ORDINANCE NO. 2979
AN ORDINANCE OF THE CITY OF ANAHEIM REPEALING
CHAPTER 15.16 OF THE MUNICIPAL CODE; ADOPTING
THE NATIONAL ELECTRICAL CODE, 1968 EDITION, WITH
AMENDMENTS THERETO; AND AMENDING TITLE 15 OF THE
ANAHEIM MUNICIPAL CODE BY ADDING THERETO A NEW
CHAPTER 15.16.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS
SECTION 1.
That Chapter 15.16 of Title 15 of the Anaheim Municipal Code
be, and the same is hereby repealed.
SECTION 2.
That Title 15 of the Anaheim Municipal Code be, and the same
is hereby amended by adding thereto a new Chapter 15.16 reading as
follows:
CHAPTER 15.16 ELECTRICAL CODE.
"SECTION 15.16.001 APPROVAL.
The City Council does find and determine, as a result of study
and investigation conducted by the City and its building officials
that the National Electrical Code, 1968 Edition, is an approved Code
for adoption by reference within the meaning of Section 50022.1 of
the Government Code of the State of California.
"SECTION 15.16.010 ADOPTION OF NATIONAL ELECTRICAL CODE,
1968 EDITION.
Pursuant to the provisions of Sections 50022.1 to 50022.8,
inclusive, of the Government Code of the State of California, the
City Council of the City of Anaheim does hereby adopt, by reference,
the National Electrical Code, 1968 Edition, with amendments thereto;
that three copies of the Code shall be filed in the Office of the
City Clerk and shall be kept there for public inspection while the
Code is enforced, all of which copies shall be certified to be true
copies by the City Clerk. The City Clerk shall at all times maintain
a reasonable supply of copies of the Code available for purchase by
the public at a moderate price not to exceed the actual cost thereof
to the City of Anaheim.
"SECTION 15.16.020 AMENDMENTS.
Certain portions of the National Electrical Code, 1968 Edition,
are hereby amended as follows:
"SECTION 15.16.030 ALTERATIONS AND ADDITIONS.
(a) Alterations or extensions to, and alterations and renewals
of existing installations shall be made in compliance with the pro-
visions of this Chapter.
(b) In locations where metallic conduit is required, but the
existing installation was lawfully installed according to any
other local ordinance, code or order, the existing type of
installation may be used provided such addition or extension
does not exceed fifty (50) per cent of the connected load to
any circuit or circuits.

(c) Where such additions, alterations or extensions are due to
damage by fire, any part repaired, altered to or extended
shall be of a type required by this Chapter, provided such
damage exceeds fifty (50) per cent of the area of the structure
(d) Old sequence meter installations in service porches or
rooms and on outside of house, shall be changed to new sequence
when additions to structure require additions to circuit or
circuits.
"SECTION 15.16.040
Article 210 of the National Electrical Code, 1968 Edition, is
hereby amended to read as follows:
"210 BRANCH CIRCUITS
210-1 SCOPE. The provisions of this Article shall apply to
branch circuits supplying lighting or appliance loads or combina-
tions of such loads. Where motors, or motoroperated appliances,
are connected to any circuit supplying lighting or other appli-
ance loads, the provisions of both this Article and Article 430
shall apply. Article 43.0 shall apply where branch circuit supplies
only motor loads.
(a.) Accessory uses or other buildings, signs, etc., separately
located on the same lot or premises shall have connecting
conductors run underground. (Agricultural areas excepted.)
(b) where spare circuit protective devices are provided or space
for future circuit protective devices are provided on the
bus in any flush or semi -flush mounted panel, then raceways
of sufficient capacity to permit utilization of such spares
or spaces shall be provided to an approved accessible loca-
tion. Such accessible location is defined as follows: Where
sufficient attic space is available or underfloor space is
available, a raceway shall terminate conveniently for future
use in each such space. Where this condition does not exist,
then such termination shall be approved by the Electrical
Inspector.
210-22 RECEPTACLE OUTLETS REQUIRED.
210-22 of the National Electrical Code is hereby amended to read
as follows:
"210-22 RECEPTACLE OUTLETS REQUIRED. Receptacle outlets shall
be installed as follows:
(a.) GENERAL. Where portable cords are used, except where the
attachment -of cords by other means is specifically permitted.
(b) DWELLING TYPE OCCUPANCIES. In every kitchen, dining room,
breakfast room, living room, parlor, library, den, sun room,
recreation room and bedroom, receptacle outlets shall be
installed so that no point along the floor line in any wall
space is more than six (6.) feet, measured horizontally, from
an outlet in that space including any wall space two (2.) feet
wide or greater and the wall space occupied by sliding panels
in exterior walls. The receptacle outlets shall, insofar as
practicable, be spaced equal distances apart. Receptacle
outlets in floor shall not be counted as part of the required
number of receptacle outlets unless located close to the wall.
At least one outlet shall be installed for the laundry.

