Chairman Roth called the regular meeting of the Anaheim Redevelopment Agency
to order at 10:05 a.m.
MINUTES: Agency Member Bay moved to approve the minutes of the regular
meeting held December 3, 1985. Agency Member Pickler seconded the motion.
Agency Members Kaywood and Overholt were absent. MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
$10,234.52, in accordance with the 1985-86 Budget, were approved.
Agency Member Kaywood entered the Council Chambers. (10:06 a.m.)
Agency Member Overholt entered the Council Chambers. (10:07 a.m.)
CONSENT CALENDAR ITEMS: On motion by Agency Member Roth, seconded by Agency
Member Pickler, the following actions were authorized in accordance with the
reports and recommendations furnished each Agency Member and as listed on the
Consent Calendar Agenda. Agency Member Roth offered Resolution Nos. ARA85-30
through ARA85-36, both inclusive, for adoption. Refer to Resolution Book.
1. 161: Receiving and filing the Monthly Status Report for the month of
November 1985.
2. 161: RESOLUTION NO. ARA85-30: A RESOLUTION OF ANAHEIM REDEVELOPMENT
AGENCY APPROVING AND/OR REAPPROVING CERTAIN PUBLIC AND PRIVATE PROJECTS,
PROGRAMS AND ACTIVITIES IN ORDER TO PROVIDE FOR THEIR ORDERLY AND TIMELY
COMPLETION AND THE ORDERLY AND TIMELY COMPLETION OF THE REDEVELOPMENT PLAN FOR
PROJECT ALPHA. (to satisfy the requirements of Assembly Bill No. 265 (Hughes)
to set aside 20% of its tax increment for low and moderate income housing)
3. 161/181: RESOLUTION NO. ARA85-31: A RESOLUTION OF THE ANAHEIM
REDEVELOPMENT AGENCY AGREEING TO PAY ALL OR PART OF THE COST OF REHABILITATION
OF THE CARNEGIE LIBRARY FOR AN HISTORICAL MUSEUM. (in an amount not to exceed
$410,000)
4. 161/123: RESOLUTION NO. ARA85-32: A RESOLUTION OF THE ANAHEIM
REDEVELOPMENT AGENCY APPROVING THE TERMS AND CONDITIONS OF COOPERATION
AGREEMENT NO. 27 FOR RIGHT OF WAY AND PUBLIC IMPROVEMENTS WITH THE CITY OF

City in an amount not to exceed $124,000 to reimburse the City for costs of
street and right-of-way improvements on Kellogg Drive between Orangethorpe and
La Palma Avenues in the Redevelopment Project Alpha area)
5. 161/123: RESOLUTION NO. ARA85-33: A RESOLUTION OF THE ANAHEIM
REDEVELOPMENT AGENCY APPROVING THE TERMS AND CONDITIONS OF COOPERATION
AGREEMENT NO. 36 FOR RIGHT OF WAY AND PUBLIC IMPROVEMENTS WITH THE CITY OF
ANAHEIM. (IMPERIAL HIGHWAY/LA PALMA AVENUE AREAWIDE IMPROVEMENTS)
(Authorizing Cooperation Agreement No. 36 with the City in an amount not to
exceed $585,300 for right of way and for engineering and construction of
public improvements to widen Imperial Highway and La Palma Avenue)
Chairman Roth asked the Public Information Officer to prepare a press release
to inform the public, especially those in the canyon area, that the Agency had
approved the agreement to widen Imperial Highway and La Palma.
6. 161/123: RESOLUTION NO. ARA85-34: A RESOLUTION OF THE ANAHEIM
REDEVELOPMENT AGENCY APPROVING THE TERMS AND CONDITIONS OF COOPERATION
AGREEMENT NO. 43 FOR RIGHT OF WAY AND PUBLIC IMPROVEMENTS WITH THE CITY OF
ANAHEIM. (NORTHEAST AREA STREET REHABILITATION) (Authorizing Cooperation
Agreement No. 43 with the City in an amount not to exceed $23,000,000 for
right of way and to improve and rehabilitate certain streets in the Northeast
Area of Project Alpha)

REDEVELOPMENT AGENCY APPROVING THE TERMS AND CONDITIONS OF COOPERATION
AGREEMENT NO. 44 FOR RIGHT OF WAY AND PUBLIC IMPROVEMENTS WITH THE CITY OF
ANAHEIM. (EAST STREET/LEWIS STREET-RIVERSIDE FREEWAY (RTE. 91) TO ANAHEIM
BOULEVARD) (Authorizing Cooperation Agreement No. 44 with the City in an
amount not to exceed $3,750,000 for right of way, engineering and construction
of public improvements in connection with the widening of East Street/Lewis
Stre~t from the 91 Freeway to Anaheim Boulevard)
8. 161/123: RESOLUTION NO. ARA85-36: A RESOLUTION OF THE ANAHEIM
REDEVELOPMENT AGENCY APPROVING THE TERMS AND CONDITIONS OF COOPERATION
AGREEMENT NO. 45 FOR RIGHT OF WAY AND PUBLIC IMPROVEMENTS WITH THE CITY OF
ANAHEIM. (NEIGHBORHOOD AREA NO.4) (Authorizing Cooperation Agreement No. 45
with the City in an amount not to exceed $2,000,000 for right of way and
improvements in the downtown Project Area, Neighborhood Area No.4, bounded by
Olive Street, Broadway, Parcel 14 and Atchison Street)

161/114: Chairman Roth announced that a quorum was not anticipated for the
Agency meetings of December 24 and December 31, 1985 (Christmas and New Year's
Eve) and, therefore, no meetings were expected to be held those dates.
