) days after its adoption in the Anaheim Bulletin,
a newspaper of general circulation, printed, published and
circulated in said City, and immediately upon and after its
passage it shall take effect and be in full force.
THE FOREGOING ORDINANCE is approved and signed by me