As limited elsewhere in this,Code, a maximum of twelve (12)
outlets may be installed in any one circuit and overcurrent
protection shall be twenty (2.0) amperes.
Outlets in other sections of the dwelling for special appli-
ances such as laundry equipment, shall be placed within six
(6) feet of the intended location of the appliance.
(c.) Guest rooms in hotels, motels, and similar occupancies shall
have receptacles installed in accordance with Section 210-22(b).
Paragraphs (d) and (e) are hereby added to Section 210-22 of the
National Electrical Code to read as follows:
(d.) MINIMUM WIRE SIZE. For the supply of current to general
appliance and convenience receptacle circuits, no conductor
smaller than No. 12 A.W.G. shall be installed. No convenience
receptacle or appliance receptacle shall be installed or
operated on a general lighting branch circuit at any time
in any occupancy.
EXCEPTION: As permitted by Section 210-26(b).
(e.) At least one receptacle shall be installed in rooms contain-
ing one or more wash basins or lavatories.
210-26. LIGHTING OUTLETS. Section 210-26 is hereby added to the
National Electrical Code to read as follows:
"210--26 LIGHTING OUTLETS.
(a) Each single family dwelling and each occupancy of a multi-
family dwelling shall have not less than one general lighting
branch circuit with a maximum of twelve (12) lighting outlets
per circuit installed, minimum wire size shall be No. 14
A.W.G.
(b) Every room shall have at least one switched general lighting
outlet. Living rooms, bedrooms, family rooms and dens may
be excepted, provided at least one switched wall receptacle
is installed of the "Split Plug" variety and supplied by a
lighting branch circuit and a convenience outlet circuit.
NOTE: The intent of the above is to provide two circuits
per room.
(c) Entrance doorways providing access to the premises from the
exterior shall be provided with exterior illumination suitably
located. The illuminating source shall be controlled by an
interior switch conveniently located near the doorway,
NOTE: The intent of the above is not to provide a light and
switch at every door but only to provide adequate
illumination for normal egress and ingress at all doors.
SECTION 15.16.050 FEEDERS
Section 215-7 of the. National Electrical Code is hereby amended to
read as follows:
"215-7. INSTALLATION REQUIREMENTS. Where a feeder supplies
branch circuits in which grounding conductors are required, the
feeder shall include or provide a grounding means to which the
grounding conductor of the branch circuit shall be connected. All
feeders and sub -feeders shall be installed in an approved raceway.

"SECTION 15.16.060 SIZE OF SERVICE CONDUIT ((d) will be
covered in Article 210 of the National
Electrical Code Amendments.)
"Section 220-7 of the. National Electrical Code is hereby amended
to read as follows.:
220-7. Optional Calculations for Single Family Dwelling
Or Individual Apartment of Multi -Family Dwelling. For a
single family dwelling or individual apartment of a multi-
family dwelling served by a 115-230 volt, 3 wire, 100 ampere
or larger service where total load is supplied by one feeder
or one set of service entrance conductors, the following
percentages may be used in lieu of the method of determining
feeder (and service) loads detailed in Section 220-4.
All other loads shall include 1500 watts for each 20 ampere
appliance outlet circuit (Section 220-3(b.); lighting and
portable appliances at 3 watts per square foot; all fixed
appliances, (including four or more separately controlled
space heating units (see Section 220-4 (k), ranges wall -
mounted ovens and counter -mounted cooking units) at name-
plate rated load (kva for motors and other low power -factor
loads).
See Examples 1(b) and 1(c) of Chapter 9.

SECTION 15.16.070 METHOD OF INSTALLING SERVICE
Article 230, SERVICES of the. National Electrical Code is hereby
amended to read as follows:
"230-44. Wiring Methods. Service -entrance conductors extending
along the exterior or entering buildings or other structure shall
be enclosed in rigid conduit, or, for circuits not exceeding 600
volts, in wireways, auxiliary gutters, or as busways.
230-70(a) of the Code is hereby amended to read as follows:
11230-70(a) Disconnection from Service Conductors. A main dis-
connect shall be provided for disconnecting all conductors in
the building or other structure from the service entrance con-
ductors.
230-70(g.) of the Code is hereby deleted.

