A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM (i) REVIEWING THE NEED FOR CONTINUING
THE LOCAL EMERGENCY HERETOFORE PROCLAIMED BY THE
DIRECTOR OF EMERGENCY SERVICES OF THE CITY OF
ANAHEIM AS RATIFIED BY CITY COUNCIL RESOLUTION
NO. 93R-19, (ii) DETERMINING THAT THE NEED FOR
CONTINUING THE LOCAL EMERGENCY EXISTS, (iii)
AUTHORIZING CERTAIN ACTS AND ORDERS BY THE
DIRECTOR OF EMERGENCY SERVICES, AND (iv) APPROVING
AND AUTHORIZING CERTAIN ADDITIONAL REMEDIAL ACTIONS
RELATING TO THE IMPENDING PERIL.
WHEREAS, Section 6.04.060 of the Anaheim Municipal Code
empowers the Director of Emergency Services of the City of
Anaheim to proclaim the existence or threatened existence of a
local emergency when the City of Anaheim is affected or likely to
be affected by a public calamity and the City Council is not in
session; and
WHEREAS, on or about January 18, 1993, conditions of
extreme peril to the safety of persons and property arose within
the City of Anaheim caused by continuing earth movement and
landslides within the area of the City (the "Disaster Area")
described on Exhibit A of the Proclamation of the Existence of a
Local Emergency by the Director of Emergency Services of the City
of Anaheim (the "Proclamation"); and
WHEREAS, on January 19, 1993, the Director of Emergency
Services of the City of Anaheim did issue the Proclamation, at
which time the City Council was not in session; and
WHEREAS, on January 26, 1993, the City Council adopted
its Resolution No. 93R-19 finding that the aforesaid conditions
of extreme peril (the "impending peril") did warrant and
necessitate proclamation of the existence of a local emergency
and the issuance of said Proclamation by the Director of
Emergency Services, and, for such reasons, the City Council
ratified the Proclamation; and
WHEREAS, pursuant to Section 866(a) of the Government
Code of the State of California and on the basis of expert
opinion or other reasonable basis, the City Council further found
that:
1. The aforesaid Disaster Area is the subject of
gradual earth movement as defined in Government Code Section
866(a); and
2. An impending peril to persons and/or property
exists as a result of said gradual earth movement; and
3. The City Council has determined appropriate
remedial action to halt, stabilize or abate such impending peril;
and
WHEREAS, the City Council further determined that
those certain measures (the "remedial actions") described in that
certain letter dated January 25, 1993 to the City Council from
Eberhart & Stone, Inc., geotechnical consultants to the City of
Anaheim, a copy of which letter is attached to Resolution No.
93R-19 and marked Attachment 2 thereof, constitute appropriate
remedial actions to halt, stabilize or abate said impending
peril; and
WHEREAS, the officers, employees, agents and
contractors of the City of Anaheim were thereby authorized to
implement said remedial actions; and
WHEREAS, pursuant to Section 8630 of the Government
Code of the State of California, the City Council has this date
reviewed the need for continuing the local emergency.
NOW, THEREFORE, BE IT RESOLVED that the city Council
hereby determines that the need exists for continuing the local
emergency due to the continued existence of the impending peril.
BE IT FURTHER RESOLVED that the Director of Emergency
Services is hereby authorized to:
1. Determine whether the impending peril requires the
evacuation of any additional residences, buildings or properties
located outside of the boundaries of the Disaster Area (the
"Additional Properties"), and to issue orders concerning,
affecting, or requiring the evacuation of such Additional
Properties; and
2. Determine from time to time whether the impending
peril requires the continued evacuation of (a) any homes,
buildings or properties which have been ordered evacuated within
the Disaster Area, or (b) any Additional Properties which have
been ordered evacuated, and to issue from time to time one or
more orders terminating the prior evacuation orders with regard
to some or all of such homes, buildings or properties, where
appropriate.
BE IT FURTHER RESOLVED that the provisions of the
immediately preceding paragraph shall supersede any orders or
pronouncements contained in Resolution No. 93R-19 or the
Proclamation to the contrary.
BE IT FURTHER RESOLVED that, pursuant to Section 866(a)
of the Government Code of the State of California, the City
Council hereby determines that those certain measures (the
"additional remedial actions") described in that certain letter
dated February 9, 1993 to the City Council from Eberhart & Stone,
Inc., geotechnical consultants to the city of Anaheim, a copy of
which letter is attached hereto and marked Attachment 1 hereof,
constitute appropriate additional remedial actions to halt,
stabilize or abate the impending peril.
BE IT FURTHER RESOLVED that the officers, employees,
agents and contractors of the City of Anaheim are hereby
authorized to implement said additional remedial actions.
BE IT FURTHER RESOLVED that, except as expressly
superseded by any provision hereof, Resolution No. 93R-19 and the
Proclamation shall remain in full force and effect.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 9th day of February,

Subject: Update for implementation of emergency measures, Santiago
Landslide area, Anaheim Hills, California.
Reference: "Implementation of emergency measures, Santiago Landslide area,
Anaheim Hills, California", by this firm, dated January 25, 1993.
Gentlemen:
Emergency measures, as discussed in this firm's letter dated January 25, 1993, for the
area referenced in the proclamation of local emergency issued by the Director of
Emergency Services and dated January 19, 1993, are currently being implemented.
These measures continue to include: an aggressive dewatering program consisting of
horizontal and vertical wells situated within the landslide mass, survey monitoring of
the slide movement, and draining of swimming pools within the landslide area.
Additional measures implemented subsequent to January 25, 1993, include, among
other things, installation of piezometers to monitor ground water levels, drilling of
additional horizontal wells within Oak Canyon, above-grounding of various utility
services, pressure and leak testing of various utility services, and effo~',s to cover or
.~,eal ground cracks on public and private properties and to maintain positive surface
drainage away from the immediate landslide area. Imminently, inc. linometers and tilt
meters will be installed within and adjacent to the landslide mass to closely monitor
ground movement. In addition, the conditions of impending peril described in the
referenced January 25th letter resulted in this firm's recommendation that impacted
homeowners be evacuated from their homes for a period of at least two weeks.
Presently, 38 horizontal and 25 vertical dewatering wells have been installed,
cumulatively removing approximately 175,000 gallons of ground water per day.
Survey monitoring data received to date suggest that the aggressive dewatering efforts
have been somewhat successful in slowing the landslide movement. However,
movement of the landslide continues, and such movement continues to constitute
impending peril to persons and properties throughout the affected area. These
conditions make it necessary to recommend that the identified homes remain vacated
until more data are obtained regarding the nature and magnitude of the landslide
movement.

The emergency measures implemented to date, as well as those proposed for the
affected area, have been implemented and/or proposed with the coordination of the
Engineering Department of the City of Anaheim. This firm recommends that all of the
measures described in the January 25th letter and in this letter continue to be
implemented, as well as such other measures as may appear to be necessary, from
time to time, to address the peril. This may include evacuation of additional residents
if, and when, conditions warrant such additional evacuation.
Regularly scheduled surveys, geologic mapping, and monitoring of the changing
conditions within the incident area are ongoing and are anticipated to continue
indefinitely.
Implementation of these measures is continuing, and daily written or oral updates on
~r~ site conditions are being provided to City of Anaheim staff.