230-71. RATING OF SERVICE EQUIPMENT.
230-71(a) Amend Exception No. 1 to read as follows:
"EXCEPTION NO. 1. For single family residences having a
floor area of 1000 square feet or over, or an initial load
of 10 K.W. or more, computed in accordance with Section 220-1,
the service equipment shall have a rating of not less than
100 amperes, 230 volt, 3 wire.
"SECTION 15.16.080. LOCATION OF SERVICE HEADS.
Service locations shall be approved by serving utility. A
minimum of 18" of conduit above eave, roof or parapet walla A
minimum of 14" of conductor extended from service head for
utility attachments. All service conduit shall be rigid.
"SECTION 15.16.090 VOLTAGE DROP.
"National Electrical Code Article 240 Overcurrent Protection,
240-16 of the Code is amended to read as follows:
LOCATION IN PREMISES. Overcurrent devices shall be located
where they will be:
(a) Readily accessible, except as provided in Section 230-92
for service equipment and Section 364-11 for busways.
(b) Not exposed to physical damage.
(c) Not in the vicinity of easily ignitable materials.
(d) Branch Circuit protective devices shall be installed in
and for each occupancy.
EXCEPTION NO. 1. When remodeling existing occupancies if
changed to a different classification as defined by 'Table
of Groups of Occupancy' then the said protective devices
may be located at one central point.
EXCEPTION NO. 2. Branch circuit protective devices for
single family residence.
NOTE: Nothing contained in this Code shall be. :deemed or con-
strued to permit the installation of any electrical device
outlet or circuit in any occupancy, the control of or the
protection of which is not accessible to the occupant at all
times.
"SECTION 15.16.100
"Section 250-83 of the National Electrical Code is hereby amended
to read as follows:
MADE ELECTRODES. Where electrodes described in Sections 250-81
and 250-82 are not available, the grounding electrode shall consist
of:
1. A number 4 steel reinforcing bar, or an approved equal,
a minimum of 20 feet long embedded in the building con-
crete foundation. The bar shall be located in the bottom
of the footing with a minimum concrete covering of 3
inches, measured from the underside. One end of the bar
shall extend out of the foundation adjacent to the equip-
ment to be grounded to permit the grounding conductor to
be secured by an approved method.

EXCEPTION: Where the above method is not practical, the
following electrodes may be used upon approval of the
enforcing authority.
(a.) PLATE ELECTRODES.. Each plate electrode shall
-- present not less than 2 square feet of surface
to exterior soil. Electrodes of iron or steel
plates shall be at least 1/4 inch in thickness.
Electrodes of nonferrous metal shall be at least
0.06 inch in thickness.
(b) PIPE ELECTRODES. Electrodes of pipe or conduit
shall be not smaller than of the 3/4 inch trade
size and, where of iron or steel, shall have the
outer surface galvanized or otherwise metal -coated
for corrosion protection.
(c.) ROD ELECTRODES. Electrodes of rods of steel or
iron shall be at least 5/8 inch in diameter.
Approved rods of nonferrous materials or their
approved equivalent used for electrodes shall be
not less than 1/2 inch in diameter.
"SECTION 15.16.110
"Article 334. METAL -CLAD CABLE 334-6 of the National Electrical
Code is hereby amended to read as follows:
"334-6. USE. Except where otherwise specified elsewhere
in this Code, and where not subject to physical damage,
metal -clad cable may be installed for branch circuits and
feeders in concealed work as follows:
(a) TYPE MC. This type of power cable may be used in
partially protected areas, such as in continuous
rigid cable supports and the like, in dry locations
and when any of the following conditions are met it
may be used in wet locations:
(1) The metallic covering is impervious to moisture.
(2) A lead sheath or moisture impervious jacket is
provided under the metal covering.
(3) The insulated conductors under the metallic
covering are approved for use in wet locations.
(See Section 300-5)
(b) TYPE AC. Metal -clad cable of the AC type may be in
dry locations; for under plaster extensions as provided
in Article 344; and embedded in plaster finish on brick
or other masonry, except in damp or wet locations.
This cable may be run or fished in the air voids 'of
masonry block or tile walls; where such walls are
exposed or subject to excessive moisture or dampness
or are below grade line, Type ACL cable shall be used.
This cable shall contain lead covered conductors
(Type ACL), if used where exposed to the weather or to
continuous moisture, for underground runs and embedded
in masonry, concrete or fill in buildings in course of
construction, or where exposed to oil, or other condi-
tions have a deteriorating effect on the insulation.
Type AC metal -clad cable shall not be used where pro-
hibited elsewhere in this Code, including (1) in theaters,
except as provided in Section 520-4; (2) in motion picture
studios; (3) in any hazardous locations; (4) where exposed
to. corrosive fumes or vapors or to weather; (5.) on cranes
or hoists, except as provided in Section 610-11 Exception
No. 3; (6.) in storage battery rooms; (7) in hoistways or
on elevators, except as provided in Section 620-21; or
(8.) commercial garages where prohibited in Article 511;
(9) Type AC or ACL Metal -clad cable may only be used in
single family and duplex dwellings and their accessory
buildings.
"SECTION 15.16.120
"Article 336, Non Metallic Sheathed cable, 336-3 of the National
Electrical Code is hereby amended to read as follows:
336-3. USE. Non-metallic sheathed cable shall not be used
for exposed wiring and shall only be used for concealed wiring
in single family or duplex dwellings as follows:
(a) Type NM. This type of non-metallic sheathed cable may be
installed for concealed work in normally dry locations.
It may be installed or fished in air voids in masonry
block or tile walls where such walls are not exposed or
subject to excessive moisture or dampness. Type NM cable
shall not be installed where exposed to corrosive fumes
or vapors; nor shall it be embedded in masonry or concrete
and covered with plaster of similar finish.
(b) Moisture and Corrosion -Resistant Type NMC. This type of
non-metallic sheathed cable may be installed for concealed
work in dry, moist, damp or corrosive locations, and in
outside and inside walls of masonry block or tile. Where
embedded in plaster or run in shallow chase in masonry walls
and covered with plaster within 2 inches of the finished
surface, it shall be protected against damage from nails
by a cover of corrosion -resistant coated steel at least
1/16 inch in thickness and 3/4 inch wide in the chase or
under the final surface finish.
336-6 of the National Electrical Code is hereby deleted.
"SECTION 15.16.130
"Article 348 ELECTRICAL METALLIC TUBING.
348-1 of the National Electrical Code is hereby amended to read
as follows.:
348-1. USE. Electrical metallic tubing may be used for both
exposed and concealed work. Electrical metallic tubing protected
from corrosion solely by enamel shall not be used. Electrical
metallic tubing shall not be. used (l) where during installation
or afterwards, it will be subject to severe physical damage;
(2) for installation underground, in concrete, or where exposed
to the weather, or excessive moisture. Where practicable, the
use of dissimilar metals throughout the system shall be avoided
to eliminate the possibility of galvanic action. (See Section
300-.5 for limitation in the use of ferrous raceways and fittings
protected from corrosion solely by enamel.)
"SECTION 15.16.140
"Article 250 Flexible Metal Conduit 350-2 of the National
Electrical Code is hereby amended to read as follows:

350-2. USE. Flexible metal conduit shall not be used
(l) in wet locations, unless conductors are of the lead -
covered type or of other type specifically approved for the
conditions; (2.) in hoistways, except as provided in Section
620-21; (3) in storage battery rooms; (4) in any hazardous
locations except as permitted in Section 501-4(b), 502-4 and
503-4; nor (5) where rubber -covered conductors are exposed
to oil, gasoline, or other materials having a deteriorating
effect on rubber; (6) for installation underground, exposed
to the weather, embedded in masonry, concrete, adobe, plaster
or similar finish; (7) where exposed to physical damage.
"SECTION 15.16.150
"Article 410 - LIGHTING FIXTURES, LAMPHOLDERS, LAMPS, RECEP-
TACLES AND ROSETTES 410-8 of the National Electrical Code is
hereby amended to read as follows:
410-8. FIXTURES IN CLOTHES CLOSETS.
Paragraph (c) is hereby added to Section 410-8 of the National
Electrical Code to read as follows:
(c) All lighting outletts shall be operated by a wall or door
switch (no pull chain lighting fixtures permitted).
"410-29 of the National Electrical Code is hereby amended to
read as follows
410-29. FIXTURES RATING
(a) All fixtures requiring ballasts or transformers shall be
plainly marked with their electrical rating and the manu-
facturer's name, trade -mark or other suitable means of
identification.
(b) The electrical rating shall include the voltage and
frequency, and shall indicate the current rating of the
unit including the ballast, transformer or auto -trans-
former.
Paragraph (c) is hereby added to Section 410-29 of the National
Electrical Code to read as follows:
(c.) No such equipment shall be installed in which the power
factor is less than 90 per cent.
"SECTION 15.15.160
"Article 422 APPLIANCES. 422-2 of the National Electrical Code
is hereby amended to read as follows:
422-2 BRANCH CIRCUIT REQUIREMENTS. Every appliance shall be
supplied by a branch circuit of one of the types specified in
Article 210. Motor -operated appliances shall also conform to
the requirements of Article 430. In every dwelling unit fixed
appliances, such as food grinders, dishwashers, washing machines,
dryers, laundry tray locations, built-in refrigerators, built-in
freezers, furnaces, air -conditioners and built-in heaters, or
any other fixed appliances with motors 1/4 H.P. or larger shall
be on a separate branch .circuit supplied by a minimum No. 12
A.W.G. wire. Each dwelling unit shall have installed therein
an individual food waste grinder branch circuit. Said circuit
shall be supplied with a minimum No. 12 A.W.G. wire and a 15
ampere indicating type switch. Said switch shall be located

in the wall adjacent to the sink. Food waste grinder shall be
wired with'a minimum of No. 16 A.W.G. 3 -wire S.P.T.-3'thermo-
plastic hard finish cord or equal and an approved grounding
type, cord grip cap must be used.
"422-4of the National Electrical Code is hereby amended to
read as follows:
422-40.. GENERAL
(a.) Equipment for use with electrical space heating system
shall be of a type approved for such service.
(b.) In addition to complying with'the general requirements
for appliances, such equipment shall comply with Part E
of this Article.
(c.) The. special provisions of this Article shall apply to
electrically energized units, panels and cables for
space heating. They shall also include central heating
systems employing electrical heating units.
(d) Electrical space heating systems employing methods of
installation other than covered by Part E of this Article
may be used only by special permission.
Paragraph (e) is hereby added to. Section 422-40 of the National
Electrical Code to read as follows:
(e.) Approved recessed ceiling heaters using not more than one
(1) 250 watt infrared lamp may be installed on a lighting
branch circuit by reducing the allowable number of lighting
outlets by two (2), for each single lamp device used.
However, not more than two (2) such devices shall be con-
nected to any one (1.) lighting branch circuit. Any number
of multiple lamp and single lamp heaters, the total wattage
not exceeding 1500 'watts or the total number of 250 watts
lamps not exceeding six (6.), may be connected to a separate
20 ampere branch circuit.
"SECTION 15.16.170
"Section 512-A is hereby added. to Article 512 RESIDENTIAL
STORAGE GARAGES of the National Electrical Code to read as
follows,:
512-A GENERAL. Garages or carports accessory to dwelling
units shall be: wired with .a minimum of one switched light outlet,
and one receptacle :per each two auto stalls and/or fraction
thereof. Said wiring, if exposed, shall be approved metal
raceways. All wiring to detached accessory buildings shall be.
run underground.
EXCEPTION: Group H Occupancy, receptaclemay be omitted.
"SECTION 15.16.180
"Article 600 --ELECTRICAL SIGNS AND OUTLINE LIGHTING. 600-1 of
the National Electrical Code is hereby amended to read as
follows:
600.-1. GENERAL. The provisions of the Article shall apply
to the installation of conductors and equipment for electric
signs and outline lighting as defined in Article 100. A sign

circuit shall be provided and installed to an accessible loca-
tion at the front of all commercial and store buildings.
"600-2(a) of the National Electrical Code is hereby deleted
as presently written and the following substituted to read:
(a.) Disconnecting Means Required. An accessible disconnecting
means consisting of one or more plug fuses, or a suitable
switch.shall be installed in or on each fixed sign and
in or on a transformer enclosure of each electric discharge
outline lighting system to provide means for disconnecting
all ungrounded conductors supplying such equipment.
"SECTION 15.16.190. COMMERCIAL, STORAGE AND MARKET BUILDINGS.
"A sign circuit shall be provided and installed to an acces-
sible location
cces-sible:location at the front of all commercial and store buildings
occupancies. The sign circuit and/or outlet shall be controlled
by a switch located within sight of the sign and/or outlet, or
by a lock type :switch if out of sight of sign.
"Show Windows. At least one switched receptacle shall be in-
stalled directly above a show window for each 20 linear feet
or fraction thereof of show window area measured horizontally
along its base.
"SECTION 15.16.200 OUTLETS.
"All outlets and appurtenances shall be left clean, exposed
and uncovered. Any person covering any outlets in any build-
ings shall, at their own expense locate and uncover such outlet
or outletsand shall repair all damage in locating such outlet,
or outlets
ADMINISTRATIVE SECTIONS
"SECTION 15.16.210 DEFINITIONS --RESPONSIBILITIES OF MASTER
ELECTRICIAN.
"For the purpose of this Chapter, certain words and phrases
shall beconstrued as herein set forth,. unless it is apparent
from the context that a different meaning is intended:
MASTER ELECTRICIAN. The Master Electrician may be the pro-
prietor, employee or corporation officer, but in all cases
shall be the person who is directly responsible for the
physical and mechanical manner in which electrical material,
equipment and devices are placed or installed. A Master
Electrician shall countersign all applications for electrical
permits and shall supervise all electrical work .authorized
by such"permit. The. name of the Master Electrician, authorized
as such, and the name of the. person for whom Permit Applica-
tions are to. be countersigned, shall be set forth in the
Certificate of Competency, and it shall be. unlawful for any
Master Electrician to countersign any permit application
for any person other than the person by whom or which he is
employed or with :whom or which he is associated or connected.
MASTER ELECTRICIAN, C-10 Classification. A bona fide possessor
of a valid registered license to install electrical wiring
issued by the. State of California, and identified by the classi-
fication C-10 may be: granted a Master Electrician's Certificate
of Competency by the Electrical Inspector.
SIGN ELECTRICIAN. Any person engaged in the installation or
maintenance of any Gas Tube Sign, whether fixed or portable..

MAINTENANCE ELECTRICIAN. Any person other than a Master
Electrician, who is regularly employed to install, alter,
maintain or repair electrical wiring or equipment in or on
buildings or premises owned or occupied by his employer, but
who does not furnish any materials or supplies in the execu-
tion of such work.
OWNER. An owner is deemed to mean the bona fide owner of the
legal or equitable title to any property.
"SECTION 15.16.220. APPLICABILITY OF CHAPTER - EXCEPTIONS.
"The provisions of this Chapter shall apply to all installa-
tions of electrical material, fittings, devices, appliances,
fixtures and apparatus referred to in this Chapter as 'Electri-
cal Equipment,' within or on public and private buildings,
structures, and premises and with the following general excep-
tions:
(a) The provisions of this Chapter shall not apply to
installations in ships, railway cars or automotive
equipment.
(b.) The provisions of this Chapter shall not apply to
installations used by electricity supply or communica-
tion agencies in the generation, transmission or dis-
tribution of electricity or for the operation of
signals or the transmission of intelligence in the.
exercise of their function as such agencies and located
outdoors or in buildings used exclusively for that
purpose.
(c.) The provisons of this Chapter shall not apply to
electrical equipment used for radio transmission, other
than electrical equipment for radio transmission in
amateur radio transmitting stations, and all electrical
equipment used for power supply to transmitting equipment.
"SECTION 15.16.230 BUILDING DIRECTOR - APPOINTMENT AND DUTIES.
"It shall be unlawful for the Building Director or any of his
assistants to engage in the business of the sale, installation
or maintenance of electrical equipment, either directly or
indirectly, and they shall have no financial interest in any
concern engaged in such business in the City of Anaheim at
any time while holding such office.
"The Senior Electrical Inspector may hold membership in the
International Association of Electrical'Inspectors, and may
attend all activities and serve on any Electrical Committee
of the Association to which hemay be appointed and may be
allowed the necessary expenses in connection with such
activities.
"The Building Director shall have authority to designate
one or more of his assistants or employees to perform the
duties of Electrical Inspector or Inspectors.
"SECTION 15.16.240 ELECTRICAL INSPECTOR - RIGHT OF ENTRY.
"The Electrical Inspectors shall carry proper credentials
of their respective office, upon exhibition of which they
shall have the right of entry, during usual 'business hours,
to inspect any and all buildings and premises in the perform-
ance of their duties.

"When. any electrical equipment is found by the. Electrical
Inspector to be dangerous to property or to persons because
it is defective or defectively installed, the person
responsible for the electrical equipment shall be notified
in writing and shall make any changes or repairs as required
by this Chapter or other laws. to place such equipment in
safe condition, and if such work is not completed within
fifteen days or longer periods as may be specified by the
Electrical Inspector, the Inspector shall have authority
to disconnect or order the discontinuance of electrical
service to the electrical equipment, and any person, utility,
or political subdivision ordered to discontinue such electri-
cal service shall do so within twenty-four hours and shall
not reconnect or allow it to be reconnected until notified
to: do so by the Electrical Inspector.
(a) In cases of emergency, where necessary for safety of
persons, or of property, or where electrical equipment
may interfere with the work of the Fire Department,
the Electrical Inspector shall have the authority to
immediately disconnect or cause disconnection of any
electrical equipment.
(b) TM Senior Electrical Inspector may delegate any of
his powers or duties to any of his assistants.
(c) In cases where the rapid development in the applica-
tion and uses of electricity or new and special or
unusual methods of building construction create pro-
blems or conditions which are not clearly contemplated
in the making of this Chapter and make literal applica-
tion of the rule or rules impractical, the Electrical
Inspector is empowered to make interpretations in the
form of his own rules wherever there is a question as
to motive or method or manner in which the material
shall be installed.
"SECTION 15.16.250 STANDARDS FOR THE INSTALLATION OF
ELECTRICAL EQUIPMENT.
(a) INSTALLATION: All electrical installations (industrial,
commercial, and residential) in the City shall be in
conformity with the provisions of this Chapter, the
Electrical Safety Orders of the State of California, and
National Electrical Code, and with approved standards
for safety to life and property in every case where no
specific type or class of material, or no specific
standards of installation are prescribed in the Electri-
cal Safety Order sand National Electrical Code or by this
Chapter, as approved by the. American Standards Associa-
tion, shall be prima facie evidence in conformity with.
approved standards for safety to life and property.
(b) MATERIAL: All materials, devices, appliances, fittings
and equipment installed or used in the above described
City, shall be in conformity with the provisions of
this Chapter, the Electrical Safety Orders of the State.
of California and National Electrical Code, and with
approved standards for safety to life and property.
Listing or labeling as conforming to the Standards of
Underwriters' Laboratories, Inc., as approved by the
United States Bureau of Mines, the American Standards
Association, the.. United States Bureau of Standards,

or other similar institutions of recognized standing,
shall be prima facie evidence of conformity with approved
standards of safety to: life and property.
(c) USED MATERIALS: Previously used material shall not be
re -used without the approval obtained in advance from
the Electrical Inspector.
"SECTION 15.16.260 MAINTENANCE ELECTRICIAN.
"No person shall install, alter, maintain or repair electrical
wiring or equipment in or on buildings owned or occupied by
his employer without first having obtained a Certificate of
Competency from the Electrical Inspector.
"SECTION 15.16.270 CERTIFICATES OF COMPETENCY
"All Certificates of Competency issued under this Chapter
shall be valid, unless revoked or suspended, for the term of
the fiscal year of their issuance, and shall, in every case,.
expire on the 30th day of June following their issuance. All
license fees shall be payable in advance to the Electrical
Inspector and shall be chargeable for each year or portion
of year in the following amount:
The sum of Ten Dollars ($10.00) per year or
any portion thereof.
"SECTI:ON 15.16.280 CANCELLATION OF LICENSES.
"The Council may suspend or revoke the license of any electri-
cian licensed hereunder for any violation of this Chapter or
for incompetency.
"SECTION 15.16.290 DUTIES OF MASTER ELECTRICIANS.
"It shall be the duty of every Master Electrician to comply
with all requirements of this Chapter and all other ordinances
of the City, as well as all laws of the State of California,
applicable to electrical work.
"SECTI.ON 15.16.300 DUTIES OF MAINTENANCE ELECTRICIAN.
"It shall be the duty of every Maintenance Electrician to.
comply with all requirements of this Chapter and all other
ordinances of the City of Anaheim, as well as all laws of
the State of California, applicable to electrical work.
"It shall be the duty of any person employed as a Maintenance
Electrician to keep a detailed and accurate record of any and
all electrical work connected with existing or new installa-
tions which is done by him personally or under his supervision.
Such record shall be available to the Electrical Inspector
on request.
"SECTION 15.16.310 PERMITS.
(a) No electrical permit shall be issued by. the Electrical
Inspector to any person who is not the legal possessor
of a valid Master Electrician's Certificate of quali-
fication, provided that the Electrical Inspector may
issue to the owner of the legal or equitable title
to any property in the City of Anaheim used exclusively

for single -.family residence, to alter, repair, or install
any electrical wiring or equipment in or on buildings
or premises in connection with _such .residence or acces-
sory buildings, provided that the electrical work is
done by himself, or a member of his household.
(b) No electrical work for which a permit is required shall
be commenced in or on any building or premises until a
permit to do such work shall have been obtained for the
owner's occupancy.
(c.) No. electrical equipment shall be installed within or on
any building, structure or premises publicly or privately
owned, nor shall any alteration or addition be made in
any such existing equipment without securing a permit
therefor from the. Electrical Inspector, except as pro-
vided in this section and except that no permit will be
required to execute any of the classes of electrical work
specified in the following Paragraphs 1 to 3, inclusive.
(1.) Minor repair work, the replacements of lamps or
the connection of portable electric equipment to
suitable permanently installed receptacles.
(2) The provision of this Chapter shall not apply to
installations used by electricity supply, railway
or communication utilities in the exercise of their
functions as a utility.
(3)' The installation, alteration or repair of electri-
cal equipment installedby or for an Electricity
Supply Agency for the use of such agency in the
generation, transmission, distribution or metering
of electricity.
(d.) Application for such permit, describing the work to.be
done shall be made in writing to the. Electrical Inspec-
tor by the person, firm or corporation installing the
work.
The application shall be accompanied by such plans,
specifications and schedules as may be necessary to
determine whether the installation as described will be
in conformity wi.th.the requirements of this Chapter, and
of the Electrical Safety Orders of the State of California
and the National Electrical Code. If it shall be: found
that the installation as described will conform with all
legal requirements and if the applicant has complied
with the provisions of this Chapter, and of, the Electri-
cal Safety Orders of the State of California and the
National Electrical Code, a permit for such installation
shall be issued. No deviation may be made from the
installation described in the permit without the written
approval of the Electrical Inspector.
(e) In lieu of an individual permit for each installation
or alteration, an annual permit shall, upon applica-
tion therefor, be issued to any person regularly
employing one or more registered Maintenance Electri-
cians, for the purpose of installing, altering, or
maintaining electrical wiring or equipment in or on
buildings or premises owned or occupied by the appli-
cant for the permit. The application for this annual
permit shall be made in writing to the Electrical

Inspector and shall contain the name and registration
number of each Maintenance Electrician employed and
the legal description of the premises on which the work
is to: be done under the permit.
(fJ In the event that more than one Maintenance Electrician
is employed, the employer shall designate the Mainten-
ance Electrician who shall supervise the work of the
others.
(g.) The Maintenance Electrician shall currently keep an
accurate record in duplicate of all electrical work
which has been done under the annual permit during the
preceding calendar month, and such current record shall
be accessible to the Electrical Inspector.
(h) Within fifteen days following the end of each calendar
month,: the person to -whom an annual permit has been
issued shall transmit to the Electrical Inspector a
duplicate copy of the Maintenance Electrician's record
of electrical work done.
(i) Submission of a false statement shall constitute suf-
ficient cause for revoking any electrical permits
issued under the authority of this section.
"SECTION 15.16.320 FEES FOR PERMITS AND INSPECTION
PENALTIES.
(a.) Before any permit is granted for the installation or
alteration of electrical equipment, the person making
the application for such permit shall pay to the
Electrical Inspection Division of the. City of Anaheim a
fee :in such amount as is required by this Chapter.
(b) The fee for any additional wiring, not included in or
authorized by a permit shall be thedifference between
the: .fee paid when the permit was issued and the fee
for electrical wiring added to the installation by the
same person or firm. After final approval has been
given by the Electrical Inspection Division on any
electrical permit, a new permit must be obtained for
any electrical wiring installed on the same premises
at a later date.
(c.) Failure to take :out a permit and pay fees therefor
before commencing work shall be deemed evidence of
violation of the provisions of this Chapter. Double
the amount of permit .fee shall be assessed for work
commencing before a permit is issued.
"SECTION 15.16.330 RESPONSIBILITY.
"This Chapter shall not be -construed to relieve from or lessen
the responsibility of any party owning, operating, controlling
or installing any electrical wiring, electrical devices 'or
electrical material for damages to person or property caused
by any defect therein, nor shall the. City be held as assuming
any such liability by reason of the inspection authorized
herein, or certificate of inspection issued as herein provided.
"SECTION 15.16.340 INTERPRETATION.
"The language used in this Chapter and in the State Electrical

Code, which is made a part of this Chapter by reference, is
intended to convey the common and accepted meaning familiar
to the Electrical Industry.
"The Electrical Inspector is hereby authorized to interpret
and determine the intent and meaning of any provision of this
Chapter, such interpretations, and determinations shall be
made in writing and a record kept, which record shall be open
to the public.
"SECTION 15.16,350 PENALTY FOR VIOLATIONS.
"Any person, firm or corporation, whether as principal, agent,
employee or otherwise? violating any of the provisions of this
Chapter shall be guilty of a misdemeanor, and upon conviction
thereof shall be punishable by a fine of not more than Five
Hundred Dollars ($500,00), or by imprisonment in the County or
City Jail for a period not exceeding six (6) months, or by
both such fine and imprisonment. Such person, firm or corpora-
tion shall be deemed guilty of a separate offense for each and
every day during any portion of which any violation of this
Chapter is committed, continued or permitted by such person,
firm or corporation, and shall be punishable as herein provided.
"In addition to the penalties hereinabove provided, and condi-
tion caused or permitted to exist in violation of any of the
provisions of this Chapter shall be deemed a public nuisance
and may be, by this City, summarily abated as such, and each
day such condition continues shall be regarded as a new and
separate offense,
"SECTION 15.16.360 ELECTRICAL FEES.
The fees which shall be paid to the Building Official shall
be determined and set forth by resolutions of the City Council."
SECTI"ON 3.
MODIFICATIONS, The City Council reserves the right and
power at its own discretion or upon the recommendation of the Chief
Building Inspector to modify any of the provisions of the Electrical
Code when there are practical difficulties in the way of carrying out
the strict letter thereof provided that the spirit of the Code shall
be observed, public safety secured and substantial justice done.
SEC'T'ION 4.
SEVERABILITY. The City Council of the City of Anaheim
hereby declares that should any section, paragraph, sentence or word
of this chapter of the Code hereby adopted be declared for any reason
to be invalid, it is the intent of the Council that it would have
passed all other portions of this chapter independent of the elimina-
tion herefrom of any such portion as may be declared invalid.
SECTION 5.
The City Clerk shall certify to the passage of this ordin-
ance and shall cause the same to be printed once within 15 days
after its adoption, in the Anaheim Bulletin, a newspaper of general
circulation, printed, published and circulated in said City, and
30 days from and after its final passage it shall take
effect and be in full force.
